PUBLIC HEARING - SECOND READING - ORDINANCE 1228
FEES FOR ROAD IMPROVEMENTS - BAYFRONT AREA
AMENDING DEVELOPMENT
City Manager reviewed background of this ordinance. In 1979, council
adopted an ordinance providing that developments which contribute to
traffic problems on the bayfront would pay 40 percent of the cost of
road improvements. Since that time, inflation has more than doubl-ed
the costs of road. improvements and council has directed that developers
should pay 60 percent of the costs.
Mayor Barton opened the public hearing.
David Keyston, Anza Shareholderrs Liquidating Trust, stated his con-
cerns about the inequality of fees for restaurants as compared to
hotels. The hotel- fees are equal to about 25 cents per square foot
whereas restaurants are $2.35 per square foot. Raising restaurant
fees this high is counterproduct ive to councif's stated wish for
restaurant development in that area.
There being no further comments, the hearing was closed.
Councj-l- discussed at some length and agreed that there appeared to be
some inequality in the fees. Council agreed that it would pass the
ordinancd at this time but would restudy the fees. Since the fees do
not have to be paid until final framj-ng inspection, there witl be time
to make an amendment if needed.
Councilman l\mstrup moved adoption of Ordinance 1228.Seconded by

City Manager reviewed. Fire Chief's memorandum of JuIy 8, 1982 in which
he iecomm6nded council require that Days Inn keep fire sprinkler system
on balconies.
City Manager explained that fire sprinklers are required in the Anza
are'a; tne-plans submitted conform to the national fire standards for
sprinkler iystems; and since the exterior balconies are the principal
e*its from the hotel rooms the sprj-nklers make sense'
Mr. Hansen was presentand j-l-Iustrated with charts and slides the

prefer to remove them.
Council discussed at some length, cornmenting that there could be ex-

awareness of fire safety in trolels it would seem that the hotel hlould
want even more fire safety provisions.

Councilman Mangini commented that perhaps Days Inn could alter theplans for the next unit prior to construction.
Councilman Mangini moved to support the Fire Departmentrs require-
ment for fire sprinklers on the balconies of Days Inn. Seconded by
Councilman Martin, carried unanimously by ro11 calI vote of members
present.
CONSENT CALENDAR
Mayor Barton stated that council had received a letter from Gene
Satrap on behalf of the Russian Church appealing the decj-sion ap-
provj-ng the condominium at 701 Fairfield. The appeal hearing was
set for August 2. The item on tonight's consent calendar for
approval of tentative map for 701 Fairfield was hel-d until after the
appeal hearing.

3. SCHEDULE HEARING FOR DRAFT AND FINAL EIR FOR OWEN OFFICE PARK
Bids were opened on July 8. Ten bids were received, Turner-West
being 1ow bidder. Total cost of project, including city costs,
will be $18,638. Amount budgeted for this project was $16,000.
The remainder witl be funded out of the Operations Account.
Councilman Amstrup requested city assure that painting contractors
do not spray paint on windy days when paint will f1y all over

OLD BUSINESS - EXCAVATION OF ARGUELLO
Councilman Amstrup inquired whether city is supervising the cut
hill on Arguello. He had received several calIs from concerned

City Engineer j-nformed council that the developer has a civil engineer
and a soil engineer on the site for grading. They are cutting into the
hill- in order to build a retaining wa11. The city inspector has looked
at the site and city engineer will also inspect the site.

FREE PARKING LOTS
Tony Tayl-or, of Glen Andrews Barber Shop on Burlingame Avenue, pre-
sented lists of people who had turned in newspaper clippings requestinga return to free parking lots in Burlingame.
FROM THE FLOOR - TRAFFIC LIGHTS AT CAMBRIDGE/OXFORD/EL CAMINO REAL
Mavis Karalius inquired about the status of the proposed stop light
at Oxford and EL Camino. She stated the right turn only at that
intersection is an inconvenience to residents of that area and and
they are anticipating stop lights that will aIlov, both right and l-eft
turns. She understood there would be a public hearing and yet it has
not taken place yet.
Mayor Barton expla.ined that, due to studies required for the Traffic,
Safety and Parking Commisslon before the pubfic hearing could be held
and the fact that this is vacation time for so many people, the TSP
Commissj-on has decided to wait until September for the public hearing.
TSP Chairman Fehlhaber explained that he has requested studies of
overlay of j-ntersection showing traffic flow for each signal light;
accident figures for all intersections from Rosedale to Lincoln; and
traffic count for Mi1Is.
COLLEGE OF SAN I{ATEO MARTIAL ARTS PROGRAM
torna Kopeckne, a student of the martial arts program at CSM, presented
information to council regarding the proposed cutting of the martial
arts program. she requested council support in the form of a letter to
state legislators.
