across a portion of acreage between Carolan Avenue and
Cadillac way, formerly lands of Burlingame Shore Land Company.
The communication explained that the request was made on behalf
of Ditz-Crane, the developer constructing the sewer line.
A grant deed from L. Burlingame, Inc., a corporation organized
under the laws of the State of California, to the City of
Burlingame, a Municipal corporation, accompanied the coEununication.
Mr. Richard B. oliver addressed Council , advising that wheatley-
oliver, Inc., has transferred all of its interests in the property
to L. Burlingame, Inc., a corporation formed to hold title to
the land and develop the property j.n accordance with the agreement
executed betvreen the city and Wheatley-o1iver. I"1r. Oliver stated
that the easement was arranged between Ditz Crane and wheatley-
oliver some time ago but requires formal acceptance by the city.
Mr. oliver introduced Mr. Henry Richman, a principal of L. Bur1in-
game, Inc.
The City Engj.neer explained that the sewer line was Part of the
project undertaken by Ditz-Crane Company at the insistence of ttte
City of Burlingame to construct a new sewer main through the
city to the ser,u'age pump station on Bayshore Boulevard, to servj.ce
a new subdivision in the Town of Hillsborough.

2. REGIONAI COMMITTEE ON NAVIGATION AND THE ENVIRONII{ENT
Acknowledgment was made of a letter dated August 4, I97I, from
the Association of Bay Area Governments, signed by J. Julien Baget,
Executive Director, submitting sutulary report and recommendations
of the Regional Comnittee on Navigation and the Environment (ROSE),
an ad hoc committee created under auspices of ABAG and the Marine
Exchange of the San Francisco Bay Region, to reco[unend measures for
improvement of navigational safety in San Francisco Bay and water-
ways system, following collision of two oil tankers inside the
Golden Gate in January, 1971.
Accompanyi.ng the letter was a form of resolution endorsing the
committee's recomrnendations for Council's consideration, and a
list of congressional and legislative committees to which the
resolution should be forwarded upon executj-on.
Councilman Martin, member of ABAG Executive Comrnittee, at the Chair's
invitation commented on the circumstances that ted to formation of

the ad hoc committee, reporting that Supervisor John F. Mclnnis of
Marin County was instrumental in bringing together aII of the parties
concerned with the problems of oil spiltage, including representatives
of the shipowners. Councilman Martin stated that the committ,ee held
a series oi meetings and the membershiP was hopeful some of the
recommendat j-ons would be favorably received by legislators at both
Federal and state IeveIs. He reconmended adoption of the resolntion.

3. DIVISION OT' HIGHWAYS NOTICE OF PUBTIC HEARING
I\tayor Amstrup acknowledged receipt of a notice from the state Depart-
ment of Public works, Division of Highelays, of a public hearing on
September 1. 1971, at 10:00 a.m. Room 101 County Government center,
nedwood City, in connection with proposed additions to and deletions
from the present State highway system.
Mayor Amstrup announced that the meeting in Redwood City will be the
only State sponsored hearing in the county; hotrever, the City of
Burlingame $/iII hold a hearing on Tuesday, September 7, the date of
the next Council meeting, lvhere the matter of deletion of El Camino
Real from the state highway system will be explored with rePresentatives
of the Highway Division, who have agreed to be Present.

]-. SISTER CITY COMMITTEE
Councilman Johnson announced that the Sister City Corunittee will
meet on Wednesday evening, August 18, to discuss plans for a
dinner party on Sunday, September 12 in the garden of the Hechinger
home from 2:00 to 5:00 p.m., cost $2.00 per person--the committee
extends an invitation to all and further details will be forthcoming.
2. TRATFIC PROBTEMS AT BROADWAY
Councilman lvlartin called attention to difficulties he has
in traveting west on Broadway in the area between Rollins

