Counc itrnan Mangtnt ooved the adoptton on second readtng of Ordtnance
1134 as amended by the Ctty Attorney's memorandum of sePtember 6,
1978. The motton'was seconded by Counctloan Marttn and the ordtn-
ance, as amended, waa adopted unantmously on roll-call vote.

Mayor Crosby dectared the meettng would now be open -to _publtchelrtng of the proposed L978-79 Operattng Budget and-asked Budget.

effect of Proposttton 13 on ploperty tax tncrement' the necesstty
for the propobed cuts and the stePs taken by Councll to increase
