CITY PLANNER RE: PLANNING COMMISSION RECOMMENDED FORMULA FOR DETERMINING CONTRIBUTION TO PROVIDE OFF-STREET PARKING. City Council had received Planning Commission Resolution 3-76with findings and proposed formula for implementing this recommendationthat,, ... THE DOLLAR AMOUNT OF CONTRIBUTION TO PROVIDE OFF-STREET PARKING BE DETERMINED BY MULTIPLYING THE SHARE OF COST TO BE CHARGED TO A SPECIFIC PROJECT TIMES THE NET NUMBER OF PARKING SPACES DEFICIENT TIMES THE CALCULATED CURRENT C0ST PER PARKING SPACE." This recom- mendation applies to future development within the Downtown ParkingDistrict and proposes that the owner of property being developed pay 2/3 of the cost of deficient parking spaces. RESOLUTION NO. 72.76 "AGREEMENT FOR GOLF COURSE ARCHITECTURAL had been reached with San Mateo on the transfer station site. City Manager replied that nothing further had developed. The Counci lman noted the amount of time already spent in waiting for a decision on the transfer site, and stated he thought the City should at leaststart vrith the first step tsward the golf course which would be the dri vi ng range. Mayor Mangi ni noted recei pt of communi cati on from Menl o Park regarding the 0x Mountain site and questioned if Council wished to di scuss this or go ahead wi th the {ri vi ng range. Counci lman Harri son i ntroduced the resol ution and moved i tsadoption. Second by Counci lman Amstrup. Councilman Martin pointed out that Paragraph A, Page 2, of contract wi th Mr. Graves states "Not included are the worki ng drawi ngs and specificatirins; for compl eti on and stabilization oflandfill work " He noted that landfill must be done before anything else, and questioned what had been done about a land fillcontract. Ci ty Engi neer reported that a soi I s engi neer had been retai ned who has done preliminary labor, and that staff is endeavoring toget the necessary fi I I whi le the project progresses, He agreedthere shoul d be a separate contract for stabilization and f ill; andthat the soils engi neer coul d probably prepa re the pl ans and speci fi cations for the s tabi I i zati on work. Transmitted with resolution was agreement for parking structure feasibility study between the City of Burlingame and Conrad Associ ates , Consul tant. Councilman Harrison questioned statement under "Employment"stating "City Employs Consultant to make the studies and submit the necessary documents to provide schematic plans and preiiminary cost estimates ,..' City Attorney clarified that this meant costestimates based on schemati cs. Resolution was introduced by Councilman Crosby whoadoption. Convention business is v;:ry large in this state. 0ne of the Iargg sources of revenue to the City now is hotel tax, and the financial returns to the City from this- convention center would be considerable. Mr. Kenneth Jones, Attorneyr addressed the Council, expressing his thanks for employment of his firm. He assured the Council that the City would be protected throughout the whole process; and if at any poi'nt there wai some difficulay or flaw in the arrangements, work woul d be stopped. Councilman Martin reptied that the City had confidence in the integrity and expertise of this firm. I. ORDINANCE NO. IO85 "REPEALING SECTION MUNICIPAL C ODE RELATIN G TO THE MUNICIPAL was gi ven i ts second readi ng. Mayor Mangini requested comment from the City Engineer. The City Engineer reviewed that existing Section 4.16.020 of the Municipal Code r6quires that l0% of the gross receipts from the water system be depositdd in a water sinking fund from which all repairs t6 ttre water system shall be made. During the past.4-5 years this l0% has not bein adequate to make improvements to the system. For this reason deletion'of this code section would be advantageous. MOORBY, FIRE CHIEF EFFECT OF PARKING REGULATIONS ON NON-CONFORMING BUILDINGS At this point, Mayor Mangini announced it was his pleasure toread a commendation to retiring Fire Chief Reginaid Moorby as one ofBurlingame's most dedicated public servants for more than 34 years. The t''layor then presented the eommendation to Chief Moorby, remarkingthat his dedication had been expressed in different ways in manydifferent areas of City service, work with young people and servicegroups. He added that Chief Moorby, as a graduate of Burlingame HighSchool, r{as a credit to that institution; and remarked on his effortsin the 50th anniversary observance of the school. Fire Chief Moorby, in accepting the commendation, expressed histhank#nd pl easure i n' iervi ng wi th Ihe Counci I , past ina iresent;staffi and City Manager. He stated he also wished to thank the men andofficers of his department, commenting that any stature the departnent mi ght have actua lly bel ongs to them. City Attorney stated Mr. Karp had suggesti ng Counci I sel ect one of four i nsurance no Council preference and City Attorney stated 207 Councilman Amstrup referenced letter dated September l3' 1976 from Mr. Don Stanaway,'president of Burlingame Lions Club, which offers the services of the- Libns Club in assisting with cost and labor of refurbishing this sign. The Councilman voiced appreciation of this offer, and urged thai something be done with this sign immediately before i t deteriorates further. He suggested the possi bi 1i ty of enl i sti ng the cooperati on of other servi ce c lubs in this proiect. Council concurred in praising the Lions CIub offer. Counc'ilman Amstrup moved that the City accept this offer of the Lions Club and invite irther organizations to participate. Second by Councilman Harrison, all aye voice vote.
