WATER OUALTIY COITTROL BOARD ACKNOWLEDG TNG EXTENS ION REQI'EST A cornmunication from the City Manager, dated December 29, !966,referred to a copy of a reply received from the Water Quality Control Board, acknowledging the City's request for an extension of the time schedule to comply with requirements of the Water Quality Control Board. :Ihe City Engineer verbally reported that the Regional Board, at itslast meeting, withheld a deciEion on the requeEt of the City of Burlingame and on similar requests from the City of San carlos and The city of San Mateo, until a regular meeting of January L9, 1967,during the i.nterim period of vrhich a recommendation will be preparedfor consideration relative to modification of the time schedules. fn reply to !{ayor George. the eity Engineer advised that l,!r. JohnJenks, Consulting Engineer, will represent the cities referred to,at the January l9th meeting. REOT'EST FOR " SERVTCE ROAD" WIDENING A comrm:nication from the city Manager, dated December 29, L966,referred to a petition received from property owners on the east sideof the ISOO block of EI Camino Real, requesting that a fence between E1 camino ReaI and a service road to the east be removed and a two tothree foot curb or gutter be constructed. T'he petition set forth reasons to justify alleged disadvantages to the location of the fence. The City Irlanagfer explained that the fence is under the jurisdiction ofthe Division of State Highways and advised of the several ramificationsarising from the request for widening a section of the street. Council thereafter concurred hrith the reconrmendation of the City !{anagerthat his Office schedule a meeting with the petitioners, the eityEngineer and a representative from the Health, Safety & Traffic Commission, to explore the subj ect reguest for report to Council . STREET StdEEP ITIG Mayor George stated that a request from Metcalf-Mayer, CaliforniaDrive autonobile agency, has raised an inquiry concerning theoperation of the street sweeper and whether i.t is equipped with a watersprinkling device to alleviate the spread of dust. PI.,BDGE OF ALI.EGIANCE At word from the Chair, all in the Council Chamber arose and gavethe Pledge of Allegiance to the P1ag. 2. ?2 t'he City Engineer advised affirmatively, stating that his Office would aseertain whether the spririkler ; is applied in the areareferred to- From a series of inquiries from Council on the freguency in whichthe city streets are swept, the city Engineer advised that there is no definite schedule; however, the streets whereon leaves are the more prevalent are swept at least once a week and that all thestreets within the city are sr"rept at least once a month. lhe City lr{anager reported that a "street slveeping I' record is maintained by the Street Supervisor. SECONDARY IIIIPRO\/EMENTS ON THE EAST SIDE OF OVERPASS A memo from the city tttanager, dated Deceniber 29, 1966, superseded by a memo dated January 3, L967, referred to a copy of a letter received from the Division of Highways together with a sketch indicating minor improvements the State proposes at the intersectionof the nor thbound Highway 101 off-ramp with Broad\.ray Avenue. Ihe commrnication advised that an estimate of cost is presently beingprepared for a proposed interim project as follows: (1) Constructadditional pavement vridth on the northbound Highway 1OI off-rampto provi.de an additional lane; the right lane to be restricted toright turn movements to srestbound Broadvray: (2) Cut back the curbed area on the south side of the j.ntersection between Broad$ay and Old Bayshore; pave the area to provide an additional lane for eastboundtraffic to Old Bayshore, the right lane of eastbound Broadh,ay to berestricted to right turns only. In reply to Council inquiries. the City Engineer stated that theState's proposal is in conflict r4,ith his judgment on improvementsto alleviate traffic congestion in the Byatt House and RaDada Inn area and that his Office has so advised the State in a telephone conversation on this date, Counci.Iman flartin suggested that Police Cadets be assigned to the area of the Broadway Overpass to obtain a perid count, particularly during the peak hours between five and s jr< o'elock, p.m. ard reconmended that evidence be submitted to impress the State h,iththe urgency to proceed