Memo of November '7, 1980 from Park Director explained that of the
two bids received low bid was $30,600, higher than his estimate.
However, he recommended either acceptance of this bid as realistic
in view of escalating prices; or reduction of number of trees
trimmed from 170 to L20 and a rebid. In addressing Council he
pointed out the urgent time fram.e, requiring comnletion of pruning
before the first of Apri1, 19BI; the lack of bidders because of
much tree work in the area; and the fact that bid cost rvould be
$180 per tree to prune, but if a tree is lost it costs approximately
$1,000 to remove and another possible $800 for best nursery re-
placement, including cost of 1abor.
Council briefly discussed the value of the trees vs. the increased
cost of the contract.

City Planner reviewed his staff report of November 12,1980 which
detailed the conditions of this special permit granted November 5,
1980 with seven conditions, and their satisfaction by the appli-
cants. He noted school had been in operation for a year with no
problems observed. He recornmended no further aciion on this permit.
Mayor Martin observed that if Council took no action, the permit
would be continued. There were no objections from Council-

Beautification Commission - Mayor Martin announced that a committee
composed of Councilwoman Barton and Mayor }{artin had recommended
the following for this commission: Allan Levy, Nita V. Perry,
Mildred Hagslrom. Councilman Crosby moved these people be appointed,
second by Councilman Mangini carried unanimously.
Traffj-c, Safetv, Parking Commission - Mayor l4artin announced
Councilmen l,tangini and Crosblz had recommended the following arrplicants
for this commission: Don Cappa, Judy Johnson, Harry Lehrfeld.
Councilman Amstrup moved these people be aopointed, second by Council-
man Mangiini, carried unanimously.

REVIEW OF SPECfAL PERMIT
Mayor Martin proclaimed the week of November 16 through 22,1980
as "Teen Challenge Week. "
OLD BUSINESS
Councilman Amstrup thanked staff for thej-r efforts in seeing that
Burlingame Plaza is cleaned up, adding that California Teachers
Associition is pleased. Uayoi Martin noted that some construction
companies had also cleaned up their debris.

APPROVALS
WARRANTS
Warrant Nos. 7L46 through 7393, duly audited, in the amount of
$753 ,739.17 were aporoved for pavment on motion of Councilman
Crosbv second by Councilman Manqini, carried unanimously.
PAYROLL
Payroll for October, 1980, Check Nos. 21535 through 22L54, in the
amount of $488,673.90 approved for payment on motion of Council-
man Crosby, second by Councilman Mangini, carried unanimously.
270 ROOM ADDITION TO SHERATON HOTEL LEASE AND PARKING VARIANCE
Mayor Martin, because of a possible conflict of interest,
meeting over to Vice-Mayor M.anoini for discussion of this

item.
City Attorney reviewed process of these agreements, final aporoval
of which was made by the State Lands Commission on November 20, L979.
Approval of lease and variance had been made by the City in July of
1979. In the interim Sheraton and Raiser Construction have been
concerned vrith technical changes, delalzed for a long r:eriod by
Sheraton. Thev have now been resolved and incoroorated in the
agreem-ent. Original asreements expire November 20, 1980, and City
Attorney asked for immediate Council resolution of the aqreements
so that Sheraton may have them before thev qet building permit. He
noted nermit has been acplied for and olans checked.
City Attorney reviewed four chanqes to the agreement concerning
rental payment, revision of indemnity and insurance provisions,
clarification concernj-ng damage to oarking 1ot, and change in
construction dates on variance agreement. City Attorney stated
he had no problem with these changes and requested Council acproval
of agreement.
After some Council discussion, Councilman Crosby moved changes in
the agreements for lease and for Sheraton parking variance be
approved, second by Councilman Mangini, carried on unanimous ro11
call vote.