Mayor Amstrup mentioned that the new freeway sign does not designatethe oId Bayshore east of the freeway; councilman Martin suggesiedthe city could request the Highway Division to install one oi itsblue signs that alert travelers to "gas, lodging and food.,'
PROTEST TO OVERNIGHT PARKING ORDI NANCE
A letter dated August 1r, L97L, was read from paul L. watts,1415 Bellevue Avenue, commenting at lengt,h on the city's ordimanceprohibiting on-street parking between the hours of z:bo a.m. and5:00 a.m.
Mr. watts was present and accorded the privilege of the floor bythe Chair.
Mr. Watts stated that, with the exception of two signs in the entireCity, there has been no effort made to alert newcomers to the exist-ence of the ordinance; he questioned the logic behind the 1aw,stating that its purpose was defeated. if it was intended that thestreets be kept clear to facilitate street sweeping, since a vehiclecan be parked on the street when the owner purchases a permit; heobjected to the requirement that the permit be disprayed on thevehicle, stating hi-s personal aversion to placing itit:<ers of anykind on his automobile. Mr. Watts contended thal displaying thesticker appeared to be at variance with California vehicle Co<1eprohibition against stickers or signs on Automobile windows thatmay interfere with the driver's visibility. Mr. Watts asked why aresident should be expected to pay a fee to park on the publicstreetr or face the alternative of tenting garage space.
Additional comments from the audience were heard from a resident ofan apartment building at 1433 Bellevue Avenue, who stated that hehas observed any number of cars wtthout stickers parked in violationof the ordinance and suggested there should be more d,iligent enforce-ment on the part of the police department.
Mrs. Stephen Pickford, 1415 Bellevue Avenue, reported. she was unawareof the 1aw untiI, after parking on the street for approximatelythree months, received a citation.
Mrs. Richard Ky1e, 1500 Newlands Avenue, and a resid.ent of an apart-ment building at 1117 Capuchino Avenue both spoke in favor of theordinance.
Mayor Amstrup and Councilmen Johnson and Ir{angini agreed that theordinance had proved effective in keeping the streets reasonablyclear of parked vehicles and aiding police department patrols intheir efforts to apprehend prowrers or identify suspicious oril1egally parked vehicles. Councilman Martin reiteiated his position,expressed on prior occasions, that the ordinance was not adequatelypublicized, thereby creating a hardship on newcomers to the City. -
Councilman Martin recalled that the police department was instructedto initiate some form of warning system. Upon advice from Chiefof Police Lollin that administration of the warning system was foundto be quite complex, Councilman lvlartin requested that the records beresearched to determine Council's precise position in the matter.

Ivlayor Amstrup proclaimed the month of August "Bag Your Trash - Keep
A Clean Street" month.

$169,587.53, duly audited, were approved for payment on motion of
Councilman Mangini, seconded by Councilman Johnson and unanimously
carried.Payroll checks, Nos.20239 through 20500 and 101 through 47L, Ju1y,
L971, in the amount of $264 ,5L7 .55, were aptriroved on motion of
Councilman Mangini, seconded by Councilman Johnson and unanimously
carried.
BUDGET HEARING
Monday, August 30, L97L, dt 8:00 p.m. was the date and time selected
to conduct a hearing on the proposed L97L-1972 budget.
ADJOURNMENT
On a motion introduced by Councilman Johnson, seconded by Councilman
Martin and unanimously carried, the meeting adjourned at 9245 p.r.
to reconvene at 8:00 p.m. on Monday, August 30, L97L, for the purpose
of a budget hearing.
The meeting was adjourned in respect to the memory of John M. Fisch, r€=
cently passed on, who served the city for many years as a nember
of the Park Commission and, prior to an illness, a member of the
Beautif ication Commission.
2. Report from Police Captain Nordstrom, dated August 10, 1977,
concerning use of radar in traffic enforcement was referred to the
September I sLudy meeting.
3. John H. Jenks memorandum dated August 10, L971, condi.entiug on
"Wastewater Management Program" applicable to the cities of
Burlingame and Irtillbrae. The City Engineer was reguested to attentpt
to arrange a joint meeting with the City Council of Millbrae on
Wednesday, September I and to invite Mr. Jenks to be present.
4. Anza Pacific Corporation request of August 4, L97L, for high
priority on undergrounding of power lines on Old Bayshore Highway
was referred to the September study meeting.
5. Charles W. l.{ink expression of appreciation for police department
personnel courtesy and cooperation on the occasion of an accident
involvng his son.
6. David H. Keyston, Executive Vice President, Anza Pacific Corpora-
tion suggesting Council's consideration to a resolution concerning
redistricting in San Mateo County. It appeared to be Councilrs
position that the matter was more properly within the realm of the
State Legislation.7. Communications from Assemblyman Dixon Arnett, Senator Arlen
Gregorio and the City of Palo Alto concerning proposed deletions in
State Highway System were held for consideration at the time of the
City of Burlingame hearing.
8. City Council of the City of Los Angeles notice of Statewide Con-
ference on Tax Reform scheduled for November, L971.
9. Invitation to eighth annual International Conference of United
States/Mexico Sister Cities Association, Inc., to be held in Oxnard,
California from August 11 through August L4, L971.
10. County of San Mateo Human Relations Commission concerning human
relation goals within the County.
11. City Planner supplementary report on 1970 census data.
