mitted to Council previously, hrere approved and adopted following an
amendment that in the paragraph concerning a " corununity art festival"
the words "faculty members " (of Burlingame High School) be .included.
COMMUNI CATIONS
1. OFF-STREET PARKING LOT ACCEPTED
A communication from the Director of Public Works, dated December 30,
197O, advised that the Contractor, o. c. alones. has completed the
Burlingame Avenue Off-street Parking District project in full compliance
with plans and specifications, and it $/as recommended that the project
be accepted as complete.
A footnote memo from the City tlanager under the same date, concurred
with the recommendation.
RESOLUTION NO. 1-71 "Acce pting Construction Burlingame Avenue Area
Parking District - Project 1969-1 - old city Hall Lot - .Iob No. 70-9"
was introduced for passage on motion of Councilman Johnson, seconded
by CounciLman tunstrup and adopted unanirnously upon Roll CaIl .
2. REPORT RE: WATER QUAIITY
A memo from the city uanager, dated Decerdber 30, 1970, advised that the
Regional Water ouality Control Board has adopted the tentative resolution
requiring waste dischargers to develop a sub-regional water quality control
program for the consolidation treatment and disposal of rdastes, contrary
to objections presented against the program.
A detailed report accompanying the memo, was acknowledged from Mr. John
II. Jenks, Consulting Sanitary Engineer, advising of his appearance before
the water Control Board to state his objection to the progrErm proposed
and submitting an analysis with respect to the effect said requirement
shalL have upon the cities. Ir1r. Jenks offered his services to Council
to explain the new program.
A copy of a letter from the Director of Public Works, city of South San
Francisco, received on this date, addressed to the Regional water Quality
Control Board and the informati.on relayed to the various interested cities
as a "progress report" advised the water Control Board that the ConsuJ.ting
firm of ,renks and AdarRson will have engineering studies on a revised

long-range plan for wastehrater treatment and disPosal for the Cities
of south San Francisco and san Bruno available on February 1, 1971 .
The communication further advised that a meetinq of the San l{ateo
County Water ouality Advisory Committee has been scheduled on
January 13, 1971, to discuss a coordinate<i sub-regional water guality
control progr.rm.
The city Engineer reported briefly on the formation of the San l{ateo
County water Quality Advisory Committee, initiated by the San Mateo
county Board of Supervisors, wherein alI cities within the county are
members and function under the Chairmanship of ur. Robert Bernicchi,
l{anager, Norther San Mateo County Sanitation District, and confirmed
that on January 13, at 9:30 a.m., a meeting had been scheduled to
confer on a coordinated program.
T'he City Uanager was requested to invite Ur. Jenks to a Council study
meeting in February.
3. REQUESTS IN RE: ELIGIBfLITY,.MI'DSLIDE., INSURANCE PROCEDURE
A memo from the City lrlanager, dated December 30, 1970, advised that
the matter of establishing eligibility for the Federal ltudslide
Insurance, as requested by residents on El Prado, was discussed with
a federal representative. who suggested that as an initiatory measure,
a resolution be adopted and submitted to indicate the City's interest
in the insurance program, accompanied by a map deJ.ineating mudslide-
prone areas and information with respect to City drainage reguJ,ations.
Ihe City Manager suggested that in forwarding the resolution, only the
EI Prado and lttills Estate areas be included in the initial presentation
and to rely thereafter on the federal agency to furnish Council with
information to serve as a future guideline.
Councilman lrlartin, referring to language within the proposed resolution,
stated the opinion that the clause that "Council does give assurance
of future compliance " is "too positive" and that there is no designationwithin the resolution on "how the City can withdraw" from the program.
Following a brief discussion, Council concurred urith the reconmendation
from the City Manager that the paragraph be re-worded that "Council
does give assurance of rattemptingr future compliance and pledges

REQUEST LICENSE TO OPERATE
ATqUSE},1ENT RIDES BURL INGAI"IE PLAZA
A conununication was received from Rona1d w. Hager, Advance Agent,
Bobby Cohn's West Coast Shows, dated Deceniber L7, L97O, reguesting a
City license on behalf of the Burlingame PLaza !4erchants Association
to operate amusement rides, and to set up one self-contained confection
trailer at end and on the parking lot of the Burlingame Plaza Center
on the dates of March 17 to llarch 21, inclusive. Tihe request was sub-
mitted in conjunction with a promotionaL sales event to be conducted
by the merchants of Burlingame Plaza Shopping Center.
A report from the Fire Inspector advised that a fire and a building

inspection wilL be conducted on March 16, 1971, the day preceding the
scheduled opening.
The City l{anager advised that reports are required from the police and
Hea1th Department and that his office r^rouLd so notify those departments.

I'NIFORM TRAFFIC CONTROL DEVICES
,'TOPICS " ALLOCATION TO GOVERNMBiITS
Corununications from the state Department of Public works, eadr dated
Decedber 18, 1970, referred to (a) notification from the Federal Highway
Administration of the approval of a revised draft of the "uanual of
Uniform Traffic control Devices" hrith particular reference to a new
mandate requiring center traffic line markings on two-Iane, two-uray
roads to be painted "yellol'r, " and (b) information on "Topics" allocation
to local governments, including the decision of the state Department of
Public works to concur with the recomrendation of the TOPICS Advisory
Committee of City and County Officials that California's entire alloca-
tion be apportioned to local governments for their priority determiration
rather than an arbitrary anount set aside for future use on State highways.
The City Engineer advised that no action is currently required 5.n regard
to the ToPIcs allocation, that in the matter of traffic control devices,
his office will initiate the necessary changes to comply with specific
uniform standards recommended by the California Traffic Control Devices
committee and endorsed by the State Department of Public works.

