Mayor Mangini requested Councilman Irving S. Amstrup, Budget Chaj_rman,to preside during presentation and consideration of the proposed
budget submitted by the City Manager and reviewed by designated
councilmembers.
POLICE (Councilwoman Barton)
Councilwoman Barton recommended reduction of the police mini-computercapital improvement project from 975,000 to $30,000, and a reductionof $9,000 in the rents and feases account because a trailer had beenpurchased for interim office space.
Council disapproved the $900 item on page 9 (510-80) for new decalsfor marked patrol vehicles. Council discussed the use of the newCity Ha1l instead of the O1d City Ha1l on police shoulder patchesin the future. Council also disapproved a clothing allowance fornon-safety employees of the Department.
Council approved the City Managerrs recommendations with respectto Communications 1p. 53) and Parking Enforcement lp. 62).
FIRE DEPARTMENT (Mayor Mangini )
Council disapproved the request for 9100 per month for each ofthree firemen as fire prevention specialist pay, but approvedthe addition of a half-time student cterk at approximately $4.50per hour to assist with reports and filing. There was no ob-jection to the remainder of the budget.
PARK DEPARTMENT (Counc j-1man Martin)
Council approved the transfer of a 1973 Ford pol-ice vehicle to thePark Department so that the 1980 pickup truck presently assignedto the Park Director may be used in the field. ft \,nas directedthat the vehicle, as weff as the former Fire Department vehiclepresently used by the Public Works Superintendent, be repainted.There was no objection to the budget as presented.
RECREATION DEPARTMENT (Councifman Martin)
Council approved the Department's budget but disapprovedrequest of the Park and Recreation Commission for 916,000installation of soccer lights before compl-etion of plansBayfront landf j-11 are a.
LIBRARY (Councilman Crosby)
Council approved the budget as recommended. Librarian Bergsing,srequest that the part-time Library Assistant II position at theEaston Branch be upgraded to Librarian I was approved, and she wasdirected to adjust the hours the branch will be open as she feelswif l- best serve the public without additional hours being authorized.

Polj-ce Chief Palmer was directed to investigate the use of non-
sworn personnel for the preparatj-on of crime reports in an effort tocircumvent the requested four officers. He is to report back toCouncil.

PUBLIC WORKS (Councilman Amstrup)
Council consented to the hiring of a half-time student to assistwith filing and clerical backup. There were no objections toother Public Works Department budgets.

Government Buildings Council unanimously dlrected that efforts
be made to have the C ity HalI fountain operable for increased
hours.
Council's attention was directed to the increased costs of retire-
ment and medical insurance accounts. Community Promotions were
approved at the same rate as previous years. rFe-Cit, Manager's
recommendation for subscription to Employee Relations Services ofthe Intergovernmental Employee Relations Services at a cost of
$fr657 was authorized. Contributions to the Center for Independence
of the Dj-sabled and $1,000 to the Easter Seal Society in recognitionof the Year of the Disabled were approved.
Council-'s attention was directed to a change in the L987/82
estimated valuations which were computed at a 103 increase on
page XI, whereas the County figures indicate a 12.5? increase.
Councilman Amstrup suggested Council consider methods of financing
capital improvements for the water system by a pay-as-you-go method,
bonds , ot out of reserves.
Consideration should also be given to capital improvements whenthe dump is closed.
It was suggested that a more equitable method of assessing revenues
from car rental- agenci-es be formulated. Council directed that the
matter be referred to the City Attorney.
OTHER:
Councilmembers had no objection to the program for a September
25th picnic outl-ined in Mr. Vfragner's memorandum.
Council requested that Traffic Engineer Tom Moore be present at
the July 20th meeting.
