Meeting was called Mavor Martin . ROLL CALL AfI Council members were present. STAFF PRESENT: Cit y Attorney Coleman, Director Public Works Kirkup,City Engineer Erbacher.and City Manager Schwalm. Mayor Martin announced. the meeting was cal1ed to consider aesthetic impacts and possible modifications of the new metal building at the I^Tastewater Treatment Plant. He reported that Council received oro-tests from land owners and tenants in the Anza area who consideithe building contrary to the cityrs declared position on metaL structures. Ralph Kirkup informed the Council he was aware of their concerns and had spent some time attempting to find a solution. He reminded Council that the project was funded by Federal and State grants andthat Burl-ingamers share of the grants is, in turn, shared with the City of Mi1lbrae, based on established formulas. Any improvements Burlingame undertakes to mitigate an aesthetic condition wj-11 not be grant eligib]e. Furthermore, the City of Miflbrae probably would not elect to participate in such an expenditure. Mr. Kirkup discussed current status of construction and problems the contractor may encounter should a "Change Order" occur. It was pointed out that the building could be moved to a less promj-nent site, but to reproduce that which currently exists would cost over $320,000. Regradinq, extended plumbing and much extra paving would add significantly to relocation costs. He said that the existing building in its present location can be modified. Following a period of Council discussion on possible mitigation measures, and comments from David Keyston, Lee Esiner, of Blunk & Associates, and Thomas W. Sine, the meeting adjourned at 6:30 P.M. with directions to staff to solicit proposals for aesthetic im- provements to the building and to authorize the contractor to com-plete all of the work of his contract.
