A regular meeting of the Burlingame Cily CounciL was held onthe above given date at the hour of 8:10 p.m.
Ttle meeting was called to order by Mayor R. D. Irlartin.
1. At rrord from the Chair, all in the council Charnber arose and
gave the Pledge of Allegiance to the Flag.

COMMUNICATIONS
CITY ATTORNEY TO ATTEND CONEE RENCE
A request frqtr the city Attorney, in a cormunication dated August 28,
1969, for authorization to attend the National Institute of lr{unicipal
Law Officers 1969 conference on october L2 - 15, 1969, at the Hilton
Hotel in Los Angeles, at an expense not to exceed $250.OO, was
ackncrrledged and pernission therefor approved.
RESOLUTIO}IS
A Resolution fornrally employing E. L. Norberg aE the Architect toprepare prelimlnary plans and preliminary cost estimates for additionsto the nain Public Library, wae before council for an action.
T'he Resolution was accornpanied by an agreement reciting the servj.ces,
termB and conditions of the contract \^rith a particular stipulationthat as a precedent to the emplolzment of the architect, the latter,at hiE crrn expense, shall engage a lieensed structural engineer,
subject to the approval of Council, to survey the structural elementsof the Library and its conpliance with the City's existing building
codes and to thereafter report his findings, in writing, to council.
A cmunication from E. L. Norberg, A.I.A., dated August 27, L969,
named Phillip I. Baker, State-Iicensed structural Engineer, as hisselection for appointnent by counciL.
I*layor uarti,n reiterated his prior objection to the eonstruction of
"additions" to the existing Library, referred to in Paragraph +2 ofthe prolrosed Agreement and stated his intention to vote negatively
on the motion to adopt the Resolution.
counci lman George initiated a discussion on the subrnission by theArchitect of a sufficient nutnber of working drawings to be dis-tributed to menbera of Guncil and to menibers of the City's stafffor appropriate study.
Co1. Norberg, the Architect, in attendance, in reply to a dj.rectinquiry from the Chair, advised that he would prepare sufficient
copies of his plans and specifications for presentation to medbersof the City Council, the City's staff and Library Board, at noadditional cost to the City.

Uayor Uartin announced that this vras the time and place scheduled,
as per neurspaper publication, to conduct a public hearing on the
General Plan proposed for the City of Burlingame.
the Chair invited the City Planner to open the proceedings vri th
coEnents pertinent to the General Plan.
the City Planner advised that the presentation this evening is theculmination of a three year project wherein material was gathered,
researched and compiled to prepare a ceneral Plan to serve Councilas a guide for the future develoSxrent of the city.
A large and cdnplete "land use mapo of the City of Burlingame wasdisplayed by the City Planner, who Etated that frqr the land uses
explained thereon, "residential" is the major classification.
The City Planner advised that the preliminary General Plan was usedas the basis for a considerable nurnbe r of studiee, first initiatedby a citizens' group meeting in a round-table discussion over aperiod of eight months and then by mernbers of the Planning Comris-sion for analysis and edifieation of the ceneral Plan itself.
Referring to the map inclosed within the General PIan brochure, theCity Planner advised that it has been completely edited and istherefor presented as the City's ceneral PIan; that this occasion
haE been scheduled as a public hearing and that Council may adoptor amend the plant if anended, hcDrever, the plan is to be referred
again to the Planning Cqtrnission.
Ttle City Planner stressed the inportance of a ceneral PIan to a City,stating that to be a recipient of Federal and State allocationE, aCity is required to posEess a ceneral Plan.
In conclusion, the City Planner stated that because of ite limited
space in which to expand, "Burlingane is thoroughly used in every
area" and that the "General Plan is a 'scheme' for future planning. "
!1r. David Wells, 746 !{inchester Drive, advised of his attendance atthe several meetings and hearingE, and in expressing his approval,
urged council to adopt the plan as presented.
l,lr. Willian J. HauEer, Burlingame Chanrber of Cqtmerce General l.tanager, -stated that he has studied the plan very carefully and cmnended

cuseions on the preliminary General Plan, at which time minuteat ere taken, stated that it was the reaction of the cit.izens rather
than a consensus that vras sought at that time, with Ur. Spangle,his Office and the Planning Cdurission thereafter evaluating the
information.
Councilman Crosby reguested an interpretation of a croEs-hatchedsection on the General Plan map in an area on Park Road and Peninsula
Avenue.
The City Planner stated that the current status of the land will
remain unchanged and that the map is a projection of the future useof the area.
In reply to Councilman Anstrup-s inquiry concerning the present
rendition of the Broadway Interchange on the map, in comparison $riththat indicated on the preliminary ceneral Plan, the city Planner
advised that a change did occur and that the area appears in outline
on the current map to indicate a "problem " area and should notproperly be included in the General PIan at this time.
Mayor !{artin guestioned the introduction of \.raterfront eonunercial "into the uillsdale rndustrial Park area, most of which is zonedM-I "industrial uses" and the possibility of conflict rrith the
zoning ordinanee.
fhe City Planner explained that there is no large factory complexin this particular area; warehouEes, offices and distributing plants

To an inguiry from counci Iman crosby concerning the vicinity of the
Pershing School, the city Planner advised that thiE area is one
wherein no park or reereational facilities have been provided andthat if the property of the Pershing School becomes available, i.t
should be converted to park and recreational usage.
Uayor I{artin expressed his reluctance in taking an action on the
General Plan until the information recorded previously is presentedto council in continuity.
Folloring a brief discussion, the city Planner advised that he \dould
a8senibly a full set of the transcriptions to present to each memberof Council.

