A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING ACCEPTANCE OF A GRANT AWARD FOR A BROADWAY
SPECIFIC PLAN FROM THE METROPOLITAN TRANSPORTATION COMMISSION
(MTC) AND ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG) ONE BAY
AREA GRANT PROGRAM SECOND ROUND (OBAG 2) PRIORITY DEVELOPMENT
AREAS (PDA) PLANNING GRANT PROGRAM
WHEREAS, in December 2020, MTC/ABAG staff released a joint Call for Letters of
Interest for PDA Planning and Technical Assistance Grants and Regional Early Action Planning
(REAP) grants to be funded through the One Bay Area Grant Program Second Round (OBAG
2); and
WHEREAS, the City of Burlingame (herein referred to as APPLICANT) submitted a
Priority Development Area (PDA) Planning Grant application to MTC/ABAG for funding to
prepare a specific plan for the Broadway area of Burlingame;
WHEREAS, grant proposals were evaluated using objective criteria that included:
location within a Community of Concern; implementation of Plan Bay Area 2050, particularly
transportation and housing strategies; support for housing production at all income levels; and
protection of existing PDA residents at risk of displacement; and
WHEREAS, awards recommended by MTC/ABAG staff include comprehensive plans,
such as specific plans, for 12 unplanned PDAs established before 2019 collectively anticipated
to add capacity for 75,000 new homes at all income levels in a diverse set of transit -rich places
ranging from Communities of Concern to High Resource Areas; and
WHEREAS, the ABAG/MTC staff recommendation includes a $400,000 Priority
Development Area (PDA) Planning Grant to fund the Broadway Specific Plan proposal; and
WHEREAS, comprehensive planning for the Broadway commercial district and
neighboring residential areas has been a longstanding goal for the City; and
WHEREAS, General Plan Implementation Program IP-3 stipulates that specific plans
should be developed to align with the guiding principles, goals, and policies of the updated
General Plan, and that a specific plan for Broadway should be prioritized; and
WHEREAS, the PDA Planning Gant Application submitted by the Applicant highlighted
the significance of the Broadway Caltrain station returning to full service with the CalMod
electrification project, the need to conduct planning in conjunction with the grade separation
project, and the needs for an economic development strategy and a district -wide parking
strategy.

NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of
Burlingame accepts the MTCIABAG OBAG 2 PDA Planning Grant to fund the Broadway
Specific Plan.
