STUDY MEETING
May 13, 1981
A study meeting of the Burlingame city council was convened byvice-Mayor Gloria Barton at aioo p.m.-on w.d.resday, May 13, 1981,in conference Room B of the Burliirgame City HalI.

1. CATV FRANCHfSE ORDINANCE
City Manager Charles E. Schwalm reported that a form of ordi-nancefor the cabl-e television franchise will be available for intro-duction at the city counci-l meeting of May r8th. There are someitems stirl in negotiation; howevei, it i; anticipated they willbe reconcil-ed before the pubIlc hearing on the ordinance on JuneIst.
Director of Pubric works Rarph Kirkup responded to councif con-cerns about above ground pedestals Capital Cities proposes to usei-n undergrounded utility areas. Mr. kirkup has surveyea neigh-boring ci-ties. Except for Foster city wfricfr has an unusual 6igf,water table, the only above-ground installations in undergroundedareas are amplifier vaults spaced about five per mi1e. uiuallythe vaults are placed on city service areas if possible, or onpublic property and close to corners where the implifi_cationequipment wirl be effective to the greatest possible range. Ap-proximately 30 such vaults will be needed in Burlingame'i undei-grounded area. Mr. Kirkup is negotiating with Capiial Cities sothe francj-se will require this type of equipment.
Councilmembers agreed the proposed ordinance may be presented forintroduction at the next Council meeting.
2. PERSONNEL DEPARTMENT ORGANIZATION
City Manager Charles F. Schwalm and Mr. John Heiss of Hughes-Heissdiscussed the Hughes-Heiss recommendatj-ons for implementition ofthe study of the clty personnel system. Mr. Heisi reported theconclusi-on that a fulI-time professional for the personnel functionwill resul-t in better recruitment, training of supervisory employees,affi-rmative action, proper job cl-assification, handling of griev:ances, employee relations and assistance in employee negotiitions.Recruitment should be for

It was pointed out that the budget already includes the position
vacated by Ruth Dunmirers retirement, classified as a senior steno-cIerk.

Councilmembers discussed the report and recommendations atlength, including the need for a fu1l-time personnel directorin a City of this size and whether a competent employee would
remain on the j ob.
Civil Service Commission Chairman John C. Franklin and Mr. IIeiss
spoke in support of the recommendations of the study. They
emphasized the demonstrated need for a personnel professional
and the need to relieve the Commission of the cumbersome clericaf
functions it has been performing.
It was the concensus of the three councilmembers present that
thi-s policy decision should be deferred untl1 fufl council con-
sideration could be given to the subject at the June foth study
meeting. Mr. Hej.ss said his firm would give input on a comparison
of what the City could get in terms of experience and background
through survey of the experience of other cities in the area.
City Manager Schwalm and Public works Director Kirkup reported
on requests for annexation received from residents at 1441 and
1445 Alvarado whose properties are completely surrounded by the
City, and the request of Robert Fj-elds of 2011 Adeline Drive
on behalf of residents on Hillside and Adeline for annexation of
properties in the area adjacent to the Sj-sters of Mercy. Fire
Chief Fricke believes it advisable to annex the two Alvarado
parcels.
Councj-lmembers approved proceeding to effect the annexation of
the Afvarado lots and reguested Staff to communicate with afl
property owners in the area proposed for annexation by Mr. Fie1ds
for an expression of their wj-sh to annex. Mr. Kirkup is to take
the necessary action to advise LAFCo of Council's decision.
4. AIRPORT BOULEVARD,/BAYSHORE BOULEVARD
REOUEST FOR PROPOSALS TOR DESIGN

worl€ Director Kirkup reported a request for proposals for the
design of the Airport Boulevard,/Bayshore Boulevard intersection
and signals had been prepared following meetings with Cal,/Trans.
Councilmembers approved the maifing of the request for proposals.
REOUEST FROM GRC FOR $565.25 FOR SUPPLEMENTARY
STUDY OF REGIONAL FIRE STATION LOCATIONS
City Manager Schwalm and Fire Chief Fred Fricke reported there
was no objection from the City Managers Association and fire
chiefs to the study conternplated by the Governmental Research
Council, but they did not recommend sharing the cost of the
study. Neither group supports the concept of a regional fire
department rather than individually administered city fire
departments. Council concurred in that position and declined
financial participation in the study.
6. CITY,/COUNTY HIGHWAY PROGRAM
As fuI1y set forth in his memorandum of June 7th, Mr. Kirkup
recommended application be made to the County for a share of
2f06 gas tax funds. He reported the program is to be phased
out as of June, 1983, and suggested the application for funds
include a request that the program be continued. Projects for
which the $56,432 available to the City will be used are (f)
signals at Hillside and Cabril-1o ($6,667), (2) signals at
California and Oak Grove Avenue ($40,000), and (3) the City's
share of signals at Airport and Bayshore (59,765).

that a resolution be prepared for the May ISth Council meeting.

PubIic Works Director Ralph Kirkup exhibited to Council the
location of the proposed new Southern Pacific station near
oak crove, which will replace the Broadway and Burlingame

Avenue stations and reported the current status of negoti-
ations with CalTrans as wel-1 as indicatinq plans for the
station, parking and landscaping. Council questioned the effect
upon residences and traffic in the area of the station,
Broadr^ray and Burlingame Avenue, as well as responsibility
for future maintenance. Councif asked that the oId Burlingame
Avenue station become the property of the City of BurI j-ngame as
an historical monument. Mr. Kirkup stated he would keep
Council advised of the progress of the project.

Councilmembers called attention to the need for maintenance of
the ofd City Hal1 cupola. Mr. Kirkup said it would be taken
care of.

C. Badges for Comnissioners
Mr. Schwalm reported that in view of the increased cost of badges
it had been suggested that identification cards be issued to com-
missioners. After discussion councilmembers unanimously expressed
the decision to continue issuing badges to commissioners but
asked that staff investigate afternative sources which may be less
expens j-ve.

I.Obsolete Fire Equipment
Chief Fricke requested permission to donate obsolete fire
equipment which does not meet OSHA standards and has no resale
value to rural fire protection districts in California which
cannot afford equipment. There was no Councif objection.

Mr. Schwalm advised Council that the agreement submitted with the
packet was that bet\"reen the County and the Penj-nsu1a Humane
Society for 198l/1982 services. The City's share of the cost
will be increased approximately $5,000. The County will at a
subsequent time ask the City to enter into an agreement for
Burlingamers proportionate share of the cost.
Mr. Schwalm reported approximately 30 applications were received,
and 10 applicants were interviewed by a panel on Mond.ay, May llth.
The list has been reduced to four who will now be interviewed by
Mr. Schwalm, Final choices will be brought to Council for de-
