Members of the public may speak on any item not on the agenda. Members of the public wishing to

Ralph M. Brown Act (the State -Local Agency Open Meeting Law) prohibits the Commission from
acting on any matter that is not on the agenda. Speakers are requested to fill out a "Request To
Speak" card located on the table by the door and hand it to staff. The provision of a name, address or
other identifying information is optional. Speakers are limited to three minutes each. The Commission
Chair may adjust the time limit in light of the number of anticipated speakers.

Staff recommends the Traffic Safety and Parking Commission (TSPC) support Roosevelt
Elementary School's request to revise the turn restriction in the afternoon from 2:45-3:15 PM to
3:00-3:30 PM.
BACKGROUND
At the May 11, 2017 TSPC meeting, Roosevelt Elementary requested implementing a turn
restriction from Carmelita Avenue onto Vancouver Avenue as they wanted to reduce vehicle
conflicts which occur during drop-off and pick-up periods, Monday through Friday. The
restriction prohibits vehicles from turning onto Vancouver Avenue from Carmelita Avenue between
8:15-8:45 AM and 2:45-3:15 PM, Monday thru Friday, when school is in session. At the same
meeting, the TSPC supported this restriction, and it was subsequently implemented.
Recently, the Burlingame School Board voted to allow Roosevelt Elementary to change their daily
schedule. For the 2019/20 school year, they will be dismissing the majority of their students at 3:15
PM.
DISCUSSION
The turn restriction has been in place for the past two years. During this period there has been no
feedback from the community other than staff from Roosevelt Elementary commenting on the
effectiveness. Roosevelt Elementary recently requested to revise the restriction time in the afternoon
from 2:45-3:15 PM to 3:00-3:30 PM. Other than this change, the restriction will continue to be a time
of day restriction during the drop-off and pick-up periods, and all other times of day, there would be
no restriction.
Based on positive feedback from both Roosevelt Elementary staff and the City's School Liaison
Officer, staff supports the request of Roosevelt Elementary to revise the afternoon turn restriction.

To Whom it May Concern:
Thank you for the implementation of the traffic flow sign on Carmelita. For the past two years it has
greatly helped our traffic flow at Roosevelt and kept our students, families and teachers safe.
Recently, the School Board voted to allow us to change our daily schedule. For the 19/20 year we will
now be dismissing a majority of our students at 3:15 p.m.. We had been dismissing at 3:00 p.m.
Because of this change, we are requesting that the sign on Carmelita reflect our new schedule. While we
don't need any of the language to change, changing the times to 3:00 p.m. to 3:30 p.m. would insure that
our traffic flow would still be safe and clear.
We do not need any change on the sign for our morning drop offs. Our start time of 8:30 a.m. will remain
the same.
Please tell us what support you will need to make this change happen.

Subject: Engineering Division Reports/Public Works Update
RECOMMENDATION
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works — Engineering projects and activities.
BACKGROUND
• Bicycle/Pedestrian Master Plan Update - Earlier today, there was a project ride with
staff and the consultant. A community meeting has been tentatively scheduled for
October 15. This will be the second community meeting and will be at the Recreation
Center again.
• TDA Article 3 Grant — Project will be presented to the County BPAC on September 26
in San Mateo.
• Broadway Grade Separation — The community meeting has been postponed to
November.
• Lots F and N Construction Update — October 1 is the anticipated construction start
date for the parking structure and it is expected to last 12-18 months. Construction for
the affordable housing project is slated for April 2020. Council has approved Peninsula
Parking to provide valet -assist parking services during the construction. At the same
meeting, Council also approved the agreement with Caltrain to lease 38 parking spaces
in Lot O and the request for $20K towards a transit incentives program.
• Lyon -Hoag Neighborhood Traffic Calming — A community meeting has been
tentatively scheduled for October 2. The Citizen's Advisory Panel met and reviewed the
presentation on September 4.
• Dynamic Wayfinding Signage for Parking Availability Pilot Project — At the
September 3 City Council meeting, the Council provided staff direction to continue
moving the project forward. Council approved the pilot program for Lots Y and C, and
added a third location to be determined. There was a not to exceed cap of $60,000.
