HomeMy WebLinkAboutReso - CC - 129-2021RESOLUTION NO. 129-2021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH CONFERENCE TECHNOLOGIES, INC. FOR UPDATES TO THE COUNCIL CHAMBERS TO ALLOW FOR THE IMPLEMENTATION OF HYBRID MEETINGS IN THE AMOUNT OF $135,000 WHEREAS, on March 17, 2020, in response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, suspending certain provisions of the Ralph M. Brown Act in order to allow local legislative bodies to conduct meetings telephonically or by other means; and WHEREAS, in response to the Governor's Executive Order, staff worked quickly to set up Zoom meetings for all City Council and Commission meetings; and WHEREAS, holding meetings via Zoom has allowed residents to access meetings from their phones or electronic devices and participate in these meetings; and WHEREAS, over the past 18-plus months of utilizing Zoom, staff has seen an increase in public participation and has found it easier to schedule consultants as they don't have to travel to Burlingame for a meeting; and WHEREAS, Council asked staff to look into ways of allowing the public to continue to utilize Zoom to participate in meetings once the Council and Commissions return to in -person meetings; and WHEREAS, in order to support hybrid meetings, the Council Chambers' audio and visual equipment needs to be upgraded; and WHEREAS, staff reached out to several companies and consultants to better understand what upgrades the Council Chambers would need; and WHEREAS, staff received a responsive proposal from Conference Technologies, Inc. outlining the equipment that would be needed and providing a timeframe on the implementation of the project; and WHEREAS, because the upgrades are capital improvements to the City's video and audio system, the City can utilize PEG fee revenues to fund this project; and WHEREAS, it is expected that the service agreement will cost the City $135,000 to purchase and install the necessary upgrades and provide for three years of on -call service. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME DOES RESOLVE AS FOLLOWS: The City Manager is hereby authorized to execute a service agreement with Conference Technologies, Inc., in the form attached hereto, for $135,000 for necessary upgrades to the Council Chambers in order to allow for hybrid meetings. 6, Ann O'Brien Keighran, Ma )01 I, MEAGHAN HASSEL-SHEARER, City Clerk of the City of Burlingame, do hereby certify that the foregoing Resolution was introduced at a regular meeting of the City Council held on the 18th day of October, 2021, and was adopted thereafter by the following vote: AYES: NOES: ABSENT COUNCILMEMBERS: BEACH, BROWNRIGG, COLSON, O'BRIEN KEIGHRAN, ORTIZ COUNCILMEMBERS: NONE COUNCILMEMBERS: NONE eagha sel-Shearer, City Clerk
