Hesaid that aporoximately one year ago the City had received petitionfrom the residents of Oxford, Cambridge, and EI Camino Real for thecl-osing of the Oxford/Cambridqe intersection with Et Camino becauseit was dangerous. This petition was referred to Traffic, Safetyand Parking Commission, who subsequently recommended a trial periodof closure. This in turn was discussed with Caltrans, who havejust recently agreed to a trial period of closure. Two weeks agobarricades were installed, and this reaction from citizens on Uills Avenue has resulted. Mrs. Terry Nage1, 1300 Mills Avenue, presented Council \,rith apetition protesting the barricades as creatinq a dangerous situation,and signed by 157 peoole residinq in the area. Mrs. Nagel statedthat 63 of these signatures represented 100? of the homes on Mi1ls Avenue . Tom Taylor, Planning Commissioner, lll-2 Oxford Road, stated he enjoyed the present lack of traffic on oxford, but thought it was nol worth the hazards created on the surrounding streets. ORDINANCE NO. 1192 - 'AN ORDINANCE AMENDING THE I]NIFORM BUILDING CONSTRUCTION STANDARDS IN GROUP R-1CODE TO REQUIRE OCC UPANCIES CERTAIN Mayor Martin declared public hearing open on this ordinance. There were no public corunents and the pubJ.ic hearing was declared closed. Ordinance No. 1192 passed its second reading and was adopted on motj-on of Councilman Crosby, second by Councilman Mangini, carried unanimously on ro11 call vote. 2. ORDINANCE NO. 1193 - "AN ORDINANCE TO REOUTRE SMOKE DETECTOR,S IN ALL HOTELS BY JANUARY I, 1982." Mayor Martin declared public hearing open on this ordinance. There were no public comments and the public hearing was declared closed. Mayor Martin questioned whether these were individual units or hard wired. Fire Chief reported these are individual units; and while the Sheraton Hotel questioned the time limit, they were cooperative when informed these would be portable units. ordinance No. 1193 passed its second readi-ng and was adopted on motion of Councilman Amstrup, second by Councilman Mangini, carried on unanirnous ro11 call vote. 3. ORDINANCE NO. 1194 - ''ORDINANCE ESTABLISHING PORTIONS OF LAGUNA AVENUE AS ONN-WAY STREET. ,' Mayor Martin declared public hearing open on this ordinance. There were no public comments and the public hearing was declared closed. Staff confirmed that all pe Avenue had been notified of tribution of flyers. ORDINANCE NO. ].195 "ORDINANCE ESTABLISHING TWO-HOUR PARKING LIMIT ON PORTIONS OF CAPUCHINO AVENUE, CHULA VTSTA AVENUE, AVENUE AND PALOMA AVENUE. " LAGUNA Staff reported that in actuality this ordinance authorizes removal of thro-hour parking limit on these streets as a result of a year-Iong successful trial period lifting the restrictions. Residents are in favor of the removals as they have been in effect for a year. Mayor Martin opened public hearing on thj-s ordinance. There were no public conrnents and the public hearing was declared closed. ordinance No. 1195 passed its second reading and was adopted on motion of Councilwoman Barton, second by Councilman Crosby, carrj-ed unanimously on roll call vote. 5. ORDINANCE NO. 1f96 - ''ORDINANCE ESTABLISHING STOP SIGNS AT HILLSIDE DRIVE AND VANCOUVER AVENUE EROM ALL DIRECTIONS" on question from Mayor Martin, Director of Publ-ic Works reported that this corner does not meet warrants for a 4-way stop sign in terms of total traffic. However, this sign is proposed because of problems with sight direction on this steep corner. Property owners in the area had petitioned for it. Mayor Martin stated he was convinced that 4-way signs were not needed unless warrants are met. Mayor Martin opened public hearing. There was no response from the auclience and public hearing was d.eclared closed. " Council discussed- this item briefly. It was noted that this consent cal-endar item was only being introduced and that public hearing would be at the February 17, 1981 meeting. City Attorney noted that mora- Councilwoman Barton requested that this item be removed from the consent calendar. " OLD BUS INESS SENATE CONSTITUTIONAL AMENDMENT #7 In response to questaon reported that letter of been transmitted. from Councilman }4angini, City support for this amendment by Manager Council had STUDY MEETING Mayor Martin announced that study meeting of February 4 would be cancelled because of unusual-1y short agenda and notification on Cable TV. He stated action on Cable TV would be taken at the next regular meeting. NEW BUSINESS Councilman Amstrup broached the subject of the proposed new BART building in which ABAG and MTc may participate. Mayor Martin, as a member of the Executive Board of ABAG. reported that BART is going to build a new annex in downtown Oakland. They have offered MTC and ABAG the opportunity of joining in on a condo basis. ABAG is interested because it is now paying very high rent- Procedures were worked out as to financing, and the matter came before the ABAG Executive Board because of the pressure of time' The Board authorized the ABAG staff to proceed with finalization. However, Mayor Martin stated he had voted against it because this was an oral presentation and no time was griven to study it. Council discussed at some length, particularly the fact that this did not come to a vote of the member cities but was a decision of the Executive Board. City Attorney was asked to research any possible method the member cities could use to nullify this action, and report at next meeting. MERCY HIGH SCHOOL Councilrnan Mangini noted letter of 1/23/81 from principal of Mercy High School informing the Council of efforts to have the Kohl Mansion, one of the sections of Mercy High School, declared an historic site. She urged Council support of this matter and invited them for a tour of the Mansion on Tuesday, February 3. HERITAGE PARK Letter ot l/28/81 from Mrs. Robert V. ohlson, 211 occidental Avenue, spoke of aleplorable conditions at Heritage Park - drug dealing, indecency, and neighborhood fears of burglary by the people who frequent it. She suggested that the Park land be sold so that this situati-on could be alleviated. Council discussed. Chief of Police reported he had received a copy of Mrs. ohlson's l-etter. He noteil that in 90 days the Police Department had received only 3 cal1s on the park, and crime reports in this neighborhood are not greater than j-n other parts of the City. However, he has now asked his men to particularly watch activity in this area.
