Special Meeting
July 10, 1980
A Special Meeting of the Burlingame City Council was held on
July 10, 1980, at 5:00 p.m. in the Burlingame City HaII Council
Chambers to consider the recommendation of the Civil Service
Commission on the matter of Cesare Saccuman.
PRESENT: COUNClLMEMBERS:AMSTRUP, BARTON, MARTIN

The Council, having received and certified the minutes of the Civil
Service Commission meeting of June 24, 1980, and the recommendation
of the Commission regarding Cesare Saccuman, met in executive session
to hear comments on the recommended decision. Comments were made
by Jerome F. Coleman, the City Attorney, and George Popyack, the
Directing Business Agent of AFSCME Local 2190, The Council then ad-journed to deliberate. Upon their return they announced their vote
was two to one to support the City Managerrs recommendation of dis-
missal .
They specificalJ-y added the following findings to those of the Civil
Service Commission:
8. That Mr. Saccuman falsified overtime records for the
three ca1Is on March 2l , 1980, charging three (3) hours
for approxj-mately forty-five (45) minutes of work.
9. That he knowiugly appli.ed for payment from the City for
hours whi-ch he did not work on March 21, 1980.
The Council added a third conclusion to those of the Civif Service
Commission:
Falsifying overtime records and knowingly applying for palment
from the City for time he did not work constituted conduct un-
becoming of an emptoyee of the City of Burlingame.
Based upon the above, the Council modified the decision of the Civil
Service Commission to dismissal as of the date of the City Managerrs
original action.
