A regular meeting of the Burl i.ngame City council was held on the above
given date. Hecting called to order at 8:0O p.n., - l{ayor George in
the Chair.
At word frou the Chair, all in the council Chanbers aroae and gave the
Pledge of Allegiance to the Flag.

councilman Croeby, absent because of a prior comitment, was excuaed

llayor ceorge announced that this wae the time and place sdreduled to
conduct a public hearing on the matter of vacating and abandoning a portion
of a public utility easement in the Burlingane Ittanor subdivision.
1rhe City Attorney, iJr reply to the Chair. advised that a resolution
declaring the intention of council, vas prepared. posted and publ ished in
the manner preacribed by law.
:Ehe city Engineer presented a gketch indicating the parcel proposed for
abandonment and advised that the City has no further use for the particular
utility easement.
llhe hearing was declared open by the Chair and there being no one preaent
to sp€ar. in favor of or in opposition to, eaid hearing uas declared closed.
CounciLman Johnaon introduced and moved the passag e of RESOLUTION NO. 17-67
"Ordering the Vacation and lbandonment of a Portion of a Certain Public

A detailed repolt from the Director of public t{orks to the City uanager,
under date of l,tarch 15, 1967, advised that an obatruction to a drainagefacility, the reault of excavation work in progress in the developnentof the Anza Pacific subdivision properties, haa created the flooding
on occasionr that in conferring with l.lr. Keyston, haa Office hag been
adviged of the iaprovement8 programted to prevent further recurrence
and that in the interin, the Eublic gforks Department is naintaini.ng a
close surveillance.
In reply to Councilnan Di€derichsen, the city Engineer advised that the
area is inspected daily during the period of low tide, alerted topossible further blockage and that a contractor, engaged by Ur. Keystonia scheduled to couf,ence iuprovenent work on March 27.
A report froE the City Engineer, subsequent to the completion of, theproject, was requested by l{ayor George.
2. REQTTEST RE: ELIIdINATION "SITB@NTRACTOR"
A cmunication from the City !{anager, dated uarc}r L6, L967 , referredto a request received from the A & T Construction Company, under
contract to conatruct the electrical and carport structures at the
Corporation Yard, relative to the elimination of one of the sub-
contractors and the substitution of the "contractor" instead.
A coununication from the A & T Construction Company. dated [arch ].0,
1967, advised that "inadvertently, the creen Penny Conpany was listed
as a subcontractor, rather than a supplier"; that this error and the
"digcourteous treatment" received from a representative of the Green
Penny C@pany, provided a basis for the request.
E. L. Norberg, A.I.A., the Atchitect for the project, in a letter to
Council, dated uarch 15, 1967, recqnmended the proposed change.
A Eeries of inquiriea were dj.rected by Councilnan Martin and Councilnan
Diederidrsen to Ur. Norberg, who descri,bed the article in question and
its purpose in the constluction, concurring that price becoures an issue
when a 'rcontractor" is also a " subcontractor. "
l{r. Albright, co-ovrner of the A & T Construction Conpany, in attendance,
adviged that in seekilg a c.onfir ation from the subcontractor, the
Iatter, in turn, requested additional credit references fron the
contractor, which, in his opinion, was unwarranted.
Itre City Attorney. clarifying the atatua of both a " contractor" and a
"aubcontractor" advised that a 'general contractor" can sub3titute
himself with the consent of Council.
Ir{r. Poe, representing the Green Penny Company, the subcontlactor, Etated
that the request for credit referencoa was a routine matter inasmudr as
the A & T Conatruction Conpany was not listed in a "contractors" manual.

!tr. T. Louis Ctregs, neuber, san ttateo county Board of Supervisors. intereated
in the preeervation of California l.tiaaion Bells has asked for permission
to place a bell in a conapicuous place in Burlingane in an endeavor to
conply with a program sponsored by an organization of rrmen desirous of
inetalling aa many bells in San llateo County as possible.
Councllnan John8on, briefly eomenting on hcr preference that the bell be
more centrally located, expresaed her willingneas to accede to the riehes
of the donor. Council alao indicated no objection to the proposed location
and the City [anager was dlrected to so notify tlre menbers of the Nort]r
Burllngame wonan' s Club.

a request frdl the Park comrissj.on concerning a change in the "plantingstrip paving" ordinance, advlsing that hia Office has written to the IJeagueof california Clties to deternine if other cities enploy a set of standards
for the paving of planting strips.

