On March 17, 2020, the Governor issued Executive Order N-29-20 suspending certain provisions of
the Ralph M. Brown Act in order to allow for local legislative bodies to conduct their meetings
telephonically or by other electronic means. Pursuant to the Governor’s Executive Order, the Council
Chambers will not be open to the public for the September 9, 2021 Traffic Safety and Parking
Commission meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed below.
Additionally, the meeting will be streamed live on Youtube and uploaded to the City's website after the
meeting.
Members of the public may provide written comments by email to publiccomment@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting or note that
your comment concerns an item that is not on the agenda. The length of the emailed comment should
commensurate with the three minutes customarily allowed for verbal comments, which is
approximately 250-300 words. To ensure that your comment is received and read to the Traffic Safety
and Parking Commission for the appropriate agenda item, please submit your email no later than 5:00
p.m. on September 9, 2021. The City will make every effort to read emails received after that time, but
cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m.
deadline which are not read into the record will be provided to the Traffic Safety and Parking
Commission after the meeting.
All votes are unanimous unless separately noted for the record.

Subject: All-Way Stop Sign Discussion at Trousdale Drive/Loyola Drive
RECOMMENDATION
Staff recommends the Traffic Safety and Parking Commission (TSPC) review the presentation,
provide feedback, and make a motion regarding the request to add a stop sign for the eastbound
direction of Trousdale Drive at Loyola Drive.
BACKGROUND
At the TSPC meeting on March 13, 2014, the commission reviewed a presentation, heard public
comment, and made a motion regarding four intersections along Trousdale Drive: Ogden Drive,
Marco Polo Way, Toledo Drive, and Loyola Drive. All four locations were stop-controlled only on
one approach of Trousdale Drive. The proposal was to standardize all the intersections by adding
a stop sign on the uncontrolled approach of Trousdale Drive.
At that meeting, the TSPC supported the addition of stop signs at Ogden Drive and Marco Polo
Way to improve right-of-way assignment at both intersections. They did not support stop signs at
Loyola Drive and Toledo Drive based on unsatisfied stop sign warrants and lack of collision history
related to both intersections.
DISCUSSION
Staff recently received a request for a stop sign on Trousdale Drive at Loyola Drive. After
communicating with the resident, they wished to have their concerns heard by the TSPC. Staff
recommends that the Traffic Safety and Parking Commission discuss the matter, obtain public
feedback, and make a motion regarding their previous action concerning the stop sign on
Trousdale Drive at Loyola Drive.

Subject: Engineering Division Reports/Public Works Update
RECOMMENDAT ION
Staff recommends that the Commission receive an update provided by staff on various Public
Works – Engineering projects and activities.
BACKGROUND
•California Drive Bicycle Facility – Reviewing the feedback obtained from the August
TSPC meeting. Staff to revise the presentation for City Council for the September 20,
2021 meeting.
•Broadway Grade Separation Project – Staff to provide the City Council a project
update at an upcoming meeting.
•Broadway Pedestrian Street Lighting Improvements – Project awarded to Bay Area
Lightworks, Inc. at the City Council meeting on August 16, 2021. Staff working with
contractor to kick-off project.
•Old Bayshore Highway Corridor Study – Design team moving forward towards
finalizing the study. Project update, which will include the entire corridor, is scheduled for
the October TSPC meeting.
•Highland Parking Garage Update – Garage opening anticipated for late-September
2021.
