RESOLUTION NO. 057-2021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AWARDING A CONSTRUCTION CONTRACT TO J.J.R. CONSTRUCTION, INC. FOR
THE HOOVER SCHOOL AREA SIDEWALK IMPROVEMENTS ON SUMMIT DRIVE,
AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT
CITY PROJECT NO. 84490
FEDERAL AID PROJECT NO. CML-5171(022)
WHEREAS, on April 1, 2021, the City issued notice inviting bid proposals for the Hoover
School Area Sidewalk Improvements on Summit Drive, City Project No. 84490, Federal Aid
Project No. CML-5171(022); and
WHEREAS, on April 27, 2021, seven bid proposals were received and opened before the
City Clerk and representatives of the Public Works Department; and
WHEREAS, J.J.R. Construction, Inc. submitted the lowest responsible bid for the job in
the amount of $192,480.
NOW, THEREFORE, be it RESOLVED, and it is hereby ORDERED, that the Plans and
Specifications, including all addenda, are approved and adopted; and
BE IT FURTHER RESOLVED that the bid of J.J.R. Construction, Inc. for said project in
the amount of $192,480, and the same hereby is accepted; and
BE IT FURTHER RESOLVED THERETO that a contract be entered into between the
successful bidder hereinabove referred to and the City of Burlingame for the performance of said
work, and that the City Manager be, and hereby is, authorized for and on behalf of the City of
Burlingame to execute said contract and to approve the faithful performance bond and the labor
materials bond required to be furnished by the contractor.

BROADWAY SPECIFIC PLAN GRANT SUBMITTAL SUMMARY
Broadway is one Burlingame's commercial destinations in the city and is served by the
Broadway Caltrain station. Currently the Broadway station has limited service (weekends only)
but regular daily service is anticipated to restored with the Caltrain CalMod electrification
project. The City has also been pursuing a grade separation project for the existing at -grade
railroad crossing, which promises to have implications on land use and circulation in the
neighborhood.
The Broadway commercial district is surrounded by residential neighborhoods with "duplex" (R-
2) and medium -density (R-3) zoning. As such, there is the possibility to accommodate additional
housing both within the commercial district as well as the surrounding residential blocks. This
can include "missing middle" housing, which could be accommodated through smaller -scale infill
developments that can fit within the context of the existing neighborhoods.
Broadway is within the city's PDA. The City's General Plan, adopted in 2019, addresses
Broadway, and notably restored housing as an allowed use within the commercial district (it was
not allowed under the previous zoning and General Plan). The new vision for Broadway is to
encourage residential development on upper floors along the Broadway frontage to bring
additional people and vitality to the district, and to take advantage of the increased
transportation service offered by the upgraded Caltrain station.
While the General Plan addresses Broadway in terms of goals and policies, the next step is to
articulate the vision with a specific plan. In order for Broadway to become a functional transit -
oriented neighborhood, the specific plan would not only focus on land use and development
standards, but also economic development. For Broadway to be successful, it needs to be
economically viable, with businesses that are responsive to the needs of a local resident
population. Given the changes in retail commerce (both prior to the pandemic and since), there
is interest in determining what type of commercial uses can be viable in a neighborhood -serving
district such as Broadway.
There is also a need to create a district -wide parking strategy, so that individual projects are not
burdened with needing to provide parking on -site. While there are existing city -owned parking
lots in the commercial district, there is not a parking district or other mechanism that would
relieve projects from providing on -site parking. This has inhibited transit -oriented infill
development, as many properties are too small to accommodate parking on site.
The objective is to develop a specific plan that can poise Broadway to become an economically -
viable transit -oriented neighborhood, with policies and standards that can accommodate
additional housing and sustainable, infill development.