I.tr. Che$has advised that the bells will be purchased and paid for by the
organlzation .rnd auggested that a bell be placed at the foot of Burlingane
Avenue and california Drive.
In a verbal report to Council, the City llan.g€r advised that a receDt
report identifies the "trorth Burlingarue $IoDanr s club" aa the interested
rronen's organization and who has recourended the placement of a mission
bell at the northweat corner of EI Camino ReaI and Trousdale Drive.

FEDER,AIJ AIJOCAIION FOR CITT P ROJECTS
A conmunication frou Irlr. Howard cardner, Associate Director, League
of California cities, dated uarch L4, L967, advi.sed that at a meeting
of the Board of Directors of the League, consideration yras given to
the guestion of the bad<Iog of unf,unded 7Ol projects currently awaiting
the appropriation of additional federal monieg and raj.sing a point
with respect to the League'6 support of an increase in the City'B
contribution to the 7Ol program from ttre present one-third of the
total cost to one-half of the total cost-
1rhe comnunication requested ttre reaction of Council should the League
adopt, aa a matter of policlr, ttre concept that the City's contribution
for a 7O1 project should be increased to fifty percent aDd that a
reply be subnitted to the lJeague not later than April 1.
Ihe city Planner, in repJ.y to Council, stated that in his opinion,
other cities would react favorably and recomended that council
endorse the proposal as outliled by l,lr. cardner.
The City lilanager \ras directed by Council to notify the Board of
Directors, League of California Cities, of the City's endorsement
thereof.

1967, conmending Council 'for its farsighted nove in 1955 to zone
that part of San Francisco Bay rrhictr lies within the city of Burlingame
for use as Tidal Plain and open space " and complirnenting Councilman
Iitartin "for his forthright and principled opposition to the PACC

REFERENCE TO ''ABAG,. IITEETING
In reply to Councilman Martin's inquiry, ur. Harry S. ,.Tenks, Consulting
Engineer, in attendance, advised that he will appear at a meeting of the
E(ecutive counciL of ABAG on April 20, L967, at whidt tire he will present
a prepared formula and a report outlining the progreas cities have made in
ttreir respective sser plant improvements and to notify ABAG that the City
of Burlingane is an " integral part of the plan."
Councilman [artin signified his intention to acconpany !tr. Jenks and there-
after requested the City ltanager to seek information on the April 20th
meeting frotr ABAG representative, t aurice x. Hamilton, through the Office
of City Itlanager vergeer of the City of san Bruno.

CounciLman Diederichsen reported that recent improvements to the railroad
tracks at the Oak crove Avenue intersection has reflected a substantial
change; horrever, there is still tlre matter of clearing debris to be resolved.

of corurerce lundreon, expressing her favorable inpression of the mernbers

Councilman Johnson, referring to the seheduled April 5, 1967 study meeting
with respect to the Broaduay Overpaaa, questioned whether it was appropriate
at this ti.me to invite essenblynan Leo aI. Ityan to atteDd, as suggested in
a recent coEtrunication to Council fron Xr. Ryan.
Councilman llartin, in reply, advieed that !tr. ttyalr saa referring specifically
to "possi.ble revisions" in the overpaEs desigm and that April 5 had been
gdreduled by council to consider only the proposals currently on file with
the City.
RESOLITTION NO. 22-57 "Authorizing D(ecution of, an Agreenent l,todifying

1967) was introduced for passage on motion of Councilman Johnson,

Bay. llayor ceorge advised that an invitation is extended to the public
but discuesion will be linited to Council and the organization'a repre-

GENERAL PLA}I AUTEORIZED

1957, with referenc-e to a "ceneral Plan" for the city of Burlingame.
A copy of an a^mended propoaal fron Ylilliam Spangle for the preparation
of the general plan was attadred.
I'he City Planner advised tlrat tuo approadres were applied to meet the
na condi.tions: llhe firat was to divide the expenditure on the baeis
of a three-year period; that uith the 912,700.00 allocated in the
current budget, tlre proj€ct can continue, wi.ttr the last installmcnt
expended fron funds allocated rithin the 1968-1969 budget.
Councilman lirartin exprersed hie concern that a plan nay be advanced by
a regional agency or the Aa8ociation of Bay Area covernnents that
vill either exclude the City entirely or include the City in an unsatis-
faetory and i.nappropriate progtram.
It was the reconendation of Councilman llartin and concurred in by
Council, folloring discusaion, that to expedite a General Plan, funds
be budgeted to lnclude this year'g allocation and an allocation within
the 1967-1968 budget and that a t ritten contraet be prepared for Council
approval.
Ttre City Planner advised that hia Office would request tt!. Spangle to
prepare a contract for revies by the City Attorney.
