City Elanner reviewed his detailed staff memo of 12/15/80 with attach- ments which outlined progress through the Planning Commission ofthis application for a church without 47 on-site parking spaces requi-red by code. Planning Commission had aoproved special permit required for church in R-l zone and special perm.it for height of more than 35', but had denied oarking varj-ance. City Planner suggested Council discuss lega1 requirements for variance, church basement parkj-ng, other parking alternatives, adequacy of on-streetparking, coordination of parking with other churches, rights of adjacent property owners. Letter of Decernber 10, 1980 from the Reverend John T. Cahoon,Jr., Rector of Christ Church, gave additional data regarding currentparking conditions at Fairfield location and at temporary location of church. Letter of L2/B/8A from Audrey M. Tiernan, 2960 Van Sansul Avenue, San Jose, urged Council approval- of variance. Mayor l.tartin opened public hearing. The Reverend John T. Cahoon Jr. spoke to the four conditions for a variance, justifying their satisfaction by the aoplication. AltonSchick, 434 Fairfax, San Mateo, member of the congreqation, showed slides illustrating the current satisfactory on-street parking in the neighborhood of the Trinity Lutheran Church, present meeting site of the congregation, and ample vacant areas in the Fairfield area on SundalT morirings. Douqlas Gray, attorney for the church, 1450 Chapin, discussed unusual shape of properLy, making it impractical for other con- struction; value of church to neighborhood; and plans to lease parking from McKinley School. This lease would be contingent upon Council approval of variance. Thelma Battaglia, 937 Chula Vista, owner of the property, urged Councj-1 approval because of difficulty of selling this irregularly shaped lot and its neighborhood use as a debris collector. BO-BO ''RESOLUTTON GRANTTNG VARIANCE ]NTERTELEPHON PROJECT Mayor Martin vacated the dais because of possible conflict ofinterest, and this discussion was directed by Vice-Mayor Mangini. Same letter stated that James Fehlhaber had completed a partial term on Traffic, Safety & Parking Commission and is novr eligible for appoint- ment to his first three-year term.
