Director of Public Works reviewed the two bids received on thisproject and recommended award to Arthur H. Smith Engineeri.g, Inc.with bid of $53,993.00. He noted this bid is $14,953 orr", theamount budgeted because scope of oroject was changed; and thatengineering and administration costs will be higher than antj-cipated.He recommended that additional funds be made aviilable in the amountof $21,000 from the 1915 Act parking Bond Fund.

Mayor Mangini opened public hearing on this ordinance. There wasno audience response and the public hearing was declared closed.
Councifman Martin stated that in his opinion monthly rates shownare confusing because monthly rate for residential and commercialfirst outlet is $9.00; monthly rate for HBO is $9.50; and separateitem for converter rental is $f.50. He commented that rate forresidential and. commercial shouLd be shown as $10.50 since con-verter is necessary for operation. He suggested a deposit chargefor the converter instead of monthly rate.

Bill James of Capital Cities TV noted that new television systemswilf have converters built into them and v/ould not have the chargefor the converter. Mr. Harry Graham of Grahams TV confirmed
that about 602 of the new TV sets would have converters buj.l-t-in,but later noted that with a 50 channel system such as this they
crowd the first 12 systems on the frequencies, and there is no way
to get the first 12 channels without a converter.
Council agreed that rates should be changed to show $10.50, including
converter rental, and $9.00 without converter rental ,
Mayor Mangini referred to Hammett and Edison statement concerning
franchise clause about cost sharing in areas of City not serviced.Director of Public Works clarified that this refers to areas where
there are less than 30 homes per mile, which is some areas in
Burlingame Hi11s. Service could be installed, but there would be
additional charge.

2. ORDINANCE NO. 1208 "ADOPTING UNIEORM FIRE, BUILDING MECHANICAL,
ELECTRICAL AND OTHER CODES ''
Mayor Mangini declared public hearing open. There were no audience
comments and public hearing was declared closed.
ORDINANCE NO. 1208 passed its second readj-ng and was adopted on
motion oflCouncilwbman Barton, second by Councilman Amstrup,
carried on unanimous roll calL vote of members present.
3. ORDINANCE NO. 1209 "ORDINANCE ESTABLISHING TEN HOUR ZONE ON
PORTION OF DOUGLAS AVENUE
Director of Public Works explained progress of this ord.inance froma recommend.ation of the Traffic, Safety & Parking Commission, culminatingin ten-hour parking on only a portion of Douglas. He noted that notj-ceof this public hearing had been mail-ed to all property owners affected.
Logan Owens, developer of a condominium at J-133 Douglas, complained he
had received. no notj-ce but had been informed of meeting by a neighbor.
Council discussed briefly and postponed hearing of this ordinanceto meeting of JuIy 6, 1981. Director of Public Works stated he

AMENDMENT TO SPECIAL PERMIT, MIKE HARVEY OLDSMOBILE
PLANNING/TRAFFIC, SAFETY & PARKING COMMISSIONS
REPORT OF
Director of Public Works reviewed progress of this amendment tospecial permit approved by the Planning Commission for 14 on-siteparking spaces in lieu of 44 originally required. He noted this
was appealed by Traffic, Safety Parking Commission; and at 4/20/8Ihearing of appeal Council had referred parking matter to joint
consideration of the Planning Commission and Traffic, Safety and
Parkj.ng Commission for resolution. From this joint commissionconsideration had come the following four acceptable alternatives:

After some discussion, Council eliminated possibility of Alternative#3. They concurred that selection of one of Alternatives #1, #2,and #4 would be acceptable as an amendment to this special permit.
Mayor Mangini directed that Mr. Harvey be so informed, and lhat heapprise Council of his selection at the regular meeting of July 6,
1981.

two additional signatures for a previous petition from residents
of Oxford/Cambridge objecting to closure of the intersection and
suggesting alternative signalization. Mr. Ganas also presented
letter from David C. Beagle, 1140 Oxford Road objecting to bar-
ricade and suggesting 4-way tights at Oxford,/Cambridge .
