Burlingame CityHalI at B:00 p.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, MANGINI, MARTIN ABSENT: STAFF: COLINCILMEMBER CROSBY ARGYRES, COLEMAN, KIRKUP, MONROE, WAGNER, MC CUBBIN CATV- REQUEST FROM PACTFIC CABLE TO PARTIALLY BUILD IN COMMERCIAL AREA I A request has been made by Mr. Richard Graham of Pacific Cable Television, that completion of cable televj-sion to certain commercial areas of Burlingame be limited at this time due to limited usage in these areas. These areas would be primarily downtown Burlingame Avenue and the Burlingame Pl-aza, but would not include any of the hotel areas. He assured the City that service could be provided to those areas on an "as needed" basis. Staff had no objection so long as "as needed" was clearly defined. Councilman Mangini wished to know if providing a security service for the commercial area would make installation more profitable. Mr. Graham said that his service was primarily entertainment and that they were not in competition with existing security services. Mr. Graham did assure Councilman Amstrup that the entire City would have trunk lines. Councilman Martin inquired whether downtown customers wishing service could have it delivered to them in sixty days, as was the original understanding. Mr. Graham, dt this time, could not promise such delivery. Councilman Martin requested that some controls over limit of time of installation be established and suggested staff consult with experts so that they can establish some controls. City Manager agreed that he would follow up on this before a decision was arrived at Uy Council. Council agreed that the term "as needed" be specified in all details. 2. CATV REQUEST TO HAVE CONSULTANT CATV SYSTEM CONSTRUCTION VERIFY TECHNICAL SPEC]FICATIONS City Manager reported that the City's CATV Franchise Ordinance and Res6lutiois pro.ride numerous technical performance standards which the City Staff does not have the expertise to review. City Manager re- queited approval to hire the firm of Hammett & Edison, Inc. to perform this review. Council agreed and added that perhaps Hammett a Edison could also pro- vide infoimation on "as needed" specifications, as required above. PRELIMINARY OVERVIEW MENT PROGRAM 1982-83 BUDGET AND FIVE-YEAR CAPITAL IMPROVE- City Manager gave a brief overview of the 1982-83 budget, stating that Council had all pertinent information, adding that the budget was going to be up approximately 9.62, includJ-ng allowances for salary increases. Council agieed they would proceed with the review of the budget scheduled for June 2t and were also in agreement that they would hold the Revenue Sharing meeting June 7, 1982. This meeting would be a "listening session" and Council would not make any decisions at that time. There were no objections to the schedule. 4. REQUEST ADDITIONAL SUMMER HELP TO CLEAN ALLEYS PUBLIC WORKS 3 Councilmembers were in agreement that an additional be hired during the summer to clean al1eys and other as set by the Director of Public Works. three (3) areas of studentsthe City J I I ts?6 5 PARK & FIELD, RECREATION COMMISSION .REQUESTS: SOCCER LIGHTS AT FRANKLIN HILLSBOROUGH LITTLE LEAGUE USE OF BURLINGAME FIELDS City Manager once again presented to Council a request from the Park and Recreation Commission for lighting so that soccer teams mightpractice at night. In vj-ew of the cost of $60,000 for lighting, Councilman Martin objected that five to six weeks of night practice made this prohibitive. Director of Recreatj-on also pointed out that 70? of the players who would be practicing at night were below the age of ten. Councilman Amstrup and Councilman Martin objected to the fact thatthe Park and Recreation Commission wanted to approach both the Burlingame School Dj-strict and the Recreation Department before first having discussed feasibility with Council. Director of Recreationalso pointed out that there were "pay lights" at both Washington Park and Bayside Park, but they were only in use 30 percent of the time.At this time, Council was in agreement that lights for soccer wouldnot be considered. Director of Recreation pointed out that Hillsborough Litt1e League hasnearly as many people playing in leagues as does Burlingame, but doesnot provide any playing fields, and Burlingamers fields are becomingovercrowded. Councj-1 was in agreement that negotiations should beginwith Hillsborough so they would carry their "fair share." REVISION BAYFRONT DEVELOPMENT FEE AND ESTABLISHMENT OF SEWER CONNECTION FEE At the time that the City Council adopted an assessment fee in 1979 |it was expected that this would provide for traffic problems and otherproblems generated by the Bayfront Development. Also at that time,it was expected that revenues wou1d generate approximately 40 percentof $2 miI1ion. Because inflation has doubled the Bayfront development cost, adjusted revenues need to be looked at. City Ivlanager advisedCouncil that Staff is considering revising the development fee to beindexed to Consumer Price fndex. Also are considering revisingestj-mates so that they are more realistic in connectj-on with costs, and considering reversing of percentages so that costs are handled bythe developers on a ratio of 60 percent/40 percent. City Manager also implied that the City might have trouble in thefunding of the Sewer Treatment PIant Expansion project. HIRING OF DIRECTOR FOR AIRPORT ROUNDTABLE Mayor Barton informed Council- that at a recent meeting of Airport Roundtable the decision was that it wished to hire a birector to bepaid for by County and Cities involved - County to contribute $10,000and Citles to provide $500 per City. Council agreed that they would not participate in the hiring of a newDirector for the Airport Roundtable. B. LOCATION OF A BURGER-KING ON BURLINGAME AVENUE Staff advised the Council about the current requirements for a Burger- King that included no drive-up would be allowed, and that they should advise Burger-King of the closed campus status that Burlingame High School will have next year.
