A recomendation that the project be formally accepted, sas concurredin by the City ltanager i-n a memo footnoted on the comunication. A verbal report from the city lianag€ r further advised that hia office hag received a positive planning recomendation from Hr. Donald Pollard, representing the Bousing and Urban Development Agency (EUD) aasuring the City that the ten percent Federal grant will be received. 3. TEGISINTION TO ERECT SIIOP SIGNS ON( GROVE AVENI'E-CAROLAT{ AVENT'E A comunication from the city Hanager, dated February 15, 1968, adviged that the Bealth, safety and Traffic Comiagion haE recormrcnded the installation of a stop sign at the northeaat corner of oals Grove Avenue CALL TO ORDER COM}[I,'NICATIONS 255 and Carolan Avenue based on the Police Traffic Department I a accident record and traffic volule reports at this particular location. [ayor Diederichsen. commenting on t]re increase in traffic, partieularly since the widening and extension of Carolan Avenue to Broadway, and the added hazarril created by business activity in the area, reconmended that the red painted curbing on the Eouth side of Oak Grove Avenue be continued to the corner. The City l.lanager sas requeated to c.onfer with the Traffic Director on the latter point and to request that a copy of the accident record and traffic volume reports be subnitted to Council. The City Attorney waa directed thereafter to prepare an ordinance for introducti.on at ttre next regular meeting, requiring traffic traveling west on Oak Grove Avenue to atop before entering the Carolan AveDue intersection. 4. PIJAN D-3 "BAYSID E PARK" APPROVED A cormrunication from the City llanager, dated February 15. 1968, advised that fotmal approval to Plan D-3, the diagramatic land-uae plan submit- ted by Royston. Hanamoto, Beck & Abey, is reguired to permit the con- sulting firm to proceed rrith ttre next phaae of the erelirninary Plan of "Bayside Park. " I'he City l.lanager, for Council inf ortation, further advised that the Planning consultants, nhen approadred with the possibiJ.ity of i.ncluding a 6hort practice area in lieu of a driving range. discouraged the propoaal. indicating that in either instance, high fences would be necessarY. " T'NFINISHED BUSINESS Councilman l,tartin, Council liaison to ABAG, comenting on the currentpublicity received by reaaon of the enbez z lement of Bubstantial funds from the Association of Bay Area Governments by one if its employees, referred to a report subaitted to all llayors of San ttateo County, with copiea furnished Council, describing a series of actions talcen by the Executive Comittee at a meeting on Pebruary 15, 1968. The report was accompanied by a atatement from Robert c. l,tiller, Preaident of ABAG and a progress report from Main L,afrentz & Co., Certified Public Accountants. Councilman uartin, recalling that at the last meeting of Council he nae authorized to cast an affimative vote increaaing the City of Burlingane's share in the 1958-1969 budget. recomtrended tlrat in view of recent developents, further knorrledge should be made available on the position of the mernbership of ABAG. Ilhe city Planner, commenting on his attendance at a recent meeting of the Peninsula Division, League of California cities, in cornpany with the City Attorney, advised that the speaker, Itlr. Richard Carpenter, League E (ecutive Director, urged Council meubers to be alerted to the introduction of legislation pertaining to the state cigarette tax allocations to citiee that nay also affect the distribution of the sales tax revenue and to legislation affecting employee relations by requiring arbitration under certain conditj.ons and allowing the right to strike under certain conditions. Councilman llartin, referring to Boy Scout merit badges earned by obaerving violations occurring at various locations within the City, suggested that Fire Department Drillnaster wiUian StreEme, directj.ng this phase of the Boy Scout activity localIy, through the Offi.ce of the City [anager, submit a list of violations noted by the Boy Scouts. 6.
