Mayor Amstrup announced consideration of this item.out of agenda
order because many people in audience wished to discuss it.
Correspondence protesting proposed instaltation of picnic tables,
benches, and barbecues in NE corner of park had been recej-ved
from following:

and petition dated 4/5/80 from 79 residents of the neighborhood.
Main complaints of people opposing park improvements were:
This will become area for drinking, drug abuse, and other in-
appropriate behaviors; area would be a nuisance, creating noise,
litter and harassment to the neighborhood; parking would be congested
on abut.ting residentiel streetsi area inaccessible to police patrol
and too far from restroom facility; neighborhood had not been in-
formed by City of these specific plans for the park. Picnic area
would be much better: placed .near Carolan. The following, people
spoke to these concerns:
Phyllis Whiteside, 732 Vernon Way; George Parker, 733 Lexingtont
and Marjorie Truitt, 737 Lexington'
Letter of April 3, f 980 f rom Park Director to Mr. & Mrs. i''Thiteside
reported on this unimproved sector of the park, discussing concerns
of parking, delinquency, policing and benefits of improvement.
Letter stated: "The planned improvements in this sector have been
on the Park and Recreation Commission priority list for many. y9ars
awaiting funding. The concept of landscaping, lighting, pavj-ng,
seating and picnicing has been discussed and approved at Park &
Recreation Commission meetings, open to the public and reported by
the newspapers. . .Application for state funding was approved
by the City Council. The city's application had to meet the
ciiteria of the state funding program which included picnic facili-
ties. . "
Mayor Amstrup informed audience that work on the project has been
stopped.
In response to Council questions, Park Director reported that
conceptual plans had been approved by Park and Recreation Commission.

and for a 16 SF logo on Kee Joon Buiiding at 433 Airport Bouievard.
He noted that if t-hese loges v?ere one story l-ov:er they could. be

Councilwoman Barton moved this special permit be granted
subject to five conditions:
1. that the permit to sel] used vehicles be approved to Dol1ar
Rent-A-Car, and be nontran s ferabl e;
2. that a used auto dealer's license be obtained from the City
prior to this display or sale of any vehicles;

This request letter from Browning-Ferris Industries dated March24, 1980 asked for an increase of 232 in the existing rates. City
Manager reported that the finance directors of County cities areforming a comm.ittee to analyze this matter and will report further.

Memo of April 2, 1980 from Citlz Clerk transmitted application from
C.B. Charles Galleries for an auction permit at the Hyatt House,
Saturday, May 17, 1980. It was noted the police department foundnothing derogatory on this firm, and that there had been previous
successful auctions in 1973, 1978 and 1979.

Memo of 3/25/80 from Director of Pub1ic Works attached report from
State Water Resources Control Board. on this study. Director ofPublic Works ca11ed attentibn to oroposed. method of funding whichwill involve charging Iocal dischargers into the Bay, i.e. Cityof Burlingame, even though economic feasibility of improving
discharges has reached a point of guestion.
Council agreed City Manager should write letter of objection tothis type of funding for the study.
2. FIRE ALARM SYSTEM
Memo from City Manager dated April 3, 1980 attached documentationto date on the subject of removal of fire alarm boxes. Council
agreed to discuss further at next study meeting and that certaininterested citizens should be notified of this discussion date.

Avenue, spoke against the proposed system of buying parking permits
for $30.00 a month on Parking Lot H: Douglas Craig, John Walter,
Howard Johnson, Cathy Duffield, Nancy Robinson.
Council responded that this is a test program for

FROM THE FLOOR
LABOR NEGOTIATIONS
Mr. George Popyack, union spokesman, AFSCME, asked that the citybegin serious consideration in the present labor dispute and re-
sume negotiations. He told Council present strike is more to thepoint of city poricies than to monetary demands. He cited suchinstances as lack of a coordinated, definitive personnel policywith equal applications; ambiguity of grievance procedure inapplication and form; and City's unilateral adoption of last con-tract.
Mayor Amstrup informed Mr. Popyack that such matters are bestresolved by the negotj-ation procedure.
