RESOLUTION NO. 049-2021
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME ADOPTING THE
CITY OF BURLINGAME'S ELECTRIC VEHICLE ACTION PLAN
WHEREAS, consensus exists among the world's leading climate scientists that global
warming caused by greenhouse gas (GHG) emissions from human activities is among the most
significant problems facing the world today; and
WHEREAS, vehicles represent the largest source of greenhouse gas emissions and other
pollutants for the City of Burlingame and the State of California; and
WHEREAS, the Burlingame City Council adopted greenhouse gas reduction goals and a
Climate Action Plan that includes strategies to support electric vehicles (EV); and
WHEREAS, the Climate Action Plan calls for the development of an EV Action Plan to
evaluate existing EV conditions in Burlingame and offer strategies to support and grow the EV
network including EV infrastructure and EVs in the municipal fleet; and
WHEREAS Governor Gavin Newsom issued Executive Order N-79-20 declaring that all
new passenger cars and trucks sold in California must be zero -emission by 2035; and
WHEREAS, zero emission means a vehicle that produces no emissions from an on -board
source of power, may include plug-in hybrids and electric vehicles, and is considered a clean fuel
alternative to gasoline and diesel vehicles; and
WHEREAS, the City of Burlingame's EV Action Plan provides a strategy for the City to
align with state goals and advance EV infrastructure in Burlingame; and
WHEREAS, the EV Action Plan sets goals and actions for adding EVs to the City's
municipal fleet and providing sufficient EV charging infrastructure at municipal facilities.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Burlingame:
1. Adopts the City of Burlingame's EV Action Plan;
2. Directs staff to work to: increase EV charging infrastructure at public, residential, and
commercial sites; address the challenges of providing EV charging to existing
multifamily buildings; pursue grants and opportunities to advance the EV network in
Burlingame; commit to considering EVs and where feasible, acquire EVs for the
municipal fleet; and install sufficient charging infrastructure to meet the demand for the
City's EVs including electric equipment.
