Subject: Removal of P.M. Peak Period On-Street Parking Restrictions Along the
1700 Block of California Drive (Trousdale Drive to Dufferin Avenue)
RECOMMENDATION
Staff recommends that the Commission review and determine their support regarding the
request to remove the 5:00 p.m. to 7:00 p.m. on-street parking restriction along the 1700 block
of California Drive (Trousdale Drive to Dufferin Avenue).
BACKGROUND
In 2016, an evening parking restriction was implemented on the 1700 block of California Drive.
This restriction was from Trousdale Drive to Dufferin Avenue, between 5:00 p.m. and 7:00 p.m.,
Monday through Friday. It affected six on-street parking spaces. The main goal of this parking
restriction was to increase bicycle safety, as there was only a Class III facility (sharrows) in
place at the time.
Subsequent to this action, the California Drive Complete Streets Project was completed in the
fall of 2018. This project provided a Class II bicycle lane along the 1700 block of California
Drive. With an upgraded bicycle facility now in place, the residents have requested the removal
of the parking restriction.
DISCUSSION
In 2016, staff recommended the implementation of a time limited parking restriction during the
peak periods as a short-term improvement. This restriction would provide additional roadway
width and relief for southbound bicyclists during the peak periods. At the Traffic Safety and
Parking Commission (TSPC) meeting, staff also indicated that restricting the parking, rather
than eliminating the on-street parking altogether for the residents, would be a compromise
between the needs of the neighborhood and the bicycle community. While there would be
added roadway width during the evening peak period, there would still be on-street parking
during most of the day and on weekends. Staff viewed this as a short-term change while the
City underwent a study to determine a permanent bicycle facility along California Drive. The
TSPC made a unanimous motion to support a 5 p.m. to 7 p.m. weekday parking restriction
along the 1700 block of California Drive from Trousdale Drive to Dufferin Avenue.

Prior to the California Drive Complete Streets Project, the roadway width along the 1700 block
was about 40-feet, with the following cross-sections below.
– Southbound Parking Lane: 8-feet
– Southbound Travel Lane: 16-feet
– Northbound Travel Lane: 10-feet
– Northbound Shoulder: 6-feet
There were sharrows in the northbound and southbound directions along California Drive.
With the completion of the California Drive Complete Streets Project, the current cross-sections
are provided below.
– Southbound Parking Lane: 8-feet
– Southbound Class II Bike Lane: 6-feet
– Southbound Travel Lane: 10-feet
– Northbound Travel Lane: 10-feet
– Northbound Class II Bike Lane: 6-feet
Should the TSPC confirm that there is a majority of support to remove the evening parking
restriction along the 1700 block of California Drive, the TSPC may make a motion of support for
the change.

Subject: Engineering Division Reports/Public Works Update
RECOMMENDATION
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works – Engineering projects and activities.
BACKGROUND
• Broadway Grade Separation – Staff has submitted the Infrastructure for Rebuilding
America (INFRA) grant application. Mayor Beach, City Manager Goldman, and Director
Murtuza traveled to Washington D.C. to lobby both elected and federal officials on the
merits of project. Grant selections expected this summer.
• Lots F and N Construction Update – Contractor to close Lot F on April 1.
• Paloma/Sanchez Traffic Calming – Process is underway. Staff has received some
signed petitions, but it has not yet reached the level of support needed to bring back to
the Commission.
• Hoover Elementary School – Recent improvements include the installation of the new
“through access” restriction signs and refreshed high visibility crosswalks. Staff currently
working on the additional sign installations, as well as repairs to the path along Easton
Drive.
• Broadway Parking – The 2-hour parking along Broadway has been implemented.
Signs and meters now show both the time change and rate change. Staff completing a
parking study for Lot S to determine parking turnover.
