BURIINGAME CITY COUNCIL
SPECIAL MEETING
December 21, 1981
Mayor Victor Mangini convened. a Special Meeting of the BurlingameCity Council in Conference Room A, City HalI, dt 7:35 p.m. onMonday, December 2L, 1981.
PRESENT: COUNCIL MEMBERS : AMSTRUP, BARTON, CROSBY, MANGINI , I,IARTIN

Mayor Mangini explained that the puroose of this special meetingwas to choose an architect for the police station.
Council members discussed with Consultant Kahl the merits of thetwo architects.
councilman crosby moved that paul Gumbinger & Associates beawarded the contract as architect for the police station, seconded.by Councilwoman Barton, carried unanimously.
The meeting was adjourned at 8220 p.m.

CALL TO ORDER
A regular meeting of the Burlingame City Council was held on theabove date in the City Hall Council Chambers. Meeting was calledto order at 8:35 p.m. by Mayor Victor A. Mangini.

COUNCIL MEMBERS PRESENT: AMSTRUP, BARTON, CROSBY, MANGINI, MARTIN
COTINCIL MEMBERS ABSENT: NONE
Mayor Mangi-ni announced that the new City Manager would be thecity's Finance Director, Dennis Argyres.

Minutes of the special meeting of November 24, the regular meetingof December 7 and the study meeting of December 9r 1981 were approved
and adopted.
HEARING - SECOND READING - ORDINANCE NO. I2I9 ''ORDINANCE
CONSOLIDATING GENERAL MUN ICIPAL ELECTION I,trITH SCHOOL BOARD ELECTIONS,'
City Attorney explained that the County Board of Supervisors had
turned down ordinances to consolidate elections which had been
presented by several cities. The City of Daly City has filed

suit contesting the action of the Board of Supervisors and a hearing
v7i11 be held on January 4, 1982. City Attorney explained that thecouncil has a choice of three actions: 1) cancel the hearing and
continue until after the January 4 hearing; 2) hold the hearing but
postpone action until after January 4 or; 3) take action.
Mayor Mangini opened the public hearing.
Victoria Jacobs, 2955 Argue11o, addressed the council in oppositionto the ordinance. She objected strenuously to elected official-svoting to extend their terms.
Christine Casolon, l-304 Bernal, addressed the council in oppositionto the ordinance. She objected to extending terms for 18 months;
she was not assured that there would be a savings to the city; and
she felt there could be a legaI problem with consolidation.
Jim Murray, 737 Farringdon, addressed the council in opposition tothe ordinance. He objected to extendj-nq the terms of council members
and felt that this issue shoufd be brought before the electorate.

Councilwoman Barton stated that she would rather run for reelection

whether people who spoke in opposition were backing a future

Councilman Crosby stated that, eventually, terms woul-d have to be
extended in any consolidation.
Councilman Martin stated that it was unfortunate that the l-egislature
had not acted upon thisi and that the Board of Supervisors did not
want to be involved. He agreed with the League of Women Voters'view
that it woutd be more appropriate for city council elections to beheld in November rather than April to give newly elected officers aperiod of training in the budgetary process.
Mayor Mangini stated that he felt the legislature should have madethis decision, rather than leaving it to Boards of Supervisors. He
stated that the ultimate goal of consolidation is to increase voterparticipation and savings to cities and school districts.
Councilman Amstrup moved that the council refuse adoption of this
Ordinance 1219, Councilwoman Barton seconded because she felt it
wrong to extend her term. The motion failed on a ro11 call vote,
Amstrup and Barton voting aye, Crosby, Mangini and Martin voting no.
Councilman Crosby moved that Ordinance l-219 be adopted, seconded by
Councilman Martin. The motion carried on a roII call vote, Crosby,
Mangini and Martin voting alze, Amstrup and Barton voting no.
Mayor Mangini introduced the new recording secretary, Judy Malfatti.

2. CITY MANAGER - PURCHAS ING WATER METERS
City Manager's memo of 12/21/81 recommended the purchase of water
meters from Rockwell International. City Manager explained that
it was unfortunate that the bid request had not been more specific.
The city received bids from Rockwell for al-I bronze meters and
from Neptune for bronze and plastic meters. The city had determined
that alt bronze meters would be best.
City Attorney expressed concern about the many cotnmunications re-
ceived regarding the water meters. He was also concerned about
litigation and recommended that the council throw out the bids and
call for rebids with cfean specifications.

be rejected, seconded by Councilwoman Barton.
By roll- call vote, the motion to reject the bids carried, Barton,
Ciosby, Mangini and Martin voting aye, Amstrup abstaining-

unanimous }y .
David Keyston, Anza Shareholders' Liquidating Trust, addressed the
council regarding the procedures. Procedure No. 5 would be practical
as additional road improvements are planned and scheduled because it
may take from two to four years between the time an application comes
in and the time general traffic impacts the road. He suggested the
councif might not want to place a project at the end of the line
as recommended in Procedure No. 10. He comented that the developer
is planning a phased development and will install less than half of
the proposed project in the first phase.
City Planner agreed that the comments regarding Procedure No' 10
are vali-d, she suggested that the latter part of that sentence be
deteted beginning with "wil1 1ose...", that the project will just
lose its allocation and remain in the pending file to be reviewed.
Roger oser, Owen Corporation, addressed the council as a representa-
tive of the developer. He declared that the developer's position
is that these new procedures should not be retroactive to any
projects that were applied for prior to adoption of the procedures.
City Planner explained that the developer was told at the time of
application that the application was preliminary based upon review
by the Public works Director for traffic capacity. The review took
place and the developer was notified that the application was pre-
liminary because there was no traffic capacity for the project.

City Clerk's memo dafed, 12/17/81 regarding consolidation ofelection and reviewing procedures that need approval if thecouncil has an election in Apri1. City Clerk explained thatthere are certain restrictions, rules and regulations that must
be observed. In the past, the city has (1) limited candidaters
statement to 200 words; (2) required candidates to pay handfinq
and printing costsi and (3) not allowed supplementaL materials to
