The neeting was called to order at 8:00 p.n., - lr{ayor Pro TemPore Johnson in the Chair. Supervisor St. Clair announced his pleasure on this occasion to personally present a ctreck in the sum of $58,55O.OO to the City of Burlingame as the County of San lrlateors contributory share in the "Open Space and Recreational Land Program" Agreement. FRONTAGE ROAD IMPROVEMENT Council acknorledged a petition received from property owners, IrtiIIs Estate No. I and No. 1-A, requesting the fonaation of an asEeasment diEtrict to widen the East EI Camino Real Frontage Road betrreen Trousdale Drive and l,{urchison Drive . Ur. Ricttard Hargrrove, representing the Las firm of Wilson, afones, I.lorton and Lynch, and the petitioners, rraa recognized by the Chair and briefly outlined the proposal . ur. Hargrove, referring to his conversation with the city Engineer concerning the project proceeding on a cash rather than an asaea$nent basia, advised that several of the property orners when approached, were unable to finance the improvement by the for:mer procedure r thepetition represents seventy percent of the owners r*hose properties are subject to the assessment and re8olutions have been prepared to undertake proceedings under terms of the l.tunicipal Improvement Act of 1913 and issue bond s upon the unpaid asseasBentE under provisions of the Improvement Bond Act of 1915. The city Engineer, at the request of the Chair, identified the co|n- mercial property proposed for widening and advised that the major sork includes the relocation of electroliere, the construction of new curbing and pavement extensions and the removal of a fence and several bordering trees. ROLL CALL MINUTES PRESENTATION Accepting the checl< in behalf of Council, ayor Pro Tempore Johnson requested the City Clerk to acknorledge the contribution by conununica-tion to the San Uateo County Board of Supervisors. PETITION - EAST EL CAI{INO REAL 2E? Ihe City Engineer atated that the improvement when accomplished, will relieve a traffic condit ion in the irunediate area and will provide more parking spaces. A roughly-drar,rrr sketch, prepared U" " , esti-mating an expenditure of approximately $13,OO0.O0 for the pro- posed improvement, was reviaed \z Council and replies to a series of inquiries frdn Council, included a statement fron litr. Hargrove that the bond calculationa were estimated to extend for a period of fourteen year3, with the option that the property o\imer may pay by cash before going to bond. Councilman ltartin suggested that a saving may be realized by the owner if the district were fotmulated on a cash basis. Fulther discussion on thie point eoncluded with council withholding action on the resolutions initiating fomal procedure by directing the City Engineer to prepare, for submiEsion to Council at the February 5th meeting, a preliminary plan of the subject area, includirrg parking facility arrangements and accompanied by an estimate of costs. Concurring with a recotnmendation from Councilman George that the matter of removi.ng trees in the area be referred to the Park Corunission, and with a recomnendation from Councilman l,lartin that the parking plan be referred to the Parking Commission, !1r. carl snyder, realtor, in attendance and one of the interested property Grners, was invited to attend meetings of the respective commissions. 1. WATER QUAL ITIT CONTROL BOARD REPORT A conununication from the City Manager, dated Decedber 18, 1967, referred to a report sutmitted to and accepted by the glater Quality control Board fronr its sulcoumittee, at a regular meeting held on Decettiber 2L, L957. Particular reference waE urade by the city lrtanager to the adoption of a recqrnendation that the Regional Board withdraw its cuEent commenta regarding the application of the city of Burlingame for a ten percent Federal bonus grant predicated on regional planning In a closing statenent, the City tilanager advised that "Burlingame's seeking of a 3O% Federal grant appears in good standing, but obtaining the bonus of a 3% grant is questionable because of depleted funds and other difficulties in meeting their criteria. " To Councilman uartin's questioning of conrments in the closing paragraph... "and other difficulties" (in meeting their criteria), the city Manager stated that it referred to the questionable status of "whether t e are or are not a part of the regional plan." Councilman uartin, in reply, nade the observation that the city of Burlingame does meet the requirements of both ABAG and HIrD and suggested that the City tr{anager continue to puraue the matter of obtaining the 3% bonus grant. Follovring further discuasion, and concurring with councilman tilartin's reconunendation, Council requested the City l{anager to direct a letterto the Association of Bay Area covernments, (ABAG) to the Federal and the State Water Resources control Boards, and to !{r. Pollard, a represen- tative of Eousing and Urban Development, (EtD) particularly notifying those agencies of the motion adopted by the San Francisco Bay Regional Water ouality Control Board, withdrawing its current coruoent s regarding the application of the citl, of Burlingame for a Federal grant. 