A comnuni cation from the City Engineer, dated AugusE 26, L969. reply-ing to a request made by Uayor t{artin at the previous meeting ofCouncil, relating to the annexation of the Burlingame Hills area, setforth current eatimated costs for improvements to the hrater and eanitary
selrer systen within the Burlingame Hills area and referred toadditional costE that include annual rodent control, garden pick-up
service, street lighting costs and street sureeping operations thatwill be required of the residents of annexed to the City.

A comrunication dated August 27, 1969, wag acknc*rledged from the
Building Inspector and in reply to a request from Council at thelast regular meetj.ng, submitting a report on the Jacopi Auto Body
ShoP building, 321 caLifornia Drive.
In relating prior history of the property, the Building Inapector
advised that in 1966, a regubdivision plan was submitted to
remove lot lines making both sectlons of the building into oneithe north side of the building has no exterior wall, but usesthe building next door as a party wall and that. according to the
records of his department, one building pernit only, Lras issued
on Nov€nbe r 7, 1966.
In reply to the Chair, the City Planner confirmed that the resub-division waE approved i horrever, with respect to the enforcement ofthe building code, it is outside the prerogative of the Planning
Comission.
!lr. George Garbuio, 840 l,inden Avenue, orner of the building adjoin-ing the Jacopi property, emoented on the inferior grade of buildingmaterial used by !itr. Jacopi in reconstructing his building and onthe disadvantages of sharing a comnon exterior wall.
!tr. Wallace Carruth, 451 Bayshore Boulevard, operating an auto-mobile shop repair on Donnelly Avenue, protested the unsightly
appearanee of the Jacopi building and alleged that the latter has
been permitted to operate his business in violation of city codes
and standards.
Discussion concluded with the City Manager requested by the Chair toask that the Chief of the Fire Department, the Fire Inspector andthe Building Inspector appear before Council at the next meeting forinformation and clarification purposes.
3. IdEED ABATEMENT ON PROPERTY
BURLINGAME SHORE IAtiID COMPANY
A corununication dated August 26, L969, from the City Engineer,
answering a request made by Council at the last regular meeting,reported thet Mr. Oscar Person appeared in his office recently to
advise that he is acquiring excess material frqn the Pacific caa
and Electric Cornpany to be spread over hig property to cover the
weeds and grohrth.

4. PROPOSAT TO ESTABTISH PIATOON SYSTE!4
Councilman George advised that. he had been approached by a metnber ofthe Fire Department on the implementation of a platoon eystem inthe Fire Department.
Mayor Uartin referred to a recent incident wherein menb€rs of the
Burlingame Fire Department became affiliated with the InternationalAssociation of Fire Fighters, which may alter a council decision.
Council thereafter concurred hri th the suggestion of the Chair thatthe subject be held for further discussion at the next study
meeting.
5. KEYSTON OFFER PJE: TRANSFER STATTON
Mr, Leonard wa1do, an associate of the Anza Pacific corp. referredto an offer made by Mr. David Keyston at the last regular meeting,

to provide an area of his property for a dump transfer station
and stated that in observing the excavation work in progress to
continue the durnping operation for a considerable period of time,the offer, sti1l valid, will be resubmitted at a later date.
A memo from the city uanager, dated Sleptember 2, L969, reported onthe extent and the cost to date of the excavation at the dump site
and questioned Counci 1 whether the work should be discontinued atthis point.
Follc,r.ring a series of questions and replies concerning the depth in
which to continue excavating before a "danger point" is reached andthe additional cost to continue, cbuncil concurred r^ri th the
reconrnendation of the Chair that the issue be resolved at thediscretion of the Public l,$orks Department, the contractor and the
operator of the City Dunp.
6. CITY SEAL
Counci lman JohnEon advised that the design of the new clty Seal will
be available to council for acceptance on Septeriber 15 and that inthe interim, if there are guestions, council may telephone the City
Seal designer, Mr. A. Wood s Giberson.
7. CI'ERNAVACA DELEGATION
councilman Johnson, Councilrs Sister city liaison, reported briefly
on a telephone call she received, wherein she was advised that adelegation frdfl Cuernavaca had postponed their visit to Burlingameuntil sqne date in SePtember.

On the proposal to ban truck travel on the new State Highway 28Oas it traverses the County of San Uateo, Mayor Martin reported thatthe issue was over*rhe lning ly defeated at the llayors' Counci I meeting.

t'he Chief of Police, requested by council previously to report
on trucking operations on Trousdale Drive, advised that officersare currently conducting a survey and will report in detail on
the matter in the near future, that thus far, one cement truek,originating in San llateo enroute to Pacifica has been cited inviolation.
