City Council was hel-d on the Chambers. Meeting was PLEDGE OF ALLEGIANCE TO THE FLAG Led by Jerome F ROLL CALL Col-eman, City Attorney. HEARING 1. REQUEST FOR REMOVAL OF ]-B' HEIGHT LTMIT, LOT 1 COURT BY MR. SHOWKI K. JADALLAH, OWNER ,MILLS CANYON Mayor Amstrup, upon inquiry, ascertained Mr. Jadallah was not in the audience nor was a representative. He noted that Council had not received letter from rYr. Jadallah withdrawing this request. In view of these facts, he announced that Council would deny this request, and if Mr. Jadallah wished to present a new plan he must start again with the Planning Commission. For benefit of audience, City Attorney stated that any new hearing before the Planning Commission would be noticed to the public. CORRESPOI{DELtICE 1. MRS. CHRIS PHELAN LETTER OF RESIGNATION FROM LIBRARY BOARD Mayor Amstrup acknowledged letter of June 25, 1979 from Mrs. Chris Phelan, 704 Burlingame Avenue, tendering her resignatj-on from the Burlingame Library Board because of impaired vision. He stated City's regret at this resignation and di-rected City Manager to send her l-etter of thanks for services. He appointed Councilman Martin and himself to interview applicants for this commission with an application deadline of two weeks. 2. MR. RAY KLIEWER FOR BURLINGAME CHAMBER OF COMMERCE SUPPORTING COUNCIL DECISfON RE CAROLAN AVENUE PROPERTIES. At request of Mayor Amstrup, Councilwoman Barton read letter of June 20, L979 from Mr. Ray Kliewer, Executive Vice President, Burlingame Chamber of Commerce, congratulating City Council for action taken in disposition of city-owned properties at 1008-1016 Carofan Avenue. 3. MR. HANK SAUER, HEARING BEFORE CITY 721 BAYSWATER AVENUE, REQUESTING APPEAL COUNCIL ON PLANNING COMM. DENIAL OF FENCE EXCEPTION Mr. Sauer's letter of June 27, L979, appealed Lhis denial of 7 foot fence at this address. LIQUIDATING TRUST DIRECTION SIGN Mayor Amstrup notedfor Council meeting this letter of June 27, L979 and set hearing of July 16, L979. STAFF MEMORANDA I. ANIMAL CONTROL PROGRAM 1979-BO City Manager's memo of June 28, 1979 attached agreement with San Mateo County on this program and 1979-80 fee schedule, City- County Cost Formula for nineteen San Mateo County cities. Burlingame's proportionaLe share of cost for this year was shown as $L4,297. Councilwoman Barton questioned why Burlingame's share was so large in comparison to other cities, and was informed by staff that fee was computed by using Civil Defense formula which is a combination of assessed evaluation and population. RESOLUTION NO. 46-79 ''AUTHORIZING EXECUTION OF AGREEMENT FOR ANIMAL CONTROL SERVICES WITH SAN MATEO COUNTY FOR 1979-80" was introduced by Councilman Martin who moved its adoption, second by Councilman Crosby, carried on unanimous vote of members present. CONSENT CALENDAR 1. ANIMAL CONTROL SERVICES City Managerts memo of June 28, 1979 attached statement from County of San lr{ateo for Burlingame' s share of cost of animal control services for fiscal year 1978'79 in the amount of $6,200. City Manager noted Burlingame is the only city which has not paid its l97B-79 share, and stated this would be paid if Council had no objections. 2. PARCEL MAP, 855 MAHLER ROAD Assistant City Engineer's memo of June 26, L979 attached copy of this tentative and final- parcel map approved by Planning Commission, and recommended approval without conditions. 3. PARCEL MAP, 550 AIRPORT BOULEVARD Assistant City Engineer's memo of June 26, 1979 approval of this tentative and final parcel map recommendedwithout conditions. 4. CONDOMINIUM MAP, L22O PALOMA AVENUE AssistanL Cit.y Engineer'S memo of June 27, L979 recommended approval, with seven Planning Commission conditions, of this tentative condominium parcel map. 5. ENCROACHMENT PERMIT, 1256 CABRILLO AVENUE Assistant City Engineer's memo of June 22, L979 explained this permit was for the purpose of enclosing cluster of fruit trees on the property line at this address, and recommended approval. 6. RESOLUTION NO. 49-79 ''ACCEPTING DEED OF EASEMENT JAMALIS ENTERPRISES, INC. " In response to question from Councilman Crosby, Directorof Public Works explained that this easement is being acquired jointly by the Cities of Millbrae and Burlingamefor two sewer pipelines. One will be the sludge trans-mission line from Millbrae wastewater treatment p1ant, and the other is a replacement of a part of Burlingame's sewer system. He explained method of determining pricefor easement in view of the fact that owner had started some construction on it after it had been appraised. 7. ORDINANCE NO. 1154 "ORDINANCE ESTABLISHING STOP SIGNS AT MURC}{ISON DRIVE AND MAGNOLIA DRIVE FROM ALL APPROACHES'' (INTRODUCTION) Councilman Crosby moved approval of the consent calendar, secondby Councilman Marti-n, carried on roll call vote of members present. TREE REMOVAL Mayor Amstrup commented on memo of June 21, 1979 from park Director informing Council of necessity of removing 3 large e1ms,City street trees, and the removal of several large elms bycaltrans on EI camino because of Dutch E1m disease. councildiscussed, and expressed hope that trees wourd be replaced. UNFINISHED BUSINESS 1. REPORT ON PERSHING SCHOOL Councilwoman Barton reported she and Councilman Crosby had metwith school District representatives about buying two rots.The representatives were sympathetic to open space needs of theneighborhood and will- discuss with their schoor Board, withsubsequent report to Council. Councj-lman Martin moved dates be corrected and payment mad.e, second by Councilman Crosby, carried on unanirnous vote of members present. 6. Minutes: Library Board of Trustees, June L9; Planning Commission, June 25, 1979. Councilman Martin referred to comment by Library Trustee with an erroneous impli-cation regard-ing the City and the possible Rent Control Board. He notedthat members of al1 commissions are welcome to comment onCouncil actions, but it would be appreciated if they usedcorrect informati-on.
