The local agency holds a meeting during a declared state of emergency 2. State or local health officials have imposed or recommended measures to promote social distancing 3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or safety of attendees On March 21, 2022, the City Council adopted Resolution Number 025-2022 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1. There is still a declared state of emergency 2. The State recommends that individuals in public spaces maintain social distancing and wear masks 3. The City can't maintain social distancing requirements for the public, staff, Councilmembers, and Commissioners in their meeting spaces Members of the public may view the meeting by logging into the Zoom Meeting listed below. Members of the public may provide written comments by email to publiccomment@burlingame.org. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Library Board of Trustees for the appropriate agenda item, please submit your email no later than 5:00 p.m. on April 19, 2022. The City will make every effort to read emails received after the 5:00 p.m. deadline which are not read into the record, will be provided to the Library Board of Trustees after the meeting. City of Burlingame Page 3 Printed on 4/15/2022 Burlingame Library Board of Trustees March 15, 2022 Roll Call Trustees Present: Kris Cannon, Danielle Garcia, Mark Lucchesi, Mike Nagler Trustee Absent: Elisabeth Ostrow Staff Present: Brad McCulley, City Librarian Kathy Von Mayrhauser, Manager of Children's Department Sidney Poland, Recorder II. Library Board of Trustees Minutes. The Trustees unanimously approved the minutes of the February 15, 2022 Trustee Meeting. M/S/C (Cannon/Nagler) III. February Statistics • Children's programs which include story Times, class visits and special programs totaled 26 with an attendance of 802. . • There were 13 programs for teens with an attendance of 39. • There were 19 adult programs with an attendance of 155. IV. Reports A. City Librarian's Report • Recruitments - The process for recruiting a Technical Service Manager and an On -Call Custodian is being implemented. • Mask Update - The mask mandate has been rescinded in public buildings by the Governor and the County. The City Manager, Lisa Goldman, is no longer requiring masks in City of Burlingame buildings. The Library is not requiring patrons to wear mask. Staff is required to wear a mask if they are working at a public desk or have a reason to enter the public areas of the Library. • Collection Development Policy 2017 o The Children's Department is in the process of updating their policy which will be submitted to the Trustees for approval upon completion. o The strength of the Collection Development Policy provides the necessary support that the Library needs to defend materials that are contested by the public. Day in The District - Every year the California Library Association holds an event entitled "Day in the District". City Librarians, Trustees and Foundation members have the opportunity to meet with their local representatives and discuss legislative funding issues, as well as issues specific to each individual library. Burlingame's representatives are Congressperson Jackie Speier and Assemblyman Kevin Mullins. B. Foundation Report The Library Foundation has hired Sarah Simpson to serve in the position of an Executive Assistant for 20 hours a week. V. Old Business A. Public Art 1. Peninsula Museum of Art The Trustees unanimously passed a motion to fund up to $750.00 for an appraisal of the Owl donated by the Peninsula Museum of Art. M/S/C (Cannon/Garcia) 2. Parking Area Wall Mural There is a delay in the start date for the mural as the City is installing 15 EV Charges in the parking lot and will need to place another electrical box on the wall where the mural is to be painted. The project is scheduled to begin sometime in the next two months. The girls from the National Charity League who are going to paint the mural feel that addition of the electrical box will not be a hindrance. B. Year Round Outside Lighting Around the Library The Trustees unanimously passed a motion to put the Christmas lights up in October and remove then in April when Daylight Saving begins. M/S/C (Nagler/Cannon) C. Form 700 Trustees Lucchesi and Nagler need to have their City password reset in order to have access to form 700. Brad will inform the City IT person of this issue. D. Behavior Policy The Trustees unanimously passed a motion to approve the addition Brad made in the Behavior Policy in regard to service animals in the Library as defined by the American Disabilities Act. M/S/C (Garcia/Nagler). VI. New Business A. Monthly Topic - Children's Department • Kathy expressed to the Trustees that her staff felt their efforts to create the Book Bundle Program which consisted of selecting and checking out 18,917 books for children was one of their most successful contributions to the community during the Pandemic. • The Pandemic prevented in -person story times so story times and special children's programs were continued by recordings, live Facebook and live Zoom events. Statistics confirm that all these events were well attended. E • The Trustees acknowledged that because of the sincere efforts of the Children's Department staff to continue to provide their usual story times and special programs during the Pandemic both the community and the library have benefited. B. Building Culture Between Trustees and Staff Trustee Cannon emphasized the importance of making an effort to get to know the staff and establish a continuing relationship. The Trustees felt the first step in this process would be to have an introductory event at the library such as an early morning coffee chat for approximately an