2. SALE OF SEIYER BONDS
A memo froD the City [anager, dated lllay 17, 1958, advised that!lr. Erne8t Wilson will be available on uay 20 to confer with Council
on the proposed sale of ceneral Obligation Serrer Bonds in the amount
of $85O,O00.0O, and the legislation appropriate to the sale.
llayor Johnaon recognized llr. Ernest A. Wilson, bond counsellor, vho
revieryed prior Council inguiries with respect to (1) Sehrer Bond raturity
sctredules, (2) the sale of the bonda in increment auma and (3) the
advantages of retaining a corporate agency to service the bond obligation.
Reference sag made to a serieg of proposed naturity ectredulee eubnitted
to Council previously, with ltr. willqr adviaing that the best j.nterest
rate, a6 well as the total interest co6t, may be anticipated froD thefifteen year achedule; horrever, tax rates are also an item for con-
sideration.
Relative to offering the bonds in leeser amounta, !tr. Wilaon atatedthat hie prior experience favored breaking the sale into parts, but
the recent trend of the narket has continued to rise and as a result
separate sales have not b€en favorable.
On the matter of retaining an agency to garvice the bonds, I{r. wilson
adviaed that it is difficult to reet the nomiaaL feeg of a corporate
agency - $50.00 per year, five c€nts per coupon, and 91.0O per bond -
and that the trend is to adopt this nethod.
Follming a period of guestiona and anEwers and a detailed digcussion
on an appropriate maturity Bchedule to best accomodate the City and
the taxpayer, Councilman llartin moved that Ur. wi].8on be authorizedto prepare a resolution for introduction at the next regular Council
neeting, incorporating the folloring therein: that (1) a bond maturity
schedule be aet forth for a period of fifteen yeara at $175,000.00per yearr (2) the Bank of America be designated aE the bond servicing
agent and (3) bonds be offered in the lurep srn of $850,000.O0. ilhe

BAYFRONT PARK DEVEI'PI{ENT
A memo from the City I.{anager, dated Uay 16, 1968, advised ttrat the
Bayfront lark planning conaultanta have recently presented contour
plans for tlre golf courae area. Ttre Engineering Department, revio-
ing the draning to determine the fill that will be available for both
the bageball and the golf couree areaa, anticj.pate that the infornation
sill be preaented to council at the next study meeting in order that
the earth noving project may proceed.

4. SOUTTIERI{ PACIFIC PARKING AREA
ftre City Manager, referring to his meno dated l{ay 15 and to his report
subnitted to Council on this date, advised that a recent conference
with a repreaentative from the Southern Pacific Cdnpany indicates(1) that the Company is willlng to sell its properties, consisting of
a twenty-five foot strip from [orur Lane to Oak crove Avenue, for
$60,000.00 and a twenty-five foot ride portion, extending approxinately
80O feet north of Broadway and 950 feet south of Broadway, for $45,00O.OO,
both valuations set by the state Board of Equalization; (2) that the
Conpany proposeE a rneeting with a connittee from Council to discuss a
combined depot bettdeen Broadlray and Burlingame r h6rever, this issue is
incidental to the sale of ita properties; and (3) that the Company is
of the opinion that it is obligated through orders fron the Public
Utilitieg comolssion to i.rnprove the lots for paid parking and intend
to open the local lots on ltay 23, 1958.
The City lilanager advised that the issue of whether the Conpany must
meet the City's code requirenents by applying for a "use permit" is
one of a legal nature and if there were no objections from Council,
his office would alert the Southern Pacific conpany to delay its
parking program until requirements for parking lots are compl ied with.
llhe city Planner read from a statement he had prepared on this date,
concerning the position taken by the Southern Pacific conpany that
such a permit is not required because of a Public Utilitieg Comnieeion
order that the parking use be continued.
Quoting fr@ the state Planning and zoning Larr, stipulating that "the
t€gi8latule declares that in enacting this chapter it is intended to
provide only a niniuun of linitation in order that counties and cities
may exerciee the maximum degree of control over local zoning matters,"
the city Planner stated that "it is questi.onable wtrether P.U.C., ordera
or the act6 or orders of other quasi-judicial bodies can overrule or
intelfere with local zoning law or regulation. "

the property nakes it neceasary that permission of the P1anning Com-
mission be obtained for any uae of any of the land.".....that "in this
case, and because of the fact that s.P., ard san Franciaco lands face,
across the street, lands zoned R-1, C-1 and C-2, it is essential that
we maintain thi.s position. If this is correct, S.P., must follm
standard procedure and apply for a apecial pernit."

dated Hay 14, 1968 on "utility easement strips" palticularly prevelant
within tlre Burlingame crove, tlre Burlinghone and the Easton Sub-
divisione.
In a verbal report, the City Planner suggeEted ttre folloring: (1) thatit become the policy of the city to diapoee of the ten-foot uide rearstrips of land reserved for utilitieg installationa whenever poasible
altd (2) that over a period of tine, a aurvey be conducted by the staff
of the Engiaeering DepartDent to nap the varioue uae8 encountered forpriority listing and eventual elinination.
Tlre City Engineer advised that a progtra^u hag been initiated to replace
old and inadequate water lines in eome of ttre strips with na instal-
lations in the street areaa.
Follouing a brief discuesion on the peculiarities of easements diacoveredin recent instances, the difficultiee experj,enced in nraintaining the
narrow acoeaaea and the hazarde becauge of the darkened allelnraye,
Councilman ltartin recorErended, aa a mernber of the Council Budget
Comittee, that funds be allocated to the Engineering DepartDent to
employ extra personnel during the gumer nonths to initiate the program.

6. BROADWAY OVERPASS TRAFFIC CONTROL
A conmunication from the Vehicle Lease and !{anagement Servic-ea, Inc.,
dated ltay 15, 1968, acloowledged both the City Council's and the
Police Departnent'a responae to hia recent c"oruunication concerning
conditions in the area of the Broadlray Overpass and suggested that in
addition to traffic control by police officers, the creation of a
" left-hand turn lane" on the Overpaaa rrould facilitate the traffic
coning frm the l,tillbrae Industrial Park.
Ihe City l{anager spolce briefly on the current experiment, placing
officere to hand-control traffj,c at the California Drive and Broadway
interaection and referring to a sketch pre-prepared on the blackboard,illustrating the Overpaas and its interascting approaches, invited the
Chief of Policc to cment.
The Chief of Police stated that four factors prevail sithin the area:
delay, danger, confusion and cost, and in explaining the traffic nove-
ment and the sj,tuation when placj.ng patrohen at strategic locationg
during peak hours, observed that relief in one area aggravates c!n-
ditions at another.
Council was informed by the Chief of Police that his Department is
stiU in the process of experimenting, horrever, in his opinion, the
condition is "an engi.neering matter rather than an officer hand-
directing traffic. "
