Mayor Mangini announced retirement of Bernice Geralds, Secretaryto City Council, and voiced appreciation for years of service.

Finance Director explained purpose of this ordinance as aof a technical loophole in existence for some time which
necessitated exemption by hotels of governmental per diem

Mayor Mangini opened public hearing. There was no audience re-
sponse and hearing was declared closed.
Ordinance No. 1215 passed its second. reading and was adopted on
motion of Councilman Crosby, second by Councilman Amstrup, carried
on unanimous ro11 call vote.

Ordinance No. 121-7 passed its second reading and was adopted on
motion of Councilman Martin, second by Councilman Crosby, carried

HEARING - BCDC ANZA AREA GUIDELINES
City Planner reviewed her staff report of 'L2/7/81 regarding pro-
posed BCDC Guidelines. She reported that the Planning Commission
had held a public hearing on ll/23/81 on these guidelines which
contained some revisions, noted in staff report of 77/23/81 , and
recommended they be forwarded to City Council for review with the
seven staff recommendations as specified in staff report of
17/23/8L. BCDC asked that City Council hold a public hearing and
adopt a resolution recommend.ing BCDC Commission action on the
guidelines and indicating a willingness to coordinate and cooperate
in the implementation of these guidelines.
City Planner noted staff concerns also contained in her report of
lL/23/8L, suggesting that parkj-ng might be allowed in 50' setback
from State Parcel l-; and suggesting revisions in the wording of
item regarding fiII.
Mayor Mangini opened public hearing.
David Keyston, Anza pacific Liquidating Trust' addressed Council.
He voiced appreciation of City efforts in improving guidelines,

1. CITY MANAGER - IMPROVED TELEPHONE BOOTHS
City Manager's memo ot I2/2/81 attached detailed report from
Chairman, Library Board of Trustees, containing data on shared
automated circutation system together with its advantages and
disadvantages, and recommending Council approve resolution for
Burlingame Publ-ic Library to participate with seven other
peninsul-a libraries. Report noted Council had approved $100,000
in this year's Capital Improvement Budget for this project fron
Revenue Sharing Funds, with another $50,000 requested for con-
version costs in 1982-83.

Report of 72/2/81 from Pubfic Works Director outlined Pacific

Telephoners proposal to upgrade existing public phones andinstall additional booths at no cost to the City. He gavelocations of phones to be upgraded, and detailed work to be
done .
City Ivlanager reviewed this report, and recommended that
Council- issue revocabl-e permit to Pacific Telephone for
work .

Finance Director's memo ot 12/2/81 explained that AB189, nowappficable to San Mateo County reguires a surcharge of 91.50for all- parking citations to go toward County jail facilities.
He recorunended certain changes in bail so that County can bepaid for their surcharge with litt1e or no change in City
revenues, and attached a proposed bail schedule.
City Manager explained fees in detaj-l and recommended revisedbail schedule be adopted for Burlingame.
Councif discussed briefly.
Councilman Martin moved that revised bail schedule be adoptedfor Burlingame, second by Councilman Crosby, carried unanimously.

FOR GENERAL PLAN
City Plannerrs memo of 12/7/81 reported Planning Commissionrs
recommendation that hearing requests for General Plan amendments
be scheduled for March, August, and November of each year. Council
had no objections to this schedule.

UNFINISHED BUSINESS
Council-man Crosby questioned status of cable television in-
stallation in Burlingame. Richard Graham, manager of Pacific
Cable, reported that preliminary installation is on schedule,that receiving antenna has been set, that approximately 15 miles
of wire has been strung on utility poles in older areas in town,
but that underground installation has not yet been started. He
noted present remote control device cannot be used with cable
television, and his company engineer explained limitations of
video recorders.

COMMISSION VACANCIES
Mayor Mangini announced his and Councilman Martinrs candidate
for this board as Lee Provin. Council had no objections, and
Mr. Provj-n's appointment was conf j-rmed.
Beauti-fication and Civil Service Commission
Councifwoman Barton announced her and Councilman Crosby's candi-
date for Beautificatj-on Commission as Arthur F. Carbon, and for
Civil Service Commission as Clara Crook. Council had no ob-'jectj-ons, and these candidates were confirmed in their commissions.
City Manager reported Larry Putman was willing to serve another
term in the Civil Service Commission, and this appointment was
also confirmed by Council.

Planninq Commission
Planning Commission candidates Nannette Giomi, Lage Andersen,
Thomas Sine, Heather Sterner were interviewed by Council inthe areas of knowledge of the General plan and Hous j-ng Element,attitude toward R-1 zoning, housing on the Bayfront, downtownparking, and other concerns.
After deliberation Council voted as follows for appointmentof Planning Commissioner:
Councilman Amstrup - Giomi; Councilwoman Barton - Sterner;
Councilman Crosby - Andersen; Council-man Martin - Giomi;
Malyo r Mangini - Giomi.
Mayor Mangini thanked candidates who had appeared, and statedapplications would remain on file. Councilwoman Barton afsorequested remaining candidates put their applications in again.
