APPTICATION FOR DANCE PERMIT
A cqnmunication from w. L. Sinmons, Chairman, Board of Directors, Tia
Ir{aria, dated ltay 13, 1970, advised that the facility is nearing
conpletion and an application is therefor re-submLtted for a dancepernrit; dancing wilL be provided by a combo, playing on Wednesdays
through saturdays from 8:00 p.m. and I:OO a.m. Reports from the Police,
Fire and Health Departmenta accompanied the corrnunication.
CounciLnan ltaagini guestioned the Health Department'B approval conditional
upon code requirements being cdnplied with.
councilman t{artin advised that finaL inspection made }r1z the Fire DePart-
ment will determine whether the building meets code standards.
I{r. George Irlartinez, President, Tia !{aria, addressed Council to advisethat alt of the provisions of the code Ehall be conpleted by the
scheduled opening of the restaurant on June 12.
Counci lrnan Martin moved that the dance permit be approved subject to the
issuance of an occupancy permit by the Bui lding Department. T'he motion
was seconded by councilnan [angini and unanimously adopted.

REDUCTION IN ?HE AVERAGE DUTY WEEK
Mayor Pro Tempore Arnstrup announced that a special hearing had been
scheduled on this occasion to consider the request of the firemen for
a reduction in their hourly work week.
Edmund E. Audeoud, PreEident, Burlingame Fire Fighters, Local 1872,
addreesed council to request a continuance of the hearing.
In reply to Council inquiriee, the City Attorney advised that thisparti.cular hearing is the first that haa been brought before Council by

an employee representative group and in some detail, explained the
procedure applicable under provisions of the ner^, "EmPloyee-EmPloyer
Relations Resolution,, that in this instance, because of an "impasse"resulting fronr the inability of the City's rePreaentative and the
employee unit to settle an iesue tryt direct discussion, a procedure
u*iler the rules adopted stipulates that the matler may be referred to
the City Council and that with respect to a continuance of a hearing,it is rrrithin the prerogative of Council to grant an extenaion of time.
I{r. Audeoud, in reply to councilman .Johngon's inquiry concerning a
reason for the postponement, advised that the Attorney for the Fi remenis unavailable this evening.
u!. Vincent Riddle, District Manager of the Union local, confimedthat at a recent meeting, the membership disputed the matter of the
hourLy work week and recorunended that the issue be continued to a
study meeting.
Tlhe City Attorney, answering inquiries from Councilman Martin, advisedthat the hearing before council, if continued, would require that itbe conducted on a formal basis.
June 11, 1970, at 8:00 p.m.in the Council Chambers, was scheduledthereafter as the time and place to continue the special hearing on thematter of the disputed reduction in hourly working weeks as requested.

has been satisfactorily completed by the A.v.C.Concrete Company andit was reconrnended that the contract be formally accepted as complete. _

The City !{anager advised that opti.ons may be changed at any timer the
1969-1970 and the 1970-1971 accumulated funds will be applied tor,vardthe construction of the Overpasg and that a traffic study hrLll determine
to hrhat project the 1971-1972 aLlotment should be pledged.

RESOLUTION NO. 44-70 "Resolution of the Cit y Council of the City of
Burlingame Requesting Ihat the State Department of Public Works
Apportion Funds for the TOPICS Program" was introduced for passage
on motion of Councilman lr{artin, seconded by Councilman uangini and

5. PUBLIC LIBRARY BOARD IN RE:
PURCHASE OF 1245 BELLEWE AVE.
A cqnrnunication from the Burlingame Public Library Board, dated May 26,
1970, recorunending the purchase of L245 Bellevue Avenue for possible
use at sotne future date by the Library or the City for other purposes
than its present use as a parking lot, \^ras acknouledged and the subj ectreferred for consideration at a Council study meeting.

'Ihe issue on the authorization of inspections initiated a brief dis-
cussion with the folloring policy thereafter recorded to serve as a
guideline in the futurei that hrhen circumstances arise requiring fire,police and health inspections, the inspections shall be first authorized
by counci 1 directive.

