APPEAI OF PLANNING COMIIISSION DENIAL OF SPECIAL PERMIT RENT A CAR, 13OO BAYSHORE HIGHWAY EXECUTIVE Mayor Mangini set this appeal for hearing at the regular meetingof July 20, 1981. REPORT, CITY PLANNER - AMENDMENT OF CURRENT REGULATIONS, BURLINGAME AVENUE OFE-STREET PARKING DISTRICT City Attorney briefly reviewed Planning Commission Resolution 2-gl which with its exhibits suggests amendment of current regulations for the Burlingame Avenue Offstreet Parking District and gj-ves Planning Commission suggestions on appropriate land uses for the downtown core, with its division into 4 land use zones. Resolution recommends cancellation of 15r000 square foot development creditfor property and cancellation of in lieu payments for on site parking. City Attorney stated Planning Commission asked that Council approve resolution in pri-ncj-p1e; Planni-ng Commission hearing will then be held with public input, after which the matter will come to Council for legislation. There was brief discussion, with Council agreeing that several points need clarification and reworking. Ruth Jacobs, Planning Commission Chairman, told Council the Planning Commission would welcome discussion from all sectors at their hearing. Joseph Karp, 1209 Burlingame Avenue, asked that Planning Commission and Council consider "grandfathering" some of the older downtown buildings in event of natural disaster. Councilwoman Barton moved that Planning Commission resolution No. 2-81 be approved in concept, second by Councilman Amstrup, carried on unanimous roll call vote of members present. AMENDMENT TO SPECIAL PERMIT FOR DELAY MTKE HARVEY OLDSMOBILE REQUEST Letter of July 2, 198I from Michael R. Harvey of Ivtike Harvey Oldsmobile requested two months delay with respect to options for amendment to his special permit. It was ascertained that Mr. Harvey was not presently in the audience, and action on this item was postponed until later j-n the meeting. HEARING - PROPOSED USE OF REVENUE STIARING - Finance Director reviewed his memo of 6/)-6/Bl regarding City's use of Revenue Sharing. He noted anticipated revenue this year is $292,000, and anticipated balance as of 6/30/8l is $430,000. He reviewed capital improvements proposed out of Revenue Sharing fund and requests made by C.I.D. and Easter Seal- Mayor Mangini opened public hearing. OLD BUSINESS MOSQUITO ABATEI'IENT DISTRICT AB-1662 city Attorneyrs report ot 6/22/81 discussed AB-7662 which supports not only mosquito abatement work but also support of programs for control of rats and other animals carrying such diseases as encephalitis, malaria, plague, and others. Council had no objections to staff's writing a letter supporting this bi1l. NEW BUS INESS CURB S Councilwoman Barton spoke of complaints received about red curbpainting in front of 1422 Bellevue being too dim to see, with peopfe getting parking tickets. Director of Public Works stated he woul-d j-nvestigate. FI REWORKS Councifman Amstrup suggested City consider revisingsale of fireworks which at present allows commercial detriment of charitable organizations traditionally as Lions Cl-ub. He asked that staff investigate. code regarding ventures to the involved, such MAI LBOX Councilman Martin noted that the curb mailbox on Broadway had been removed because of damage. He asked that staff ascertain from PostoEfice if it wil-1 be replaced, noting that if not, space could be used for parking. BUS SHELTER Councilman Amstrup noted deterioration of bus shelter on Ray Drive. In discussion, council- agreed it would be better to restore with present type of material rather than replace with Samtrans plastic shelter. Director of Publ-ic Works stated he wou]d investigate cost. RAILROAD S IGNAL J Councilwoman Barton asked that City Manager contact Southern Council discussed briefly. Ccuncilwoman Barton commented on receipt of some letters regarding barricades which suggested poli-tical maneuvering rather than Councilconsideration for safety. She found these "appa11ing" and emphasized Council-'s desire to correct this dangerous intersection, Director of Public Works and Council discussed time frame ofbarricades and installing signals if approved at hearing of remov ing JuIy 20. 2. Letter, 6/77/81 , conmending Library, Ronafd Krifetich, Hayward. Mayor Mangini noted this refers to Librarian Warren Wickliffe and requested copy be put in his personnel file. 4. Letter, 6/15/81 , commending Police Department, Harry R. Fisher, 17f7 Forest Creek Road, Augusta Georgia 30909. I'layor Mangini asked copies be placed in personnel fifes of members commended, as well as members of Fire Department commended in letter ot 6/28/81 from Ruth Noodlman. 5. In response to question from Herman Katz, 1,110 Douglas, Director of Public works stated that pressure tests would be run on the water line this week and the street vri1l be resurfaced as soon as tests are pas sed.