RETROF ITTED WfTTI QUIET ENGINES
A coNnunication from Randall L. Hurlburg, Acoustical Engineer, Noise
Abatement Division, city of Inglewood, dated Decedber 2L, 1970. advised
that the Federal Aviation Administration has recently asked for public
conunent on a proposed rule which would reguire existing aircraft to be
retrofitted with quiet engines and referred to a copy of HlAis request
accompanying his communication.
The corununication concluded by stating that the "FAA is in a mood to
pass a retrofit regulation; the airport operators are ready to give such
a measure their ful1 support and conununities such as yours and ours
need this regulation desperately and soon. A strong showing at this
tirne by all those concerned is critical if we hope to have this rule
adopted" and it was urged that the rule be carefully studied and a
response made to FAA by January 29, L97L.
Councilman Mangini, stating that "noise pollution" is one of the largest
of public annoyances, requested that council talce an action in support
thereof.
CounciLman Amstrup reported on recent calls he has received from residents
concerned with the noise of airplanes created by a change in aircraft
take-offs and landings at the International Airport, his subsequent call
to a Captain Torrrnsend, who advised that regular meetings on "noise abate-
ment" are scheduled at the airport each Friday morning. Councilman
Amstrup suggested that someone should be delegated to represent the City
at these meeti,ngs.

Following further discussion, the City Planner was requested to prepare
an appropriate letter to be mailed to the FAA under the signature of
the l{ayor, with respect to that agency adopting a rule requiring
existing aircraft to be retlofitted with quiet engines.

Councilman Arnstrup, advising of his receipt of the new Association of
Bay Area cover nents' budget, questioned whether the City's allocation
has been increased this year.

budget allocation has been approximately $90O.OO per year and in return,
through affilj-ation with ABAG, the city has received Federal assistance

The City Engineer confirmed that the City has received federal funds in
the amount of approximately $396.000.00 and is eligible to receive
approximately $8O, O00.OO additional.
Councilman tjlartin explained that the current increase in ABAG dues is

primarily due to $rage increases to staff medbers and costs expended
in the airport planning program.
ACKNOWLEDGMENTS

1. A resolution from the City of San Leandro urging State Legislature
to enact mandatory automobile safety flare legislation. Following
a brief discussion, the City Manager was requested to communicate with
San Mateo County State legislators soliciting their support in the
proposed legislation and to so notify the City of San Leandro.
2. A report to the City of Burlingame "For Services Rendered by the
Burlingame Chamber of corEnerce " during the last quarter of the
calendar year and the forthcoming quarter in conpJ.iance with contract
requirements.

seconded by Councilman Johnson and carried.
On the subject of City "beautification" ur. Robe rt Sheffner, 748
Avenue, Burlingame, questioned the status of the barren "island"
the vicinity of the Broadway Overpass.

state Divi.sion of Highways by the remodelling of the Overpass, t ith
landscaping possibly in the plans.
The city Engineer confirmed that the contract for the OverPass Improvement
has been awarded; however, he is not aware of how much of the island area
in question will remain upon completion of the project.

CHAMBER OF COMMERCE I\,IEETINGS
Councilman Johnson, Council liaison, Burlingame Chamber of Commerce,
announced the forthcoming General tteeting of the Chamber of comnerce
on January 29 and the Executive Board meeting on January 19.
COMMISSION-COI'NCIL DINNER I4EETING
councilman ilohnson suggested that Council give consideration to
scheduling a date for the Annual Commission-Council Dinner meeting.
The subject was referred for discussion at the study meeting.
SERVICE PIN ASIARDS
Councilman Amstrup questioned the status of acknowledging an employee's
service to the City through "service pin" awards. Following a brief
discussion, the City !!.anager was requested to invite Mr. stanley Smith
to display his brochures on service pins at the next study meeting.
Councilman Amstrup referred to his attendance at a recent meeting con-
cerning "hotel-mote1" tax revenue and to the request from the Board of

advised that the subject will be on the Council study meeting agenda.
RAILROAD BEAUTIF ICATION
PORTOLA VA],I,EY RE: LITTER
councilman laangini recommended that an affirmative action be taken
by Council concerning the beautification of railroad right-of-ways
and the proposal of the Tohm of Portola Valley that the League of
California Cities and the County Supervj-sors' Association of Calif-
ornia seek action to alleviate the problem of litter and waste
di-sposal created by the sale of beverages in disposable, non-returnable
containers.
llhe city llanager advised that the request of the League of california
Cities for cities to recommend specific auidelines to assure the
beautification of railroad right-of-ways, r{as referred to the
Beautification Commission for analysis and report at its regular
meeting this week.
Ihat in the matter of the Portola valley Resolution, the City t{anager
advised that an identical resolution was received by Council at a
recent meeting, subseguent to which his office wrote to the League
of California Cities urging its support. ftre City Uanager stated
that he would, in this instance, also conuuunicate with the County
Supervisors' Association of California.
PUBLICITY RE: RE-CYCLING MATERIAL
In reply to Councilrnan funstrup's inquiry concerning recent ner^rspaper
publicity on space reserved to deposit material to be re-cycled, the
City lrlanager advised that the San Mateo County Scavenger Company
and the Sunset Garbage have pJ.aced a bin in an area adjacent to the
Seqrer Treatment Plant for such purpose.
