The minutes of the special meeting of September L9, the special
meeting of September 23, the regular meetinq of October 6, and
the study meeting of October 8, 1980 were approved and adopted.

Vice-Mayor Mangini read in fuI1 letter of September 29, 1980
from Jeremiah T. l4urnane, Jr., 50 Hillside Avenue, Ca1dwe11, New
Jersey commending Robert Mallamo for his honestv and courtesy in
connection with the loss of Mr. Murnane's valuable personal be-

Three of preferred size would be $1r828.50. Endorsement of

contingency funds and $20,400 transfer as aqreed at study meeting
for pruning to combat Dutch elm disease.

By his memo of October 16,1980 City Manager transmitted his
suggested request for pronosals for consultants to evaluate per-
sonnel functioning in the City and suggest needed improvements.

\rice-Mayor Mangini set date of public hearing for this ordinance
at Council meeting of November 3, 1980.
Councilwoman Barton noted receipt of letter of October 9, 1980 from
"senior Citizens of North Park Apartments" protesting the proposed
conversion of North Park Apartments into condos, and suggested the
importance of this ordinance hearing to them.
Councilman Crosby moved approval of consent calendar, second by
Councilwoman Barton, carried on unanimous vote.
WAGE NEGOTIAT]ONS
Vice-Mayor Mangini announced that settlement had been reached in
executive session with following groups: Public Service Employees
Association (MOU); Department Heads; City Manager; Citv Attorney;
Police Chief's Secretary and Matron; and Administrative Aide to
City Manager.
APPROVALS
WARRANTS
Warrant Nos. 6850 through 7L45, duly audited, in the amount of
$1r053,235.52 were approved for payment on motion of Councilman
Crosby, second by Councilman Amstruo, carried unanimously.
PAYROLL
Payroll for September, 1980, Check Nos. 20923 through 21534, in
the amount of $402 t577.52 aoproved for oayment on motion of
Councilman Crosby, second by Councilman Amstrup, carried unani-
mously.

UNFINISHED BUSINESS
PLANNING COMMISSION
Councilwoman Barton reported that she and Councilman Crosby had
been interviewing candidates for vacancj-es due on the Planning
Commj-ssion in March. They had decided upon William Garcia and
Robert Leahy and suggested that they be appointed immedJ-ate1y so
that they could become acquainted with Commission work by attending
meetings starting now.
Vice-I,Iayor Mangini announced appointment of Messrs. Garcia and
Leahy to the Planning Commission in March of 1980. He reminded
Councilmen of their roles in reviewing candidates for various
commissions with request that City Managrerrs office be notified
when decision had been reached.
NEW BUSINESS
S.P. DEPOT
Councilman Amstrup noted recent newspaper publicity about deterior-
ation of S.P. station at Burlingame Avenue. He requested that staff
contact S.P., Caltrans and Samtrans to see if this situation could
be resolved. He also reguested that Samtrans be contacted re
vandalism at bus shelter on El Camino Real and Ray Drive. \zice-I4ayor
Mangini directed City Manager to write these organizations.

Councilman Amstrup deplored degree of party partisanship of both12th District Congressman and Speaker of the House as reportedin recent neidspaper articles concerning their appearances in the
County.
SIDEWALK BLOCKAGE
In response to question from Councilwoman Barton, Director ofPublic Works confirmed that sidewalk and street repairs would notbe allowed on Primrose and Chapin near Burlingame Avenue duringthe season from Thanksgiving to Christmas.
In response to Councilman Crosby, he stated that additional street
sweeper would be on duty during forthcoming heavy leaf season.
APPEAL
Mrs. Nan Fleming, 2816 Easton Drive, appealed the recent planninq
Comniss j.on approval of Special Permit to a1lo$, the Chinese BibleEvangel, Inc. to operate a church and bible college at Hoover School,
2220 Summit Drive. Public hearing on appeal was set for the Council-
meeting of November 3, 1980.
PARK AND RECREATION AND BEAUTIFICATION COMMISSION
Councilman Amstrup noted conflict of Council's joint meeting with
these commissions on November 1, 1980 and the JAPAC meeting withCouncil. It was decided that the joint meeting with the tr,ro
commissions would be held later in the month.