1Ihe City Manager rrras further requested to suhlit a report on the actionhis office has taken or the subject at the next regular meeting of Council. COMUI'NICATIONS 238 A communication from the City l{.rnager, dated Decernbe r 28, L967, referred to a drawing submitted }!r the Park superintendent and approved by the Park Conmission, indicating certain uses for the possible installation and development of Cuernavaca Park. !'he City Illanagrer suggested that the future development of the Park be discussed at the Council study meeting on January 10, 1968. Following a brief review of the drawing by Council, the City Engineer was requeEted to prepare for presentation to Council at the next study meeting a key nap indicating the boundaries of Cuernavaca Park and the existing improvements. None. Consideration thereof : (Taxica.b rate increases) Council referred to a memo from the City Manager, dated December 28, 1967, explaining the medranical operati.on of taxi meters, requested by Council at its previous meeting. A hand-drawn illustration of a taxi meter on the memo indicated theposition of a lever when the cab is "vacant, " " recording, " or "non- recording. " Councilman Crosby suggested that a diagram of the operation of the meter, placed in each cab, would be of benefit to the customer. Councilman Martin concurred and the City l.Ianager stated that he wouLd convey the suggestion to the ta)ricab ovrners. fhe City Attorney added that each taxicab driver is issued a pernit through Police Deparurcnt procedure which nay be revoked if a violation is evidenced. ORDINAIICE NO. 871 "An ordinance Amendi.n g Sub-Section D of #6.36.120of the Uunicipal Code of the City of Burlingame and Increasing the Rates of Fare For Transportation in Taxicabs" rras thereafter given its second reading and upon motion of Councilman Crosby, seconded by councilman ceorge, said Ordinance passed its second reading and was adopted by the following RolI CalI vote: Ayess Councilmen: Noes: Councilmen: Absent Councilman: Crosby-ceorge-John son-I.{artin. BAYT'RONT PARK PLAIINf NG Reference uras made by the Chair to a merE from the City l{anager, under date of Dece ber 28, L967 , advising Council of Recreation comnissioner ad Arnold's reconrmendation that a combination nine- hole golf course and a driving-range be included in the Bayfront Park plans and the City Uanager's reply to Ur. Arnold. A brief discusEion arose with council confirming that irfolcmation received from the City's consulting firm indicates that a "conbin- ation" plan would not be considered "good planning. " 2. CUERNAVACA PARI( GEI{ERAL PLAN RESOLUTIONS ORDINAIICES ORDINAIICE NO. 871 In reply to Councilman ceorge's inguiry concerning redress to a taxicab client regi.stering a complaint, the City Attorney advised that an appeal may be made to Council and the issue set for hearing. 239 I'NFINI SHED BUSINESS In reply to Council inquiries, the City l{anager reported that written invitations have been extended to City employees with twenty-five years and more service, to attend the annual Council-Corunission Dinner Meeting at the Hyatt llouse on Friday, January 19, 1968. REPORTS,/AlrNOIJrilCEl4ElIrS uayor Pro Tempore Johnson reported on her attendance at the recent san llateo county Council of ttlayors' meeting, at which ti.me resolutions were adopted in protest to (1) a comnuter tax proposed by san Francisco Mayor-elect .roseph Alloto and to (2) the application of the western Greyhound Lines for an increase in fares and that an announcement was made that an allday session on " Regional Government" vras tentatively scheduled in lqardr to which Ir{ayors, Councilmen and members of the Board of Supervisors were invited. llhe Chair confirmed that the regular council study meeting was scheduled for ,January 1O, and a special study meeting on Janua ry 24, the latter date on wtrich council and architects would confer on desigms for a new City Ball . Procedure for the special study meeting was estabLished as follovrs: (1) Five locaL architects to be invited to attend, (2) eadr presentation to be sdreduled at thirty minute intervalsr (3) interviews to cornmence at 7:30 p.m., and (4) the City Manager to subrnit to Council, prior to that date, letters of reference from each of the architects selected . Trhe Chair further confirmed that the annual council-comnission Dinner Meeting rrould be held at the Hyatt House on January 19, and the Council- Auxiliary Dinner lr{eeting at Bob's on Broadr'ray on February 1. REFERENCE TO "COMMT'TER TAX" RESOLUTION Councilman !.tartin initiated a discussion on the Ctrair's reference to the resolution adopted by the San lt{ateo County Council of Mayors' in protest to a proposed " coNnuter tax" wherein seven members voted in favor and six rnembers opposed the passage. Councilman Hartin expressed the opinion that the resolution was "weak" and the position stated "$rrong and too speci.fic. " 1!tre discussion concluded with Council confirming that advance infoma- tion had not been received on the resolution proposed. Councilman ceorge, Council liaison, civil Defense-Disaster Preparedness Council, spoke briefly on a proposal to authorize local law enforcement agencies and the County Sheriff's Department to "assune command " in cases of emergencies. Councilman George announced that he lrould attend a meeting of the Disaster Council the follorring week. NORTTI COI'IiI:IY COI'NCIL OF CITIES The next regular meeting of the North County Council of Cities was announced bt/ the Chair to be held on Itrursday, afanuary 4, in Brisbane. I. CIVIL DEFENSE ?,4A fhe Chair acknowledged receipt of Minutes from the Library and Report No. 4, submitted by wiUiam Spangle and Associates. A brochure entitled " Statement Before iroint Conmj.ttee on Bay Area Regional Organization, Friday, December 1, 1967" authored by Lee E. Ham, President, Ivilsey & Ham, eubrnitted by the Chair to Councilnan !{artin, was referred to the City nanager to produce copies for Council information.