Mayor Pro Tempore Imstrup thereafter announeed that a public hearing onthe application of Edinburgh Weat for an amusement Permit would be
conducted at the June 15, 1970 meeting.
7. PARX AND RECREATION COM!4I SSION
RECOMMENDATT ONS RE: PARK AREAS
A corununication frqr the Park and Recreation Cqmrission, dated YLay 20,
197O, recommending changes affecting (1) Victoria and Ho^tard Parkt(2) Ray park; (3) Cuernavaca Park Shelter and (4) Regulations Pertainingto parks and recreation areas, was acknot ledged and the subjects referred
for discussion at a council study meeting.
8. RAY PARK TENNIS COURTS
A eomnunication fron the City lrlanager, dated May 27, 1970, advised
that the Lincoln School Prineipal has concurred with a reconunendation
of the Park and Recreation Conmission that the tennis courts in Ray Park
should not be used for any other purpose but tennis and has indicated
that a letter of confirmatlon urill be forwarded to the City.
9. RENI'},IBERING PORTION B.AYSIIORE
A merno fron the city ltanager, dated lqay 27, 1970, questioned couneil
whether the re-nunibering of a portion of the O1d Bayshore ttighway should
continue to be held in abeyance until the re-nnning of the Highway is
resolved.

fhe city Planner, in reply to council inquiries concerning the statusof the re-naming of the Old Bayshore Highway, stated that as previously
reccnrunended, school children were invited to participate in a street-
naming eontest and that to date no material has been submitted frsneither public or parochial school students.
Action on the re-numbering of a portion of the Old Bayshore Itighway
was delayed to a future date.
10 . TRAFFIC RECOI-IMENDATIONS RE :
TWO-V'AY AND FOUR-VAY STOP SIGNS
A conmunication frsn the City Manager, dated May 26, L97O, advisedthat traffic surveys have indicated the follol.ring to be warranted:(1) two-way stop signs at the intersection of Sherman and Cortez
Avenues and at the intersection of Sherman and Balboa Avenues and(2) four-way stop signs at the intersection of Lorton and llo\^rard Avenues.
It was the recotnmendation of the City Manager that stop signs specifiedto be installed be authorized and that a traffic analyEis of Eovrard
Avenue be obtained to deternine an overall plan on hov, traffic may behandled on this particular street.
councilman Martin questioned the advisability of installing a stop signon Sherman Avenue, a street only three blocks in length.
fhe City Uanager referred to and read from a report prepared by theTraffic Sergeant on the numbe r of accidents and near-accidents reportedby the mothers of children residing in the area to warrant the ingtalla-tion of stop-signs.
Councilman Martin suggested that a traffic engineering analysis beobtained first $ri th respect to Howard Avenue and that the recomendationto install stop signs at the Sherman-Cortez Avenue and the Sherman-
Balboa Avenue inter€ections be re-evaluated.

A comunication was read from the City Planner, dated Uay L9, Lg?O,advising that his office has been preEented with a corpletely nenr
development plan for the thirteen acres of land c*rned by the Burlingame
Shore Innd Company r the plan has been subrni t.t,ed by the LincolnProperty colnpany, who, it is alleged, has a conpleted purchase agreementsubject to approval by the city of its devel6pmCnt proposal.
fhe City Planner recalled that at the present time the property is
encumbered by a recorded agreenent between the Burlingame Shore Iand
Company and the Ci.ty of Burlingame, wherej.n it is stipulated that theland shal1 be divided into three parcels; one parcel to be used fora shopping center, another to contain a single apartment structure, of
140 dwellings units and the third to be reserved for future planning.

variance procedure, requiring hearings before both the Planning coflmis-
sion and the city council and that the developers should be made awarethat there may be a considerable laPse of time prior to final determina-tion.

obj ecting to President Nixon's policy in southeastern Asia and urgingcouncil to "take a responsible and an innediate action towards the

Council mernbers expressed their individual reaction, taking the poEitionthat there are qualified elected officials to formally act in behalfof the citizenry and that while the manner in which the students action

take a direct stand that would involve the city in state and federal
governnent policies.

Couneilman Martin referred to a traffic visibility hazard at theintersection of California Drive and Douglas Avenue created by theplacement of a large Salvation Army collection box.
