He recommended this bid and further recornmended, in view of the 1ow bid and to provide better protection, that staff be authorized to negotiate an extra work order for additional detectors not to exceed $3,000. Ilayor Martin noted for the record that the second lowest bidder, Firemaster, was 58 above the low bid. RESOLUTION NO. 44-80 "INSTALLATION OF FIRE ALARM SYSTEM AT MAIN LIBRARY" (Western Audio Video, $14,184, $$3,000 for additional- detectors to be negotiated by staff) bids on file in office of City C1erk, was introduced by Councilwoman Barton who moved its adoption, second by Councilman Amstrup, carried on unanimous rofl call vote, Council-men Crosby and Mangini absent. Lauderrs letter of June 7, l-980 asked for City assj-stance to Burlingame High School in resurfacing the eight tennis courts at the school which are used by citizens as well as students. Mayor Martin referred this fetter to Public works Department for report back to Council. 2. MARIE M. TEIXEIRA, 1601 GRANADA AVENUE: BEOUEST FOR BUDGET ALLOCATION FOR CIVIC ARTS PROGRAM Mrs. Teixeirars letter of July 17, 1980 asked for City assistance of $5,000 for revitalizatj-on of the Burlingame Civic Arts Council to meet needs of citizens for cultural growth. Councilman Amstrup noted recent newspaper publicity which em- phasized the fact that Burlingame had $200,000 in Federal Revenue Sharing funds this year, and implied the City had no definite plans for it. Therefore, several organizations have applied for a share. He stressed the point that the City does have specific plans for the money, but in compliance with Federaf Revenue Sharing regulations is accepting requests. Shepointed out benefits of arts program for senior citizens andother people who cannot travel- to other communities which dooarticipate in an arts program. She detaifed process of Stategrants and noted the interest of the corporate coflununity in thisprogram. She added this is her personal request, and the ArtsCouncil wou1d, if desired, put in a format bid. After some discussion, Council agreed to consider this requestat the forthcoming budget meeting. Memo detalls Recreation Department operating budgetincreases and suggests approval and no changes except tentitiveapproval of $10,500 for 9 passenger van pending receipt of bids.He recommended approval of park Department budget, with no ap-preciable change from fast year. For the benefit of the public Budget Chairman Amstrup pointedout that the Council had reviewed every department in the Cityand would now be able to consi-der capital improvements andspecial items such as Community promotion, etc. Celestj-no Romoli,Park and Recreation Commissioner, ad.dressed Council on thesebudgets, asking for consideration of improvement of lighting atBayside Park. He stated he had been trying for several yeais toget adequate lighting for the soccer field there. He was ad-vised by Council that he would need. either a recommend.ation fromthe Recreation Director or the Park and Recreation Commissionbefore such a request could be considered. Budget Chairman Amstrup noted that in the budqet session Councj-1would be discussing many matters in that area, among them the dumpclosing, which he estimated would cost sone $400,000. Mrs, Martha Benson, Beautification Commissioner, addressed Councilon behalf of the Park budget. She pointed out recommendation inminutes of Beautification Commission that some sun be alloted forrepfacement of street trees in the City. She noted the effortsof service clubs in replacing trees and plantings. There wasconsiderabl-e discussion as to whether or not any funds were j_n budget for trees, and. discussion of how private requests for treeshad been carried out. In response to Council question, FinanceDirector reported that detail of park Department budget showed $1,500 allocated for bedding plants and trees, and 95,000 forstreet sprayj-ng for disease and aphids. Mayor Martin noted this request would be considered at the budgetmeeting in August. COUNTY RENT CONCILIATION MEDIATION PROGRA}4 Mayor Martin acknowledged receipt of copy of recommendatj-ons fromrent f'act-Finding Panel to the Board of Supervisors. He receivedconfirmation from City l,Ianager that this report has been referredto County staff for an estimate on cost, after which the Citywould get a report and Council could consider. 2 REVIEW OF SPECIAL PERMTT 1OOB CAROLAN AVENUE MIKE HARVEY OLDSMOBILE OPERAT]ON, City Planner's memo of 7/L5/80 described background and conditionsof this amended special permit issued on 6/18/79 by City Council. Memo stated, Mr. Harvey by letter of l/3/80, described his com-pliance with conditions with exception of #6, assesment of on- sitenoise, impossible to evaluate because construction was not com-plete. Because of this City Planner had recommended final reviewbe delayed for six months. Memo reported that site improvementsare now largely complete; no complaints have been received; andpresent noise climate is reasonable. City Planner indicated nofurther action appeared necessary. Council accepted report roith no action. 3. DEPARTMENT OF HOUSING ELEMENT. HOUSING & COMI{UNTTY DEVELOP}{ENT REVIEW OF City It{anager's memo of 7/17/80 transmitted revierv of Burlingame's Housing Element by State Department of Housing and Community Development dated 7/9/80. Review contained suggestions for furtherCity compliance with State Guidelines and with A81564, now ineffect. Council dj-scussed briefly and agreed to delay any action untilCity Planner had filed response to the report. NEW BUSINESS 1. SCHEDULE PUBLIC HEARING - CABLE TV PROPOSALS. City Manager's memo of 7/17/80 requested date be set for public haaring on these proposals. Council discussed, particularly the inadvisability of schedulingpublic hearing before any report from the cable tV consultant.council agreed that hearing shourd not be held until after the15th of August with a fulI council- and with a prior preliminary 86 report from the TV consultant. APPROVALS WARRANTS Warrant Nos. 5847 through 6260, duly audited, in the amount of $1r532,216.36, were approved for payment on motion of Council- woman Barton, second by Councilman Amstrup, carried unanimously, Councilmen Crosby and Mangini absent. Letter of July L4, 1980 from Regional Planning Committee, San Mateo County regarding City review of proposed energy retrofit ordinance. Councilwoman Barton reported on meeting on this proposal which isa request that all homeo\,rners put in energy saving devices,particularly as a condition on the sale of homes. Proposal will go to Board of Supervisors. It was recommended that Council would vote "no" on this proposal, especially because of effect on senior homeowners 6. Letter of June 26, 1980 to San Mateo County Council of Mayors from Chairman of County Efficiencies and Economies Committee re- garding joint city efforts in effecting economies in various areas of local government. 7. Letter of July 3, 1980 from California Women for Agriculture inviting City Council to tour. 8. Letter of July 10, 1980 from City of Alhambra re decision of State Supreme Court in. the case of City of Alhambra vs. County of Los Angeles prohibiting Alhambra from processing its own parkj-ng tickets. Letter urged support of rehearing of the case. Mayor l4artin reviewed letter, City Attorney commenting on improbability of review under present law. 9. In response to Council questions City Planner reported on application by the Emporium- Capwell Company to hold retail clearance sales on weekends at 1535 Rollins Road. 11.
