Meeting was to order at 8:00 P.M. by Mayor vj-ctor A. Mangini. TINGA FA.MILY AMUSEMENT CENTER 216 CALIFORNIA Police Chief reviewed Pol-ice Services Bureau report of 9/22/81 which summarized type of operation, its focation on California next to Arata Pontiac and in the area of Rodeo west and Goldies Saloon, and concerns of neighboring business about vandalism. Police Depart- ment concerns were its proximity to BurLingame High School, its cfoseness to two bars, possible traffic and parking problems. Police Chief added hours of operation from 10 A.M. to l0 P.M. and itspossible effect on school attendance were other considerations. Willis Unga, 26I Duck Court, Foster City, addressed Council and reviewed his proposal. He said his operation woufd be a family en- tertainment center with electronj-c games area, sit down game center, competitive game area, and refreshment area. Attendance is aimed at young people 17 and under who will be admitted on a membership onlybasis. He reviewed his membership concept which involves approvalby parents and cooperation as to school attendance by school officials.His premise was that young people 17 and under need a place for entertainment, whereas those over that age are more seff-sufficient and also would create more of a problem. He stated he had talked toArata Pontiac and had satisfied their concerni and he had alsotalked to the Chief of Police. He noted there woul-d be two adultsupervisors in attendance at alI times. Mr. Raiser set forththe confusion caused by the change of Bayview P1ace, where hisproperty is located, to Anza Pacific Place; the fact that AnzaPacific Place will intersect with the proposed Anza Boulevard whereit crosses Airport Boulevard. He proposed, for purpose of clarity,that Anza Pacific Place be changed to "Anza Boulevard" a1so. Councj-lman Martin withdrew from the discussion because of possible conflict of interest. City }lanager recornmended that Mr. Raiser's suggestion be fo11owed, and Director of Public Works also agreed it would be desirable to have the name "Anza Boulevard" from the freeway to the lagoon. He noted this would require a public hearing and notification of all property holders on Anza Pacific P1ace.I Council discussed and agreed that from the lagoon to Highway 101. the name should be "Artza Boulevard" Mayor Mangini requested that City Attorney draw up necessary legis- lati-on. 3. City Planner, 10/\5/81,request by Don Woolfe City Planner's memo transmitted request by Don Woolfe to discuss at study sessj-on suitability of a hotel,/corporate center project on north side of proposed connectj-on between Airport Boulevard and Hiqhway 101. Council had no objections, and City Manager was requested to so notify Mr. Woolfe. CORRESPONDENCE 1 Board of increase Supervisors, San Mateo in gas tax County, l0/14/Bl re SB215, Letter of L0/14/BL from John M. Ward, Chairman, San Mateo County Board of Supervisors, requested indication from City Council of support or opposition to SB215. Formal action must be taken by Boards of Supervisors by November 15, 1981 with supportive re- sol-utions required for the measure to become operative. Councilman Martin explained provisions of the bill whi:ch calls for increase of 2+ per gaIlon on gas tax, to be eventually returned for City and County financing of transportation improvements. T]NFINISHED BUSINESS 1. by Reque s t Planninq from Sait Kilki to Waive Time Limit to Appeal Denial Commi-ss ion Letter of 10/1/87 from Saj-t Kilki was relative to denial of permit by Planning Commission at a meeting at which he was represented by his contractor. He protested he did not realize there was a time limit in which to appeal the decision and requested Counci,l to a11ow him an appeal hearing. Staff reporl ot 70/L9/ 81 from City Planner and City Attorney reported on action of Planning Commission on 9/14/8I and attached minutes of meeting, letter to Mr. Kilki of 9/22/81 , and a transcript of tape of meeting which indicated Mr. xilki's representative was informed of appeal procedure. Report specified Council, options of granting an appeal hearing, denial of appeal , or denial without prejudice. Councilwoman Barton moved that Mr. Kilki be granted an appeal hearing, second by Councilman Crosby, carried unanimously by members present. Mayor Mangini set hearing date for meeting of Novemger 2, staff discretion to postpone if agenda j-s too heavy. f9 8f with NEW BUS INESS LEAGUE OF CALIFORNIA CITIES CONFERENCE Councilman Martin reported on League meeting of 10,/19/81 withparticular reqard to League resolutions under consideration. He noted two which had not been incfuded in prior Council i.nformation: l-. State must pay cities for expenses resulting from State legislated mandates. 2. PAYROLL Payroll for September, 1981, Check Nos. 28672-29293 in the amount of $450 ,025.31 was approved for payment on motion of Councilman Crosby, second by Councilwoman Barton, carried by unanimous vote of members present.
