The meeting was called to order at 8:10 p.m. Uayor Diederichsen in the Chair. ROLL CALL Present - Absent Councilrnen: Councilmen: crosby-Diede ri ch sen-George-if ottnson-llarti n None BAYSIDE IMPROVEMENT DI SIRT T NO 4 Mayor Diederichsen announced that the adjourned meeting had beenprincipally scheduled to give further consideration to the Engineer's report on the proposed construction of improvementsfor Bayside Improvement District No. 4. RESOLUTION NO. 15-68 " A Resolution and Order Adopting Engineer' s Report, Confirming the Assessment, Ordering the Work and Acguisi-tions and the Refunding of Bonds - BayEide Improvement District No. 4" was introduced for passage on motion of Councilman Johnson and seconded by Councilman Crosby. On the question, Counci Iman Uartin expressed his objection totaking an action without the engineering documents being nadeavailable to Council for review prior to the meeting. Mr. Kenneth I. Jones, Attorney, representing the owners of the Bayside Improvement District, explained that the project,proceeding under the Municipal Improvement Act of 1913, requiresthe filing of the Engineerrs lteport, consisting of a nurnber ofsizeable docurents including (1) plans and specifications; (2) estimate of costsi (3) an assessment diagram and (4) an assess- ment ro.Ll; a copy of the report frqn the Engineer of Work r^rasfiled dn the Office of the City C1erk, the engineering details were reviewed by the city Engineer in consultation with theproject engineer and Council thereafter preliminarily approvedthe engineerrs report. Mr. Jones concluded his corrunents and advised that the principals affected by the Bayside Improvement District were in attendanceto reply to Council inguiries. Ir{r. Ho}rard Hickey, project engineer, advised, in reply to council- man l{artj.n, that bids for PHASE I of the irnprovement have beenadvertised and of the twenty-five copies of the specificationsprepared by his Office, twelve have been obtained by prospective bidders . Councilman Martin stated that in addition to receiving a clarifica-tion of the point in question at the initial hearing, he wasinterested in viewing the project plans, particularly in referenceto the bridge construct ion. The city Enbineer advised that the final estimate of cost is approximately $I39r000.00 higher than the preliminary estimateof cost and for ouncil r6view, subnitted maps projecting the construction plans. RESOLUTION NO 16-68 "A Resolution Determining Unpaid AssessmentE and Providing for Issuance of Bonds - Bayside Improvement Dlstrict No. 4- First sale" was introduced for passage on motion of Councilman ilohnson, seconded by Councilman George and unaninous ly adoPted on RoIl calI. ASSOCIATION BAY AREA GOVERNMENT S counci lman ltaetin, @uncil liaison to AB;AG, announced that at the next meeting, the delegateE to ABAG will vote on the 1968- 1969 budget. Advising that the city of Burlingame's share will be approximately $400.00 more than the previous year, councilman Martin requested and was authorized to cast an affirmative vote. SISTER CITY P ROG RAM Councilman Johnson, Council liaison, sister city comnittee, reporting on her attendance at the last meeting of the Sister city ccinmittee,related progress plans to transport an anibulance to the Childrens'Rehabilitation Center in cuernavaca, lt{exico. lfhose interested injoining a delegation to the City's Sister city \^rere invited to contact either a melrlber of the comrnittee or the travel agencydirect. The time having expired E'ebruary 5to sutxnit names, the city t{anager advised that his Office has received one name reccsmnended to fill the vacancy on the Parking Corunission.
