Meeting was calledto order at B:00 P. M. by Mavor R. D. Martin. PLEDGE OF ALLEGIANCE Led by Charles F. Schwalm, City Manager. REORGANIZATION OF THE 21OO BLOCK OF TROUSDALE DRIVE DETACHMENT FROM MILLBRAE AND ANNEXATION TO BURLINGAME City Attorney reviewed history of this proposed annexation which had been approved by both City Council and by Lafco. He stated this hearing has the limited ourpose of receirring written rrrotest to the annexation; if such protest is received from 50U or more of registered voters in the territory, proceedinq is terminated; if from 25% or more of registered voters or 25z^ or more of land- owners owning not less than 25? of total assessed value, election must be he1d, if neither amount of protests is received, E€- organization would be ordered. Ma\zor Martin acknowledged letter of protest dated 3/3/B\ from Attorney Jeffrey O. Brown, San l4ateo, California, representing Mr. and Mrs. Thomas G. Byrne, 2120 Trousdale Drive. city Clerk reported letter of protest dated 2/18/BI had been received from Helen Hosea, 2Ll2 Trousdale Drive. Mayor Martin questioned audience if there hTere more written protests. There were none. City Attorney confirmed that number of protests received was insufficient to irnoede the annexation. LOTS K AND L, was introduced by Councilwomansecond I I i I -2- In response to question from Councilman Amstrupr Director of Public Works reported that this resolution goes into effect on these lots when the parking meters are installed. Bids are being received on the meters now. CONSIDERATIOTI TO BID AI^IARD - GASOLINE TANK AT CORPORATION STORAGE YARD ON NORTH CAROI,AN AVENUE - JOB 106 Director of Public l,,7orks reviewed this construction necessitated because the present gas tank used by Citv vehicles is on Anza Drooerty which is being sold. He noted that successful bid is $17,374 over budgeted capital amount, with engineering and administration; but that this will be made uo in 2-3 years bv savings in bulk orices over normal pump prices. He recommended lor,v bid of $32,874 from Diablo Petroleum Inc. Mayor Martin questioned the wide vafiations on two bj-d items - the gas tank and the site imorovements. Director of Public InTorks noted the bids on site imr:rovements tended to balance bids on gas tank on individual total bids; and noted possible change order for deletion of wood frame shed. PROPOSED PIORATORIU}4 O}tr NEhT CONSTRUCTION IN OFF-STREET PARKING DISTRICT FOR SIX MONTHS RECOMMENDATION BY PLAI!]NI\]G COI{MISSION Mayor Martin read in fuII letter of March 9, 1981 from Planninq Commission, sj-gned by each Commission mernber, reguestino moratorium on new construction in the Off-street Parkinq District for six months to review parking district regulations and oossible zoninq amendments. Planninq Commission stated its concern with parkinq congestion and change in retail-commercial character of Burlingame Avenue. Citv Planner asked that projects be exemoted which have al::eady re- ceived a special permit but do not yet have buildinq oermits. In response to Council questions, he stated there are no special oermit applications in the downtown area at the present time. Councilman Amstrup moved that I moratorium on new construction in the Offstreet Parking Distrj-ct be established for six months, second by Councilwom-an Barton, carried unanimously. Attorney re-referring Councilman Crosby moved approval of the consent calendar, second by Councilman Amstrup, carried unanimously. PROCLAMATIONS Mayor Martin " Secretaries proclaimed the week of April 19-25, 1981 as Week. " He pr:oclaimed the week of april 5-11, 1981 as "Nationa1 Library [.7eek. " RECOGNITION AND SUPPORT OF THE 101 AIRBORNE DIVTSTON Mayor Martin reported that San Mateo Council of Mayors requested each County city to support reunion planned by the City of San Mateo for Vietnam veterans, the 101 Airborne Division, during the July 4 weekend. They requested each city appoint a veteran to serve on a commj-ttee to plan this County-wide reunion. City Council approved this concept, and aopointed Councilman Manginir 6rrr Air Force veteran, to represent Burlingame on the committee. ENTERTAINMENT PERMIT THE SLY FOX L4T9 BURIINGAME: AVENLTE Police Services Bureau report of March 12, 1981 recommended ap- proval of this permit for a six month period, with the under- standing that the entertainment permit is for live music and dancing at this restaurant between the hours of 9:00 P.M. and 1:30 A.M. and on Sunday afternoons. Patrons will be the 26-40 age group, and a doorman will check I.D.rs. Kenneth R. Skinner, restaurant owner, agrreed that Sunday enter- tainment time would be from 3:00 P.M. to 9:00 P.M., and stated there would be no problems with noise. Councilwoman Barton moved approval of this permit with limitations as stated, second by Councj-tman Amstrup, carried unanimously. OLD BUSINESS Councilwoman Barton reported that 50-50 Muff1er, Newlands and EI Camino, was again blocking sidewalks with cars being repaired.. City Attornelz was asked to check this r:roblem. AIRPORT Mayor Martin spoke at length regarding the last meeting of ALUC at which both ANMAP and the Airport/Community Roundtable were approved. He particularly noted the position of South San Francisco with relation to the Garbell report which they represent as their official stand and which in his opinion d.oes not favor Burlingame since it advocates a barrier behind Runway 1. This is considered by some to be unworkable, but would alleviate use of South San Francisco's Runway 28. He considered this olaced Burlingame in an adversarV position and suggested Burlingane reappraise its position on the suit. Council discussed but preferred not to take a position, Oending discussion at JPAC with all four cities. Council was asked a State grant. a long term proposal for the County.
