The minutes of the regular meeting of August meeting of August 20, 1980 were aoproved and special CONSIDERATION To BID AT^7ARD - 1980 PROJECT #016 I{ASHTNGTON PARK IMPROVEMENT Director of Public Works reviewed this oroject, previously apnrovedby Council, which involves landscapirg, oathways, and other work in one area of Washington Park. In response to question from Council- man AmstEUp, he agreed to investigate whether or not State grants, such as fund this project, could be used for funding landscapingfor dump closure. He recommended aeceptance of this bid, which is 23.32 below engi-neering estimate for the project. RESOLUTTON NO. 53-80 "AWARDTNG CONTRACT, 1980 WASHTNGTON PARK IMPROVEMENT PROJECT #016" (Arthur H. Therearing was declared closed. che dhe RESOLUTION NO. 54-80 was introduced by Councilman Amstrupcarried onadoption,second by Councilman Mangini,call vote, Councilwoman Barton absent. 2. CITY COUNCIL REVIEW OF CONDOMINIUM PERMIT AND CONDOMINIU}I MAP, BTARRTTZ CONDOMTNIUMS, 1299 EL CAlirlIO REAL City Planner reviewed this project, approved by the Planning Commission with five conditions after they had considered four major concerns. Chief concern was on-site parking. Parking does not meet new City standards and requires assignment of comgact cars to three spaces in order to be vrork-able. Council and City Planner discussed the facts that there is no other parking available on EI Camino Real or Easton; car owners would probably parl< in church parking 1ot; initial plans for this project were developed in Apri1, 1979 at which time differentparking standards were in effect. City Planner noted his reconrmen-dation to Planning Commission that apolication be denied becauseof the difficulty of parking. Mayor Martin declared public hearing open. Mr. George Rescalvo, architect for the project, addressed Council. He assured them there was no way he could provide more parking unless either the j I 1 +rd*- r00 size or the number of the four units was cut down, and this would make them prohibitively expensive. He emphasized the presentplans were drawn before new regfulations went into effect. There were closed. no further comments and the r:ublic hearing was declared 2 Council discussed briefly, with negative reactions to unsatisfactoryparking. They felt project could be redesigned and reconsidered bythe Planning Commission. Councilman Mangini moved the decision of the Planning Commissionnot be sustaj-ned, and the project be denied, second by Council- man Amstrup, carried on unanimous vote, Councilwoman Barton absent. " Councilman Mangini- moved approval of the consent calendar, second by Councilman Amstrup, carried unani-mousIy, Councilwoman Barton absent. UNFINISHED BUSINESS 1. GARBAGE RATE INCREASE City Manager's memo of August 28, 1980 reported that FinanceDirectors of different cities had met on 8/22/80 to consider BFf request for rate increase. From this meeting had come four recommendations: allow 23.52 rate increase from September 1, 1980for a period of one year; stay at 932 operatj-ng ratio; work tolsard system of annual increase based on actual costs; hire rate anaJ-yst to review rate setting and current rates before next annual in-crease. Letter of 8/22/80 from Finance Director reported indetail on this meeting at which cities had originally reconmended 18.78 increase, anC gave rationale for the four recommendations. He noted prior settlement by Redwood City, with Menlo Park pre- sumed to folIow, of 23.5? rate increase, annual CPI increase andrevision of operating ratio ranging from B5B to 87 .5so. In reporting to Council, City Manager recommended the compromise rate increase and strongly recommended future rate analysi-s. Finance Director reported that*"?Gtilfl$"difference to householders as a result of rate irrcrease ,#o-rYtdtbd "16+ per 32 gallon container per month. He added that this increase applies to garbage and does not include the garden pickup. In response to Council questions, he explained that operating ratio is division of expenses by revenues, setting a profit margin. Some cities would prefer to have a rate based on return on equity. He noted it is possible to have another rate increase, governed b1z thq 932, if the Scavenger Company can prove higher actual costs. Mr. Paul Ke111z, attorney for Brorvning-Ferri-s Industries, addressed Council, stating they agreed with the recommendation. Councilman Mangini moved rate increase be approved j-n accordance with City Manager's memo of August 28,1980, second by Councilman Amstrup, carried unanimously, Councilr+oman Barton absent. NEW BUSINESS 1. PENINSULA WATER AGENCY PROPOSED BUDGET, WATER CONSERVATION ORDINANCE ET AL. Council had received from Councilman Amstrup copy of Board of 1 101 Supervisors proposed ordinance adopting water conservation measures together with Peninsula Water Agency budget for f981-82 and fiscaf year 1979-R0 financial report. Council discussedordinance briefly. City Attorney noted that if cities \dere to adopt this County ordinance he would recommend changes in format. He was requested to prepare general corunents for County and reportto Council on the ordinance if City is going to adopt. ACKNOWLE DGMENTS 1.
