PUBLIC HEARING PROPOSED USE OF FEDERAL REVENUE SHARING FUNDS City Manager reviewed his memorandum of May 25, 1983, J-n which he recommended council hold public hearj-ng to hear requests for funds from Federal Revenue Sharing. The majority of those funds have been proposed for use on Capital Improvements projects in the city. Mayor Crosby opened the public hearing, Shirley Moore, Director of Project REACH, explained the purpose ofher organization. Project REACH provides recreational opportunitiesfor disabled children and teenagers after school hours. It. has been promised $50,000 in grants if it can raj-se 55,000 in city funds. Arlene Bronsonr representing Shared Homes program whj-ch is sponsored by Human Investment Project, Inc., expl-airied that her organization has helped solve housing problems for 26 people in Burlingame in thepast year. It matches peopfe who own homes wj-th people looking for housing. Shared Homes is asking for $2,500 from the City of Burlingame. Robert Bennett, Co-Director of CID, stated his organization is reguest-i.S $:,000 from the city. He revier,,red its program which provides sup-port for adult disabled people. His group has ptaced 26 disabled peopl-e in fu11 time employment this year. Natalj-e Lanam, representing the Easter Seal Society, reviewed. it program which is located in this city. She stated the majority of their servj,ces help residents of this city. Easter Seal Society is requesting $1,500. Mayor Crosby said councit would take these requests under consideration and make a decision at the time of adoption of the budget. The public hearing was closed. Councilman Martin requested information on amounts other cities have given to these organizations in the past. OT SEWER EASEMENT - FOR NEW EASEMENTS - City Attorney reviewed his memorandum of May 19, 1983, in which he re- commended adoption of these resolutions after a public hearing. At the last councit meeting a resolution was adopted dectaring the intention to vacate the sewer easement within Mills Canyon and setting date of public hearing for tonight. These resolutions will vacate the o1d ease- ment and accept deeds for the new easement in Mills Canyon. Mayor Crosby opened the public hearing. There being no comments, the hearing was closed. PUBLIC HEARING - SECOND READING OF ORDINANCE 1250 - SEWER RENTAL PROCEDURES AND ESTABLISHING WASTE DISCHARGE REGULATIONS Director of Public Works reviewed his memorand.um of June 2, 1983, in which he recommended council adopt this ordinance after a pubfic hearing. Copies of the draft ordinance were submitted to EpA andRegional Water ouality Control Board for their review. These agencies have requested that city insert wording in the ordinance that wouldrequire a public hearing before adoption of further rules and regula-tions by resolution. This wording had been inserted into the ordinance. Mayor Crosby opened the public hearing. There being no hearing was cl-osed.. comments, the Councilman Mangini moved adoption of Ordinance 1250. Councifman Amstrup, carried unanimously by ro11 call Seconded vote . by APPOINTMENT OE LIAISON TO SUPERVISOR JOHN WARD TO ADDRESS THE PROBLEM OF DETERIORATING LOCAL ROADS Council reviewed the request from Supervisor Ward and appointed Council- man Mangini to act as liaison. INTRODUCTION OF ORDINANCE 1252 IJNIFORM ANIMAL LICENSING AND CONTROL City Attorney's memorandum of May 3f, 1983, recomrnended introductionof this ordinance which will establish uniform countywi-de animal control and provide requirement of permits for vicious animals. 3. RESOLUTION 50-83 - AUTHORIZING DESTRUCTION OF RECORDS CITY CLERK City Clerk's office years o1d: expired seeks authorization to insurance pol ic j-es and destroy records over five cl-aims against the city. 4 City Attorney's memorandum of May 19, 1983, recommended adoption of this resolution renewing contract with Gates McDonald to administer city's I^Torker I s Compensation program. 5 SCHEDULE PUBLIC HEARING FOR JUNE 20, f983, FOR NEGATIVE DECLARATION AND GENERAL PLAN AMENDMENT City Planner's memorandum of May 25, 1983, recommended council schedule a public hearing for June 20. 6 SCHEDULE PUBLIC HEARING FOR JI'NE 20, 1983, FOR FINAL EIR - FOUR SEAS PROJECT, 835 AIRPORT BLVD. SPECIA], EIJCROACHMENT PERMIT TO INSTALL FENCE AT 16 CHANNING ROAD City Engineerrs memorancum of May 26, 1983, recommended council approve this request for a special encroachment permit with con- ditions. 10. APPROVAL OF PROPOSED BI'I GARBAGE RATE STUDY COMMITTEE City Manager's memorandum of May 27, 1983 recommenaled councilcon- cur with suggestion to use the transfer station JPA as a review committee for analyzing rate increase requests from BFI, and im- plementation of the Price Waterhouse Rate Study recommendation. Mayor Crosby recognized former Mayor and Councilmember Charlotte Johnson in the audience. RECOGNITION OF THE 75TH ANNIVERSARY OF INCORPORATION OF THE CITY OF BURL INGA.IVIE Mayor Crosby read City Manager's memorandum of May 23, 1983 to which he attached copies of the original resolution and order from the Secre- tary of State incorporating the Town of Burlingame on June 6, 1908. City Manager reviewed the election of May 28, 1908 where 90 votes were cast for incorporation and 83 were cast against. Councif reminisced about their many years in the city. Councilmembers and audience joined in singing Happy Birthday to the city. Council dj-scussed briefly the public misconception that city may build a freeway connection near Ho$rard Avenue. 5. Memo regarding proposed increase in Sf' v/ater rates. 6. Letter from ALUC re AB 2920 requiring General Plan consistency with the Airport Land Use P1an. 7. Proposed timetable for construction of Intertelephone Building, 700 Airport B1vd.
