The minutes of the study meetins of July 10, 1979 and the regular
meeting of Ju11y 16, 1-979 were approved and adopted.
HEARINGS
1. ANNCO PROPERTIES APPEA,LING THE DENIAL OF PLANNING COMMISSION,
SPECIAL PERMIT FOR OFFICE PROJECT AT 360 PRIMROSE ROAD
Mayor Amstrup advised developer and hj-s attorney, David Carr,
they had the oreroqative of delaving this hearing for a fu1I
Council. l{r. Carr, speakino for his client, requested hearing
be delalzed until September 4 for development of new materials.
Council aqreed.
At this point Mayor Amstrup announced that Council would have
studv meeting on the capital improvement budget on A.ugust 8 at
7:30 P. M. in Conference Room B. He announced meeting of August
20 would include consideration of rent control initiative and
Cittz ordinance for rent control. AIso he asked that Council
members present review the now-aoproved AB8, Section 100 100.2,
dealing with refund of bail-out monies. He noted Council is
currentllz interviewing applicants for Library and Beautification
commissions.
2. WASTE DISPOSAL ACREAGE LA}ID USE AND DEVELOPMENT
l/ta17or Amstrup reviewed status of dump, scheduled to close in
December, 1979, and previous discussions of prooosals for the
site. These include: 1. City to build golf course and driving
range. 2. John Browninq's proposal to develop driving range
and multi-use of site. 3. California Golf Corporation's pro-
posal to build ancl maintain site.
He announced this meeting is for public input, noti-ng that pro-
fessional consultants hired by the Citv had indicated that a
nine-hole golf course would be feasible, and the driving range
would help pay for it.
Councilman Mangini specified the Council wants to know public
opinion on who should pav for developing this site; what the
development should be; who should put it in; and who should
operate it.
Councilwoman Barton agreed, adding she would like to see a qolf
course there. She asked input on how public expected. City to
pay for developrnent.

operation not as economical as private operation.
John Browning, GoIf Professional: Site is the last 40 acres of
open space in Burlingame. Put in first class dr iv.ing range -practice facilitv - and still have 23 acres for diversified
recreational use for af1 citizens. Develop either with City
funds or private. craves reDort indicates only 108 of oop-
ulation play goIf. This could be fine recreational area butpoor for golf course - type of fill will kill- vegetation;
Development of methane gas will destroy root systems, wipe outputting greens. There will be settlement and change in contour

A citizen: Sugqested that private enterprise be allowed to make
a prresentation with the condition that the initial soccer fields
be created by anyone creating the driving ranqe. Then AYSo's
offer could be accepted.
Celestino Romoli, 109 Stanley Road: In 1967 he asked City for
soccer fieId, but was refused because of ferv players. There are
now 700 vounq people playing. The City should accommodate their
needs.

ment permit for five music and casual dancing on Sunday nights.
Report of Julv 26, 1979 from Police Services Bureau reported no
objection. Letter of June 29, 1979 from George and Juanita
Garbuio, landlords for Johnrs Place asked denial of this dance
permit since it is not in his lease. Letter of August 6, 1979
from Donal-d Sabatini, president of Burlingame Imports, 351
California Drive, urged approval of this permit. Marcel Biscay,
attorney for Mr. & Mrs. Garbuio, told Council that their ob-
jections to the dance permit were secondarv. Their real concern
wittr ttris S-vear lease was that of safety. Idiring conditions are
not in accord with Fire Department requlations, and there is also
concern with the oarking of motorcycles. He suggested permit
coufd be conditional upon comPliance. In response to Council
question he stated he doubted if these conditions could be worked
out with the tenant otherwise.
It was ascertained that neither Mr. Lyerta nor a representative
was in the aud.ience. Councilman Mangini remarked Council was
being asked to settle dispute between tenant and 1andlord.
Councilwoman Barton moved permit be denied. Second by Councilman
Mangini, carried on unanimous vote of members present.

"Bud'r Harrison announcing his resignation from the PoliceStation Committeeso that its integrity would not be damaged inthe future by certain media comments on his membership.
Mayor Amstrup thought this resignation unfortunate. Councilman
It{angini supported Mr. Harrison's attitude. Councilwoman Bartonpraised the committee and their efforts and input.
PERSHING SCHOOL
Mayor Amstrup reported that the Citv of Burlingame had offered
Pershi-ng School $1401000 for the two 1ots, and a commitment thatif the property is ever sold blz the Citv, the School Distrj-ct
