Mayor Martin set hearing on appeal for Council meetingof April 20,1981. COMMUNICATIONS 1. BURLINGAME HILLS ANNEXATIONS IMPROVEMENT ASSOCIATION, INC.: PIECE-MEAL Letter of 3/4/Bl from this Association to San Mateo County Boardof Supervisors protested "piecemeal" annexations in Burlingameand suggested that if total- unincorporated Hills area could obtainreasonable terms from a city, a majority would probably vote forannexation. Councilman Mangini questioned City progress on a study of annexation.City Manager stated that the City had never negotiated with thisgroup but is looking closely at it, and a report on annexation policiesincluding cost will be presented at the May study meeting. Councilwoman Barton suggested letter be written to the Board of Supervisors and Lafco to the effect that the City has not taken anyaction in this regard. City Attorney stated he would write. 2. TERRY NAGEL, 1300 EL CAMINO BARRICADE. MILLS AVENUE: REMOVAL OF OXFORD/CAMBRIDGE/ In her letter of March 11, 1981 Mrs. Nagel noted barricades went up on January 20, and affirmed Council had promised at its February 17, 1981 meeting they would be removed in 90 daysr oE April20, 1981. Mayor Martin emphasized that at the February 17 meeting it wasplainly stated by the Council that the barricades would be given atrial period of approximately 90 days, depending on the cooperationof CalTrans in rffioEn!-ffiE5arrj-cades. He asked that City Managerwrite her to this effect. Director of Public l{orks reported thathis department has studied data on this intersection, will presentit to Traffic, Safety and Planning Commission, and a report will come to the next Council meeting. 3. HELEN E. NEMEC, 1290 BAYSHORE HrcHWAy, LETTER OF 3/I3/Bl Ms. Nemecrs letter protested proliferation of signs on O1d Bayshore Highway, and attached protest to Planning Commission, particularly on their approval of the "Frog Pond" sign. City Planner confirmedthat Planning Commission had recej-ved copy of these letters. UNFINISHED BUSINESS 1. SELECTION OF CONSULTANT FOR POLICE STATION EIR. Mayor Martin stated discussion would be that because of some problems on this item, delayed to the next study meeting. PRESENTATION Mayor Martin presented Mr. George Golding, reporter for the San Mateo Times, who has covered Burlingame Council and Planning Com- mission meetings for many years, a letter of appreciation from the 204 4- Council on hj-s excellent job and good wishes for his future. Mr. Golding will be transferring to another assignment. NEW BUSINESS Councilman Amstrup noted the near-cornpletion of the savings and loan building at Broadway and EI Camino, and requested the Department of Public I4orks to urge them to get their temporary building down so that the City can use the parking 1ot. COMMENDATION Mayor Martin read in fu1l Police Department commendation to Burlingame citizen Frank Sakai in recognition of his aid in ap- prehension of burglary suspects. The Mayor praised the concept of such commendations. ACKNOWLEDG}4ENTS 1. I4arch \7; Safety, REORGANIZATION OF CITY COUNCIL Mayor Martin announced consideration of reorganization of the Burlingame City Council. Councilman Crosby nominated Councilman Mangini for the office ofMayor. Councilman Amstrup seconded and moved nomination be closed. Motion carried unanimously. City Clerk ivas instructed to cast unanimous vote for Councilman Mangini as l,layor. Councilman Amstrup nominated Councj-lwoman Barton for the office ofVice-I.{ayor. Councilman Crosby seconded and moved nominations be closed. Motion carried unanimously. City C1erk vras instructed tocast unanimous vote for Councilwoman Barton for Vice-l4ayor. Mayor Martin then presented the gavel to the new Mayor Mangini, who acknowledged the presence of various peoole in the audience in- cluding his wife, Grace; ex-i{ayor and Councilwoman Charlotte Johnson; members of staff and commission members in attendance. He assured Council and audience of his earnest desire to serve the City rtrell duri-ng the coming year. He announced that Council members rvould keep their same assj-gnments as last year on various committees. Mayor Mangini then presented ex-Mayor Martin with a plaque showinq the appreciation of Burlingame citizens for his services.
