1. APPLiCATION FOR PERIUIT TO OPERATE AS A USED CAR DEALER - DOLLAR
RENT-A-CAR SYSTEMS, rNC., 1815 BAYSHORE HIGHVIAY
City Planner explained that this organization had received a specialpermit to operate at Lhe Councj-l neeting of April 7,1980. Thespecial permit carried five conditions, one of which vras that a usedauto dealer's license be obtained from the City. This is the purposeof the hearing.

2. HEARING TO CONSIDER REVOCATIO}J OF ENTERTAIN}iEI.IT PEF}ITT TIELD BY
QUESTION MARK DISCO, 1316 BROADWAY
City Attorney reviewed his memo of May 15, 1980 which detailed pasta/cti-ons on this disco and present problems, one of which is appealfrom Sonnyrs Restaurant alleging noise and harassrnent. He spoke ofdiscussion with no positive results with Sonny's, the owner of tl'rebuilding, and the Question Disco. Memo of May 14, 1980 from Chief ofPolice noted recent increase in large groups of juveniles whioh re-quire police time and manpower. He suggested the operators poli-cethe exterior of their establishment. Memo attached police activityreport at disco from Services Bureau, ar:d coimlents froin comirtander ofpatrol and traffic divisions and three watch commanders.

Mr. Sonny Martin, owner of Sonnyrs Restaurant, 1318 Broadway,
adclressed Council at length, speaking of his large investmerrt inhis first restaurant and loss of patrons because of disco noise andsolicitation of customers by street youths selling drugs. He noted

Mr. Phil Newman, owner of Broadway Pharmacy, 1300 Broadway,
addressed Council, speaking of damage to his store, graffiti
and large gatherings of youths reportedly attracted to the disco
which necessitated activity of police officers. He suggested
disco owners supply addj-tional policing.
Mr. James Carrasco, owner of Question Disco, addressed Council.
Some of his comments: Before Sonnyrs had opened he had told the
owner there would be a problem of sound from the disco, but the
restaurant owner had not consid-ered it would be serious. The
Question Disco, open only on Friday and Saturday nights, had
voluntarily changed its opening hours from 7:00 P.M. to 8:00 P.01.,after restaurant closj-ng time. Graffiti is prevalent in other

Ms. Terry Doane, managier of Question Disco, refuted some instances
in police report, and noted successful efforLs to keep young people
well controlled in the establishment. She stated the majority were
wel-l-behaved and cooperative. She introduced following employees
who addressed Council:
Lorraine Dennis, Cashier Teenagers are checked when they enter;
do not have illegaI material with them; employees are concerned
with sj-tuation outside and try to keep other youths moving. People
who come out of the disco must pay to come back in not likely to
be group loitering in street.
Frank Jones, Doorman - Confirmed he went out and moved people
who were not coming to di-sco.
Kenneth Graber, Music Director Spoke of soundproofing disco,voluntary delaying of opening from 7:00 to 8:00 P.M. and promised
music could be held down even more until busy times of 10:30 11:00
P.M.

attractive nuisance that caused police problems, and suggested the
only way to eliminate problems would be to eliminate the attraction.
Councilman Crosby stated his reluctance to stop anyone's business,
but thought the City had tried everything to help the disco and
there was not enought potrice manpower to put so many in this area.
Councilwoman Barton moved entertainment permit for Question Disco
be revoked, second. by Councj-lman Amstrup, carried unanimously on
