Pollce Department revlewed action taken by Departurent of
Alcohollc Beverage Control whlch resulted ln the closing ofthls establishment and the delay of the renewal appltcatlon.
Police Department reported that apparently the owners had been
able to gain control of the business and run lt properly, and
recommeniied that thls amusement license be renewed for a period
of stx months with revlew at end of that perlod.

Letter of October L2, L978 from thts organtzation proposed three
month arrangement tnstead of the usual December free parktng
(sponsored by the Chamber of Commerce.) It lras stated thts would
cause more parklng to be avatlable durtng these good buslness
months, and mentlon was made of Federal money avatlabte to--fund
an "tnnovat tve parking and parking enforcement expertment."
City Manager told Councll that thls plan would cause toss of
revenu€ to the-Clty and one month free parktng was enough.
Councilman l-{,art tn confirmed the exlstence of Federal funds for
"innovat tve expertmenttt but noted thls could requtre much heavter
enforcement by metermatds .
After some dtscusslon Councll declded that the Ctty would Lose
too much revenue by havlng free parktng for tvro extra months and
noted the fact that this request comes from a sptinter grou
other than the Chamber of Commerce. There was mentlon of tfact that thts group and the Chamber of Commerce may unltetheir organtzstlon in the future.
Councilman Mangini moved thls request be dented, that the free
parklng be only for the nonth of December, second by Counctlman
AmsErup, carrl-ed unanimously.

Counctl noted that special meettng on November 8 was to be
solely on the Blayney proJect but a number of other ttens re-qulre attentton. It $as dectded to schedule a study meetingfor November L5 at 7:30 P.M.
In response to Councll question, Dtrector of Public works statedthts company was responslble for odors noticed recently in thecity and that they had promtsed to use a masklng agent.
