RESOLUTION NO. 105-2021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING
PERSONNEL CHANGES, AND APPROVING THE CITY OF BURLINGAME PAY RATES AND
RANGES
WHEREAS, under the City of Burlingame Civil Service Rules, adopted pursuant to
Municipal Code Section 3.52.030, the City Council is the final authority for approving the
classification and compensation plan; and
WHEREAS, the proposed changes are as detailed below:
• Add a 1.0 Full Time Equivalent (FTE) Park Maintenance Lead Worker position in the
Parks Division of the Parks and Recreation Department;
• Delete a vacant 1.0 FTE Park Maintenance Worker II position in the Parks Division of
the Parks and Recreation Department;
• Adopt a Recreation Coordinator I classification and salary;
+ Reclassify a vacant 1.0 FTE Program Coordinator position in the Recreation Division
of the Parks and Recreation Department to a Recreation Coordinator I position;
• Retitle Recreation Coordinator classification to Recreation Coordinator 11 and retitle all
incumbents;
+ Retitle Laborer classification to Maintenance Worker I and retitle all incumbents;
• Retitle Maintenance Worker classification to Maintenance Worker II and retitle all
incumbents;
+ Retitle Water Maintenance Worker classification to Water Maintenance Worker II and
retitle all incumbents;
• Retitle Street, Sewer & Downtown Maintenance Worker classification to Street, Sewer
& Downtown Maintenance Worker it and retitle all incumbents; and
WHEREAS, the Parks Division has seen a significant increase in service demand, and
reorganizing the Parks Division to add a leadworker will support a more efficient landscape
maintenance schedule; and
WHEREAS, creating a Recreation Coordinator I classification, setting a competitive salary,
and creating a distinct recreation classification series will facilitate better recruitment and
retention; and
WHEREAS, retitling the entry-level maintenance worker position from Laborer to
Maintenance Worker I creates parity with the Parks Division maintenance worker series and
creates a distinct career ladder in the Corp Yard maintenance worker classification series; and
WHEREAS, these changes require title changes in the journey level classifications in the
maintenance worker classification series; and
WHEREAS, these changes in personnel/positions are deemed necessary to effectively
carry out the City's priorities and support both General Fund and Capital Improvement Program
activities; and
WHEREAS, the bargaining units representing the impacted classifications have reviewed
the proposed changes and have not brought forth any objections or concerns; and

WHEREAS, the City Council is the final authority for approving the classification and
compensation plan, including any new job specifications; and
WHEREAS, the proposed amendments require the City Council to authorize a new salary
schedule that, once approved, will be made available to the public via the City of Burlingame
website.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Burlingame finds,
orders, and declares that:
1. The Council approves the addition of a 1.0 Full Time Equivalent (FTE) Park
Maintenance Lead Worker position in the Parks Division of the Parks and
Recreation Department;
2. The Council approves the deletion of a vacant 1.0 FTE Park Maintenance Worker
II position in the Parks Division of the Parks and Recreation Department;
3. The Council approves the adoption of a Recreation Coordinator I classification and
salary;
4. The Council approves the reclassification of a vacant 1.0 FTE Program Coordinator
position in the Recreation Division of the Parks and Recreation Department to a
Recreation Coordinator I position;
5. The Council approves the retitling of the Recreation Coordinator classification to
Recreation Coordinator II and retitling of all incumbents;
6. The Council approves the retitling of the Laborer classification to Maintenance
Worker I and retitling of all incumbents;
7. The Council approves the retitling of the Maintenance Worker classification to
Maintenance Worker II and retitling of all incumbents;
8. The Council approves the retitling of the Water Maintenance Worker classification
to Water Maintenance Worker II and retitling of all incumbents;
9. The Council approves the retitling of the Street, Sewer & Downtown Maintenance
Worker classification to Street, Sewer & Downtown Maintenance Worker II and
retitling of all incumbents.

WUPLINGA` E MAINTENANCE WORKER I

DISTINGUISHING CHARACTERISTICS
This is the entry-level class for Maintenance Worker II positions in both the Water and Street,
Sewer & Downtown Divisions. Employees hired in this position may reasonably expect
promotion to the Maintenance Worker II classes upon completion of one year's satisfactory
service, completion of probation, obtaining a class B drivers license, and for the Street,Sewer &
Downtown Division, passing a CWEA Grade 1 test, and for the Water Division, passing a DHS
Grade D-1 test.
Street, Sewer & Downtown Division
Essential Duties:
Works with the following crews: Sign and Paint Crew; Paving Crew; Pot Hole Crew; Service
Repair Crew; Pump Station Maintenance and Repair Crew; Sweeper Pile Crew; Sewer Rodder
Crew and Hydro Jet Crew. Assists in laying pipe and sewer lines; sweeps and cleans roadsides,
gutters, curbs, culverts, catch basins and other drainage structures; removes debris and
undergrowth; assists in setting forms and mixing and pouring concrete; assists in raking,
smoothing and tamping repaired patches; assists in the maintenance of mechanical equipment;
assists in the layout of traffic patterns on streets and in the operation of painting equipment; cleans
mechanical equipment and basic tools used on the job. Assists in maneuvering and driving hydro -
jet truck and other equipment associated with this operation. Assists in preventative maintenance
and unblocking of sewers using mechanical and hydro jetting.
Other Duties: Serves as flag person when working in traffic and works in confined spaces.
Water Division
Essential Duties: Assists in laying pipe and water lines; assists in making taps and connections
to mains; assists in the maintenance of mechanical equipment; cleans mechanical equipment and
maintains basic tools used on the job.

ESSENTIAL QUALIFICATIONS (The following are minimal qualifications necessary for entry into
the classification.)
Knowledge of:
Uses and purposes of designated hand tools employed in basic laboring work, safety precautions
and practices, basic math and sufficient English to follow instructions and learn to write work
reports.
Ability to:
Learn safety practices necessary in working on public thoroughfares; learn geography of the city;
read and interpret plans and city block book maps; take notes and instructions and complete them
accordingly; learn to perform semi -skilled and skilled duties in the assigned division.
Skills:
Ability to safely and efficiently use air and hand tools, hydraulic tools, jackhammers, and power
and automotive equipment in a training capacity.
License:
Possession of a valid Class C driver's license issued by the DMV, and the ability to obtain a Class
