PARK CORPORATION YARD BUILDING - JOB NO. 77-28 Assistant Civil Engineer's memo of ilune 27, J.97A attached bid sr.urmary for this project which indicated a low bid of 9165,550.00vrith engineerrs estimate of g1O6.7O7.OO, and budget for projeet of $53,700.O0. He recorunended a}l bids be rejected. In response to Council questions, Director of public Works statedthat project, ori-gina]Iy budgeted in L977 for 953,000, was subjectto inflation. Other reasons for the bids were complicated plansthat rrre re difficult to read, also, contractors are al-I busy atthis season. He recorulended that low bid be rejected, and offeredCouncil alternatives: I. Forget project. 2. Cut down size ofproject, 3. co to another type of material. He stated thatarchitect, Ralph Button, was working under an amended agreement thatdid not include redesign. Director of Public Works also suggestedpossibility of going to a Butler type building on project. Councilman Amstrup suggested project coul-d be discussed at session to see if it could fit into the new situation. a budget Councilwoman Barton concurred . Mayor Crosby recalled that Park Director had proposed this project three years ago; while present bid is too high, s;omething needs to be done with project. Park Director and Dj.rector of pubtic Works confirmed that project had been proposed in 1975. The latter addedthis deteriorated building had been broken into on the Fourth of ,Ju1y weekend and equipment stolen and damaged. counellman l,lartin noted wide variance in unit prices on bids, and suggested that could be the fault of plans. Director of public Works confirmed these were revisj.ons of original plans which had been cut down with sheets added and revised. Councilman tunstrup moved that low bid of f165,550 be rejected and that Director of Pub1ic Works and Park Director consider aLternate pl.ans and present for Council consideration. Memo of June 28, 1978 from Associate Civil Engineer attached coPy of bid surunary for project with a sole bid of $99,700 for total project compared to consultant's estimate of $65,638, vrith a recommendation that bid be rejected and consuLtant be instructed to redesign. Director of Pub}ic Works confirmed recommendation, noting there is a redesign provision in consultant's contract. He gave as reason for the sole bid the fact that this is the busy season for contractors and in addition they need more time for bonding for City jobs. He recommended that plans be held for a later date when the season is not so busy. Councilman Amstrup moved bid be rejected and that consultant be requested to redesign project. Mayor Crosby set hearing for Council 3 CITY II{ANAGER:BAYSWATER UNDERGROUNDING DI STRICT Memo of .Tune 20, 1978 from Assistant City Engineer recommended that boundaries of this dist,rict be changed to exclude area northeasterly of the Southern Pacific right-of-u/ay since llower Auto Repair is not willing to provide its share of underground electric service- Director of Public Works amplified that Mr. Fred Kohlenberg of Kohlenberg Ford was instigator of district and. had formerly agreed to pay all City's costs. City will ascertain if that offer is still good before signing any agreement. RESOLUTION NO. 4T-78 ''RESOLUTION AMENDING BOUNDARY OF UNDERGROUND UTILITT DISTRICT NO. 5 - BAYSWATER AVENUE FROM MYRTLE ROAD TO HIGHLA}ID AVENUE" was introduced by Councilman Amstrup who moved adoption, seconded by Councilman Martin, unanimously carried on ro11 call vote of members pfesent. 4. CI?Y MANAGER: HILLSBOROUGH LIBRARY SERVICE City Manager's memo of June 28,1978 recommended to Council that service be continued on a monthly basis pending Hillsborough's resolution of their financial status. City Manager noted that because of postponement of July 3, Council meeting he had given verbal approval of this arrange- ment pending Council's decision. Memo attached letter of June 27, 1978 from Robert M. Seconded by Councilwoman Barton, carried unanimously on vote of members present. STUDY AREA PERI{IT }. ONE WATERFRONT OFTICE BUILDING PROJECT. AT MAY }5, L978 MEETING TABLED TO FIRST REGULAR MEETING IN JULY L978. Mayor Crosby introduced this subject for Council discussion. City Attorney reminded Council that City had received communication from Anza Liquidating Trust that they and Regency Development Company would continue to consider project under regulations of emergency ordinance expiring July 6, 1978. Following Council discussion which reviewed that project had been continued originally so that Blayney report could be studied, Councilman Amstrup moved that project be tabled until Blayney Report had been received and acted upon. Lahrson and Julietta C. Lawson. City Attorney noted that clairn for damage due to over- flow of raw sewage is in the nature of inverse condemnation. Claimant wants value of his house, but does not want City to purchase it. He went on to state that this and several other cases could be better resolved once sewer improvements are under way. Mayor Crosby pointed out that a study had been made County-wide of this operation by City finance DePartments and City Managers, and from their recommendations it had been determined that this rate increase was in order. At this point, two Councj-lmembers noted comPlaints they had received that the city dunp quoted different prices on the same day for dump fees, and other reported irregularities in fees. city Manager indicated he would check. UNFI,NISHED BUSINESS BUDGET councilman Amstrup, as Budget Chairman, informed members of the audience there would be a budget meeting at city Hall at 8:00 p.m.. wednesday, .IuIy 12, 1974. councilman Martin stated this bill will require State agencies such as water Resources Board to refer Environmental Management Plan back to ABAG if they make any amendments. It has passed the senate and is now before the Land Use CoNnittee of the Assenb1y. He urged that the City send a letter to this Oolrunittee urging passage of biII which would be a protection to the city. By endorsement, City Uanager suggested Guild be informed they will be notified when Council decides to dispose of the land. Council agreed. 2 - Letter of June 23, I91A from Department of Environmental Manage- ment, san !1ateo County, transmitting policies of Regional Planning Cornrnittee of San Mateo County as set forth in four resolutions. 3. Letter of .rune 23, J-97B from Director of Recreation informing Council and City Manager that cost of renting Burlingame Hieh School pool for normal recreation summer swimming would result in a loss of $96.0C per day. He recorunended not subsidizing this program. Councilwoman Barton noted Peninsula sports center offers swimming for $2.00 a day, and Director of Public Works stated they also have discount tickets. PoIice Chief noted that Police Associa- tion by contribution has opened the gym at Intermediate School- for seven weeks for basketball . 4. Copy of letter of ,June 2L, L97B to Drpartment of Parks and Recreation from City Manacjer giving notice that City is rejectinci grant of $19,144 (SB 174) with request this money be reallocated for the reduction of expenses and not diverted to other agencies. Council discussed bidding for this on the open market and the possibility of future sale along with an adjoining City property to reinforce the City budget. city Attorney confj-rmed that City could bid on this property if they would give authority, but suggested an appraisal be obtained. Council decided they had no objection to bidding after appraisal was received. City Attorney r^ra s directed to ascertain the legalities of purchase and City Manager directed to obtain appraisal . 7. Letter of ,June 23, 1978 from State Water Resources Control Board giving notice of hearing regarding adoption of Water Quality I4anagement Plan for the Bay Area on ,Iuly 24, 1978. Councilman Martin remarked that the Planning Commission minutes were 9 - 10 pages 1ong, and this costs money to plepare. He suggested this be reviewed to see if summary minutes and tapes would suffice. He noted there is a hiring freeze and this would be a way to cut 'costs. He suggested this could also be applied to Council minutes, noting that San uateo city Council has summary minutes and tapes. The City Manager remarked this would be an excellent time to try srxlunary minutes. Mayor Crosby questioned if the City Clerk was in favor of this and she affirmed she was. There was no Council objection. 203 City Manager distributed budget information from Finance Director pertinent to study meeting, ,fu1y 12, 1978.
