A regular meeting of the Burlingame city council was held on the

HEARING - LINCOLN PROPERTY COMPII{Y
SHOREI,AND COMPA$Y P ROPE RTY DEI'EIOPMENT
the Chair announced that the public hearing on the proposal of the
Lincoln Property company had been continued from the adjourned
meeting of November 16, to ascertain from the developer theCisposition of its application to develop property owned by the
Burlingame Shore Land company.
Irlr. Quentin L. cook, Attorney, representing the Lincoln Property
colnpany, addressed council to advise that because of the excessive

costs of the project development, the Lineoln Property Companyhas therefor submjtled a written request to the Burlingame ShoreIand Company that the agreement between the tvro agencies be
terminated r that in the interim, another investment company,interested in a sirnilarly proposed project, has submitt,ed awritten offer to the Burlingane Shore Iand Cdnpany and it isanticipated that the latter, at a Board of Directors meeting this
week will take an action.
Mr. Cook advised that he would therefore request thatbe continued to the next meeting of council at qrhi ch

RESOLUTION NO- 97-70 "A Resolution of the Council of the City of
Burlingame of Its Intention to Participate $ri th the State of California
in Signalization of El Canino Real and l4urchison Drive" was introduced
for paasage on motion of Councilman uangtini, seconded by Councilman
Johnson and adopted unanimously uPon Roll call vote.
lire City Engineer advised that the $2O,OOO.OO estimated cost to the
city of Burlingame for the instalLation of the traffic signals, shall
be expended from available Gas Tax monies.

Action on an agreement bethreen the Ad-Art, Incorporated and the city
of Burlingame for the installation of a freeway directional sign,
before council for disposition, hras held pending the arrival of
representatives from the Ad-Art CorPoration-

Councilman Johnson coutented upon the importance of either scheduling
an additional study meeting to review numerous items of unfinished
businesE before Counci I or to include the various items on the
agendas of the regrular meetings.
Referring particularly to the proposed instaLlation of a stop sign
at Trousdale Drive and Sequola Avenue, appearing on several oecasions
as a study meeting item, Councilman Johnson suggedrd that the subject
be referred to the Health, Safety & Traffic co nission for recommenda-
tion and report to council, if, in the interim, the cqffirission
has not been so directed previously.

4. SCEOOL-COMMUNI TY SE F5/ICE COMII]TTEE
councilman Mangini, mernbe r of a school-conrnunity eervice colmittee,
gave a progress report on the functions of the cotfitrittee, Etating
that the Mayor of the city of lrlillbrae haE been designated acting
Chairman and it is anticipated that the ProPosal to appoint studentsto serve and work with city departmenta and city comnissions will
be in operation by February of 1971.
Councilman Mangini requested the City Attorney to obtain a copy of
an ordinance affecting student participation in city governments
frcrn the city of Mi-1lbrae.
NEW BUSINESS
1. CTVIT SERVICE PROCEDURE
counci lman Iqartin referred to a recent executive session discussion
coneerning a civil Service examination for the position of captainin the Police Department and his request at that time that thecity l{anager investigate the possibility of such examination being
advertised as an open competive examination; thit in the interim,
hourever, a closed examination vras condueted by the Civil Service
Cqmrission rri +-h only thro members of the Police Departmentparticipating, which limitation, in his opinion, has deprived thecitizens of Burlingame from obtaining a cross-section of candidates.
Counci lman Martin further ccmmented on the procedure of the Civil
Service Ccmmi ssion in onitting the rating grades of those experts
asked to assist the commissi.on in oral examinations and suggestedthat a research be eonducted into Civil Serviee procedure forreport to council at a study meeting.
I{ayor Pro Tempore enstrup referred to a memo received from the City
Manager under date of Novedber 12, L97O, advising that the PersonnelDirector of the City of San l{ateo has informed his office thatthe Civil Service Ccnrni ssion in San llateo conduct very few oral
examinations and therefor rely on the experts for rating grades.
The city Engineer, serving as Acting City uanager during the absenceof the City ltanager, was requested to notify the City l{anager to
include the issue on the next regular study meeting agenda.
2. PURCTIASE OF "STETNBECK" P ROPERIY
A conrmunication dated Novenrber ]-2, L97O, fron the city Manager,
addressed to Ur. Jchn B. Cockroft, Jr., Realtor, advised that
council has authorized an offer for the purchase of the Steinbeekproperty at 1245 Bellevue Avenue, in the amount of 960,000.O0 in
cash.
A letter was read fron ltlr. Cockroft, dated Novemb er L4, 1970, in
reply thereto, accepting the Council's offer to purchase, t ith a
request that the transaction be e:4>edited to close the escroq,rprior to Decerdber 31, 1970.

authorized to prepare the aPpropriate documents for the Purchase ofthe property, to be executed by the City Manager in behalf of
the city of Burlingame. The motion was seconded by Councilman

Trh e city Attorney advised of impending litigation initiated by a
sub-contractor against the city Half ceneral contractor and the
city of Burlingame for funds vrithheld by reason of a "stop order"
and requested authorization to appear in court in behalf of the city

survey of Hillside Drive, in response to a request received from
Grr Iady of Angels Parish Board of Education, asking that an
electric sign or. signals be placed to safeguard children enrolled
in the School and his advise to the Principal that a beat car
would be in the area t henever possible.
