A regularly adj ourned meeting of the Burlingame City Council from its
regular meeting of March 2, L97O, was held on the above given date.

1. RECOMMENDATIONS R,E:
HILLSIDE DRTVE SPEED LII{IT
GATE ENIRANCE INIO RAY PARK
A communication from the city l{anager, dated February 26, 1970,
advised that the Health, Safety & Traffic Commission has recommended
that the 25 MPH speed limit on Hillside Drive be retained and that in
investigating the reguest of !.1r. nichard L. Minderman, 1508 Cortez
Avenue, it $ras unanimously agreed that the gate entering Ray Park at
Cortez Avenue remain locked permanently t.o public use.

Park at Cortez Avenue.
the Chief of Poliee advised that at the meeting of the Cqsnission, the
complainant stated that with the gate open, parking on Cortez Avenue
has increased considerabl-y, adding additional foot traffic to thepark and that motorcycles ride through the access into the park area.
ltre City Manager, replying to inquiries from the Chair, advised that
another entrance to the Park is one block away and that in questioniog
the Park Superintendent, the latter advised that his investigation
revealed that the San Francisco tr{ater DePartment locked ttre gate uponthe assumption that it kras its property.
Councilman Jchnson's reference to an entry in the minutes of the Health,
Safety & Eaffic conmission recording that ur. I{ind erman alleged that
the gate, until recently, has been closed and locked approximatelythirty-five years, was confirmed by the Chief of Police.
Following a brief discussion, the city Manager was requested toinvestigate the issue for purposes of cLarification and report to
council.
CAROIAN CATI FORNIA SKYLIM BLVD .
A eommunication received from the Health, Safety & Traffic ccfirEnission,
dated February 26, 1970, advised that (1) by a four to thro vote, it.
\,ras recommended that the speed lirnit on Carolan Avenue be increased
from 35 UPH to 45 I{PH and (2) by an unanimous vote, it was recormnended
that the speed limi.t on Both California Drive and Skyline Boulevard
remain at 3 5 II{PH and 50 MPII respectively.
A memo footnoted on the ccr nunication from the City Manager,
reconunended that the carolan Avenue change be implemented.
I4ayor lvlartin reiterated his previously-stated opinion that 50 !.4PH on
Skyline Boulevard, particularly in the areas of Hillside Iine and
Loma Vista Drive, where children cross frequently, is too fast.
2 . RECOMI.IENDATIONS RE : SPEED LIMITS
the Chief of Police advised that his Department r^rill cont.j-nue to
observe the area and in response to Council suggestions, ?ris departmentwill submit a report on the feasibility of placing a type of '\^rarning "or " s lo!,r " siqn.
Councilman Johnson questioned the changing of the speed limit on
Carolan Avenue to 45 MPH, stating that fron her personal experience,the 35 ItlPH speed limit should be maintained.

4. CrvIL SEBX/ICE EMPI'YEES'
RE: "EORI,IAL RECOGNITION"
A eonununication from the Burlingame Civil Service Employees' Association,Inc., dated February 20, L97O, requested Council to formally recognizethe organization for the purpose of "meeting and conferring on employee
benefits" as not, required by statute.
lltre City Attorney advised that the employer-employee relations resolu-tion should be adopted by Council prior to formal aeknowledgement of
an emPloyee association.
Mayor Martin requested the City Manager to obtain the comments of the
employees with respect to the contents of the resolution and rules
by tlarch 10, 1970 and that the procedural resolution be thereafter
adopted by Council at the March 16, 1970, meeting.
5. PROTEST PARK " SPRAYIT{G "
A cqnmunication was acknowledged from Mr. and !lrs. John J. Ro1ih,
1700 Hunt Drive, dated February 22, 1970, protesting the "spraying "
methods employed by the Park Department in Cuernavaca Park and commentingr
upon the unsightly condition of the Fire Statj-on lot site in the area.

Coneerning the condition of the lot referred to, the city uanager
waB requested by Council to investigate and to algo include a lot on

RESOLUTION NO. 16-70 "Ado pting SeaI of City of Burlingame and Approvingits Design" was introduced for passage on motion of Couneilman Crosby,
seconded by Councilman Johnson and unanimously adopted upon Roll CaIl.
3. INQUIRY RE: INSTALLATION

Couneilman Crosby initiated a brief discussion on the size of the new
seal decal on city cars, with the City Manager requested thereafter to
ascertain whether the seal may be made larger and more distinctive.

4 MI I,LBRAE SISTER CITY DEDTCATION
An invitation has been extended to Council to attend a Sister Citydedieation ceremony in the City of lli1lbrae, at 11:00 a.m. on Saturday,April 1O, at which time three trees received from South Americawill be planted at the northLrest corner of Millbrae's Civic Center.
Council observed that April 4 has been selected as the date to dedicatethe new City Hall on Primrose Road at 2:00 p.m.
Mr. Armand Comfort., the sculptor who presented the City of Burlingarnewith the st,atue of Abraham Lincoln, some years prior, will be inthe new city HalI on iqErbh 14 and n'arcfi 15 to re-finish the statue.
LE BARON HOTEL DEFICIENCIES
At the request of llayor Martin, the City Engineer reported that to date,deficiencies noted at the Le Baron Hotel have not been corrected andthat in conversation r,rri th the Health Sanitarian, it was reportedthat the garbage room does not meet health standards.
Follo,ving discussion wherein it vras noted that three months have elapsed
sinee a directive was issued to the management of Le Baron Hotel,
the City Attorney $ras authorized to file a formal complaint.

meeting for the purpose of selecting officers and to consider certainpolicy matters on wednesday, llarch l-1, Council Chambers, City of San
Mateo, at 8:00 p.m.
Mayor Martin suggested that a menrber of council try to attend the
scheduled meeting.
2. Frcnr Gilbert Rodli, arr., cR Associates, February 20, 1970, commendingthe Department of Public Works on its efficiency regarding a recent
serious sewer problem. The City Engineer was requested to also expressthe apprecation of Council to the responsible department.

Councilman Amst,rup, commenting briefly upon his attendance at a recent
county-wide Civil Defense and Disaster Preparedness Council, advisedthat a quorum \ras not present, but six cities in attendance favoredthe inclusion within the Civil Defense budget of an allocation torepresentatives attending meetings of the Civil Defense Council.