with improvements. Councilman Crosby repeated his recommendation from a prior meetingthat legislature representatives be approached to assist the City. Mayor George, commenting on the number of large enterprises locatj.ng east of the freeway, referred to communications received by Council,particularly from that area, urging imediate action to reduce thetraffic hazards. .l f'he city Manager thereafter \^ras requested by the Chair, in behalfof Council, to assembly as evidence, the comrmrnications received and to communicate q,ith the legislators requesting support in thecity's appeal to the state Division of Highways. lhe city lrlanager was requested also to consider the assignment of Police Cadets to conduct a traffic count survey as recolurended. with respect to the abve, councilman Martin suggested that Assenibly- man CarI A. Britschgi, representing the southern section of the County be included also in the gnup of legislators. ?8 A commnnication \ras acknfrrledged from the Pringle construction Company, 90 El camino Real, dated Decernber 27, 1966. advisingthat engineers employed in connection lrith his Skyline project have suggested a method where\z the penthouse roof structure can be removed hrith greater safety and less damage to the buildi.ng and Council approval was therefor requested. Mayor ceorge, expressing a preference that the matter be held for a public hearing, referred to the City Attorney for an appropriate procedure, t'he city Attorney suggested that copies of the communication received from the eringle construction company be mailed to eachof the petitioners and to their counsel togetle r with notice thatthe communication has been received and will be oonsidered at thenext regular meeting of council on January L6, L967. Pringle also be notified to attend the hearing. 5. HORMEL CO. RE: BROADWAY HAZARDS A comnunication \das acknowledged from the Geo. A. Hormel Co., L299 Bayshore Highway, dated December 22, 1956, coneerning hazards existingin the area of the Broadvray Overpass and referred to the City l{anagerfor inclusion lrith correEpondence to be assembled as outlined in ftem No. 3 on the Agenda ( Secondary Improvements East Side Overpass.) RE SOLUTTONS A Resolution prepared tlz the law firm of wilson, Jones, llor ton & Lynch, pertaining to the conveyance of underground electric dis-tribution facilities installed in the Bayside Improvement Districtto the Pacific Gas & Electric Company by deed, was presented to Council for execution. RESOLUTION NO. 1-67 "A Resolution Authorizi ng s(ecution of Deed of Conveyance - Bayside fmprovement District - Bayside ImprovementDistrict No. 3" was introduced for passage on motion of Councilman Johnson, seconded by Councilman Diederichsen and unanimously adopted upon RoLI CaIl. None None NEW BUSINESS DEBRTS REMOVAL RA TLROAD TRACKS REOUESTED Councj,lman piederichsen refered to the debris of asphalt prevalentat the intersection of the railroad tracks al}al Oak Grove Avenue,Ieft remaining when Southern Pacific norkmen completed the constructionof a crosswal k and further. to the unfinished condition of crosswalksat the railroad tracks on Peninsula Avenue, Bayswater Avenue and Hoerard Avenue, suggesting that the City Engineer confer with SouthernPacific Company officials. CrvIL DEFENSE-DISASTER PREPAREDNE S S MEETING Mayor George announced. that he srouLd attend a Civil Defense-Disaster Preparedness Council meeting on ilanuary 18th and recommended that the City continue to abstain from participationin the Countyrs "micro-wave" Proposal. council endorsed the recommendation. TREATMENT PI,ANT rii,TPROVEME NTS fhe City Engineer advised that !ar. John Jenks, Consulting Engineer, has presented plans and specifications to alleviate by-pass conditions,to enlarge two pumping stations and to revamp the Treatment Plant. Councilman Martin, Budget g6airman, advised that the improvenentsare included within the current budget and tle city Engineer $ras authorized thereafter to proceed with the advertj.sement for bids. ADJOUR\iMENT Councilman lilartin moved that Council adjourn in respect to the memoryof John J. Broderick, Postmaster and a revered comunity leader, who recently passed in death and that a copy of the Minutes be transmitted to the members of his family. tlhe motion was seconded and unanimously adopted.
