BACKGROUND On May 20, 2021, the Parks and Recreation Commission approved: 1. Adding one Pickleball court on each of the four tennis courts at Washington Park 2. Resuming the fee -based drop -in program on Mondays and Wednesdays from 10 am — 1 pm 3. Exploring the use of The Burlingamer for indoor play. On June 17, 2021, the Parks and Recreation Commission modified the number of Pickleball courts on the Washington Tennis Courts due to additional community input and staff research to lining two Washington Park Tennis Courts with two Pickleball courts each. DISCUSSION As discussed at the May and June Parks and Recreation Commission meetings, striping of the courts on the Washington Park Tennis Courts would occur after August 23, 2021, once the summer programs have concluded. With the upcoming lining, staff has been notifying community members about the coming changes through email updates, posted signage on the court, and attending the drop -in program to speak with the Pickleball participants. The outreach indicated that the Pickleball players still had concerns about the number of Pickleball courts, with the prevailing opinion that lines for Pickleball on the tennis court should accommodate four Pickleball courts (Exhibit A) instead of two. Therefore, staff consulted with the USA Pickleball Association to confirm that it was possible with the measurements of our existing courts. 1 Pickleball Updates August 19, 2021 Washington Tennis Court #1 is 1201 x 60'W (Exhibit B). There is a mesh net separating Courts #1 and #2. Given the USA Pickleball Association specifications (Exhibit C), four P.ickleball courts would be able to fit onto Washington Tennis Court #1. The benefit of putting four Pickleball courts on one Tennis court is it would allow for all Pickleball players to play in one area and would open more courts for Tennis players. Additionally, the mesh netting will ensure the Tennis and Pickleballs remain in their designated courts. There were comments from a couple of the Pickleball players that they were concerned about the closeness of the courts if four courts were put onto one Tennis court. However, the dimensions listed in Exhibit C are in line with Pickleball Regulations. In addition, some of the Pickleball players commented that they had played on four Pickleball courts on one Tennis court, and it was acceptable. The lining of the courts is scheduled for the week of Monday, August 23. If the Commission approves the change, it will not alter the schedule. Once stripped, Parks and Recreation staff will be putting up temporary signage in order to be able to make adjustments as needed before creating permanent guidelines. This will allow flexibility to adjust the rules as Tennis and Pickleball navigate the newly formed shared space. The Fee -based drop -in will resume on August 25 after the courts have been lined. Additionally, the Burlingame Soccer Club and Parks and Recreation Staff have discontinued using The Burlingamer for Pickleball play due to the lack of attendance. According to those who tested the facility, the ground has dead spaces that prohibited effective Pickleball play. Her team has been playing on Wednesday mornings for many years. She expressed concern with the concept of having 2 pickleball courts on Washington court #2, and for allowing Pickleball to have priority access to the courts on Mondays and Wednesday. Her position is that a tennis team that has paid to use the courts on a certain day for many years should have priority and be able to continue to use the courts as previously scheduled. I did mention that there is ongoing discussion on this topic and that staff would be presenting to Parks and Rec Commission on 8/19 on the possibility of having 4 courts be placed on Washington Tennis Court #1. We discussed that if this design was approved, the USTA and SFPTL teams would be able to continue to reserve Wednesday mornings for their matches, and the pickleball group could hold their scheduled time on court #1. Your email to Nicole and Kevin is great. Today, I should receive the layout for four courts in the enclosed tennis court. At the park commissioners meeting, it was very clear that there was not enough space between the ends of the nets and the wall and also behind the back lines of the pickleball courts to the wall. This presented a legal liability, and based on information from the city attorney, 4 courts could not be placed in the enclosed tennis court. It saddens me, that I cannot enjoy playing pickleball in my own community because there is much disagreement, unkind words and drama on the courts. Your friendship, kindness and laughter all means so much to me. Barb ceases to stop laughing at the plays on the court and it feeds my soul. Pickleball is a sport as much as it is a vehicle for socializing. Players talk to each other and cheer each other on between games. That is where friendships are forged. It would be great if that sports court were made into permanent pickleball courts and the basketball court be put where the enclosed tennis court is. Aerobics and zumba classes could still be held on the pickleball courts at designated hours. The next best option would be putting four pickleball courts on the enclosed tennis court. The problem is limited space. There would not be space for watching and coaching players on the court. There is very high interest in pickleball during the limited hours that have been offered. Sometimes 20 players may be waiting their turn to play on the 3 courts. If there are permanent courts many more young families and multigenerational families would be able to enjoy the game. Hopefully non pickleball players will learn about what makes up a pickleball community. As a pickleball player myself, I like many other players travel through out the bay area to play and to make friends with pickleball people. We have invited Burlingame players to play in SF and to Foster City. In February 2021 someone mentioned Washington park in Burlingame was a nice place to play. Then there were about 12 core players. It was well organized and very welcoming. Today there are probably 30 core players. The wait time to play of course is a lot longer, but it also gives people more time to socialize. The wait time is what makes the current pickleball courts such an ideal area. We can see all three courts without any barriers, and we are able to interact with the players. If pickleball courts were to move to the tennis courts, we would lose a lot of the social aspect of the game. This is my suggestion about the Washington park venue to put it in line with the bay area. 1. Do not add any pickleball courts in the tennis courts. 2. Have the pickleball players set up and take down nets. A lock box would be nice to store the equipment. 3. Have the pickleball players police the area. From my experience I have not seen a dirty area after pickleball players leave. 4. Eliminate any fee to play. Many players come to play one or two (15 minute) games per day, and it doesn't make sense to pay. Fees will stop out of town people from coming and there will be less business for local shops and restaurants. 5. Set times to play pickleball. Most other venues that have multiple use areas have designated pickleball to start at 10 am to 1 or 2 pm per day. As pickleball grows in popularly, hopefully Burlingame can see fit to plan a venue with 6 to 8 courts. I'm currently playing on the portable courts set up on the basketball court (two days weekly), and having additional pickleball courts would greatly help to alleviate the crowded numbers of players and wait time. Court 1 at Washington Park has the additional feature of a surrounding fence/barrier which will help keeps balls contained while playing. Thank you for your support of this rapidly growing sport. This plan is recommended by Pickleball Pro Jack Elward and many of us who play Pickleball on the basketball courts now. I have played tennis weekly at Washington Park for over 20 years. The sport has grown over the years and use of the tennis courts has increased. It is difficult to even get a court to play on due to leagues (both day and USTA), tennis classes, BIS student use, etc. With one court used for Pickleball there will still be three tennis courts available. This maximizes the use of the facility for all. In addition, I play Pickleball on the basketball court and using Court One for four courts will allow everyone a chance to play. Currently we only have three Pickleball courts on the basketball court. Using the tennis court will allow for more and safer play as the courts are contained by fencing. There is also a bench next to the court for sitting just as in tennis. Please consider restriping of Tennis Court One for four Pickleball courts maintaining three for tennis. I have played there and think Court 1 would be most suitable because it has more fencing around it and that would go a long way to preventing balls from interfering with other tennis courts.