hour. Brad will work with the managers to determine the date and report back to the Trustees. C. New York Times Article "Battle For The Soul of the Library" The Trustees discussed the issues in the New York Times article dated February 24, 2022 entitled The Battle for the Soul of the Library. VII. Action Items • Brad will meet with the library managers to set up date and time for the event hosted by the Trustees for the purpose of meeting library staff. • Brad will contact IT to have passwords reset for Trustees Lucchesi and Nagler. Kathy von Mayrhauser has been forced to work more shifts than normal at the Branch. However, this issue is not an isolated phenomenon to Burlingame. General Updates: o Covid/CPU Update • The Library and Branch both are back to full pre -Pandemic hours (minus the Last hour 8-9pm Mon through Thurs and with the addition of an hour Fridays 5- 6pm. o Committees • The City of Burlingame has instituted its own City-wide Equity Team. At this time we are not sure whether this team will supplant the Library Equity Team or will expand the to multiple teams. o Policy- Photography Policy (see attached) o Facilities update - The Library experienced a leak in the ceiling above the employee entrance Tuesday April 5th at approximately 3pm. This leak then short-circuited a smoke alarm and required a full evacuation. Both leak and the faulty smoke alarm have been dealt with by Facilities. 1 o PLS/PLP (Peninsula Library System / Pacific Library Partnership) PLS/PLP has announced new Deputy Director Andrea San Andres Shaw 4/19/22 What is Technical Services? The Technical Services department consists of two areas: Technical Services and Information Technology Services (IT for short). Technical Services is in charge of: The Technical Services Division maintains the Library's print (including magazines and newspapers) and AV collections with three main areas of focus: acquisitions (purchasing materials), cataloging (description of materials), and processing (labeling of materials). This Division ensures that the nearly 1500 items that staff orders each month are properly classified, labeled, and on the shelf in a timely manner. Ordering — sending orders for books and audiovisual (DVDs, Blu-Rays, CDs, Books on CDs) items to vendors Cataloging — creating and maintaining records for the catalog, classifying items, making sure items can be located easily • Physical processing — creating and attaching labels on items, putting on book jackets and security tags Technical Services also: • Receives boxes of new orders Cleans up the catalog Mends/repairs lightly damaged books IT Services is in charge of: The IT staff provides support for all of the Library's hardware, software, and network - related issues. In addition, IT staff coordinates with Peninsula Library Area Network (PLAN, the PLS consortium's IT department) as well as City IT contractors to implement new technology and train staff in new protocols • Making sure computers are working for staff and the public • Ensuring other library equipment are running well (printers, copy machines, scanners, cash register) • Checking WiFi connection all throughout the building remains strong Lending out hotspots and laptops Each staff in the Tech Services department also: Performs public desk duties in the Lower -Level Information Desk (answer questions at the desk, help with using computers and machines) • Provides internal support for other library departments Acting Manager and what I'm doing On top of my regular cataloging and librarian duties, as Acting Manager, my main job is to see that things continue to run smoothly in the department. -Supervising staff and being available when they need help -Having regular communication with staff through department and one-on-one meetings -Attending library Managers Meetings -End-of-year ordering and receiving more boxes of items -Planning the reopening of the Tech Lab -Helping get the CA State Park Passes out to the public AMH —Automated Material Handling Trustees, please watch this short video before the meeting for a discussion. CITY co � 'Pp0(ZgT�b � Personal Photography and Filming in the Burlingame Library Individuals visiting the libraries are welcome to take a few photographs or make short video clips for personal use without advance permission, except where signs are posted prohibiting this. All such activities must be performed in a way that does not disturb Library users or staff. • Staff may photograph events or exhibits for library or city government purposes. • Photographing or filming of minors is strictly prohibited except by that child's parent or legal guardian. • Photography of the contents of books, magazines or other library materials may be done so long as it does not disrupt the normal activity of the library or copy right trademark, and other relevant laws. The use of high intensity lights, the rearranging or furniture and the blocking of traffic paths in the building is not allowed without the express permission of the City Librarian. • The City Librarian and the City Manager must clear use of the building for formal filming purposes. There are generally fees for use of the building. In general, the city will not allow filming of the building during regular business hours. • Any requests outside of the scope of this policy should be referred to Library Administration / City Librarian or the City Manager. However, the following are still not permitted: • Use of flash, tripods, or other equipment that might cause a distraction or obstruction; blocking stairwells or exits, or otherwise impeding traffic; moving or climbing on Library furniture or equipment. • taking photographs of users of any age or recording their voice without their express consent.
